A master list containing the manual number, assignment and contact information shall be kept by the Quality Assurance Manager. The Quality Assurance Manager, will periodically obtain from each Inspector a manual status report. This report will either confirm that the manual is still current and valid or will identify needed changes. The Quality Assurance Manager is responsible for coordinating all revisions to this manual with the local Flight Standards District Office by forwarding hard a copy of the contemplated changes thirty (30) days prior to the issuance date for comment. Revisions will be recorded on the list of effective pages by the revision date and the revised material or text will be shaded gray until the next revision. If comments are received, they will be directed for proper disposition in accordance with the Code of Federal Regulations (CFRs). Distribution to the FAA will be by first class mail, return receipt requested, hand delivered or electronic mail unless otherwise directed in writing by the local Flight Standards District Office. If at any time the FAA finds that changes need to be made to submitted revisions of this manual, The FAA initiated change shall be accomplished within ten (10) working days of written notification. In accordance with the procedures of revision in this manual. The training program ensures each repair station employee has the knowledge and skills to capably perform assigned maintenance, preventative maintenance, and alteration tasks. The training program content in this manual ensures Icon Aerospace, LLC can respond to its employees’ changing training needs. This manual sets forth the procedures for Icon Aerospace, LLC to identify its training needs in a systematic manner, develop training and/or identify appropriate existing training, select the training methods, provide training, record training accomplishment, and measure the effectiveness of its training program. Icon Aerospace, LLC controls this document in accordance with the procedures for document control described in its Repair Station Manual (RSM). A copy of this document and all revisions are provided to Icon Aerospace, LLC’s certificate-holding district office (CHDO). The procedures for revising this document and submitting revisions to the FAA for approval are described in this document and in the Icon Aerospace, LLC RSM. Icon Aerospace, LLC uses a closed loop system to ensure that the training requirements for the company and employees are identified, training standards are established, training is provided, and the training program is revised as necessary. Icon Aerospace, LLC’s training program consists of the following basic components: • • • • • A training needs assessment to identify Icon Aerospace, LLC’s overall training needs and individual employee needs The method for defining areas of study and/or courses/lessons made available to employees The method for identifying training sources and methods available to employees for the areas of study, courses, and/or lessons The method of documenting employee qualifications and training The methods used to measure the effectiveness of the training program and to make changes as necessary The Quality Assurance Manager is responsible for ensuring Icon Aerospace, LLC complies with all of the components of its training program. The Accountable Manager has the overall authority for Icon Aerospace, LLC’s training program. Any changes to the training program will be coordinated with the Accountable Manager. Page Revision Number 6 9 Revision Date Original Issue Date July 17, 2023 November 15, 2009 TRAINING MANUAL 1.0 ICON AEROSPACE, LLC BACKGROUND Persons performing maintenance (including inspections), preventive maintenance, and alteration must be assessed and trained in accordance with Federal Aviation Administration (FAA) - approved procedures set forth in this manual. All other employees may be trained in accordance with the approved procedures of this manual at management discretion. Icon Aerospace, LLC has an established training program that includes indoctrination (initial, recurrent), specialized, and remedial training areas of study for all employees. Icon Aerospace, LLC has separate areas of study for the following staffing categories: • • Technicians and other individuals performing maintenance, preventive maintenance, or alteration tasks such as: o inspectors o supervisors o managers Support staff Icon Aerospace, LLC further breaks down the training requirements for each staffing category based on job function requirements and experience levels. Icon Aerospace, LLC has established minimum training standards for its job positions and methods to assess an individual’s skill level for each job function to determine training requirements. The procedures in this manual enable Icon Aerospace, LLC to revise its existing training program to ensure it continues to meet Icon Aerospace, LLC’s needs and produce training consistent with all regulatory requirements. 2.0 TRAINING NEEDS ASSESSMENT Icon Aerospace, LLC’s needs assessment is a two-part process that determines Icon Aerospace, LLC’s overall training requirements, as well as individual employee training requirements. Icon Aerospace will determine the individual needs assessment based on the Training Needs Assessment chart on page 19. 2.1 OVERALL REPAIR STATION NEEDS ASSESSMENTS To determine its overall training requirements, the Quality Assurance Manager and the Accountable Manager must review Icon Aerospace, LLC’s Operations Specifications (Op Specs); capability list; job position duties and responsibilities listed in the repair station quality manual; technical job functions and tasks; customer requirements; past, current, and expected scope of work; employment procedures for hiring; and current employee experience levels. This needs-assessment will result in a description of the knowledge and skill standards for each defined job position or function. If it is determined that an employee does not possess the capability to perform a maintenance (including inspection), preventive maintenance, or alteration task, appropriate training will be administered. The areas of study, individual courses/lessons, and instructors are developed or qualified in accordance with Section 3. Icon Aerospace, LLC continuously evaluates its overall repair station training needs. However, Icon Aerospace, LLC will specifically revise the training program when: • • It identifies additional training needs. Changes to its ratings, facilities, equipment, or work scope require additional training areas, classes, or lessons. a. Identification of Training Needs Icon Aerospace, LLC may identify additional training needs through: • • • • • • • The needs assessment outlined in this manual. FAA or other external agency oversight findings Investigations that lead to voluntary disclosures Routine or special quality assurance audits Findings from the Icon Aerospace, LLC Quality Monitoring System Feedback from employees The results from audits related to maintenance human factors. The Quality Assurance Manager ensures that the Training Department regularly reviews the results and reports for additional training needs. The Quality Assurance Manager maintains the training program and reviews any deficiencies. These deficiencies are categorized based on individual assessments. It is then determined what action should be taken. These changes could include, but are not limited to, changes to the existing courses of study, developing new courses of study for recurrent or remedial training. The Quality Assurance Manager reviews the results with the managers of the affected technical areas and determines the appropriate action to be taken. b. Changes to Repair Station Work Scope Whenever Icon Aerospace, LLC is planning to change its facilities, equipment, or scope of work as reflected in its Op Specs, it will conduct a review of its current training program. This review is conducted on IAF-3118 (ITA) Internal Training Audit by the Quality Assurance Manager. The need for additional training will be based on an analysis of the new work to be performed, the capability of employees, and the availability of in-house training. Appropriate changes will be made to initial, recurrent, and specialized training areas of study, including existing courses or the addition of new courses, positions, and individuals requiring the training, and when the new training needs to be implemented and completed. Annual Training Program Review The Quality Assurance Manager will conduct on IAF-3119 (TPR) Training Program Review an annual review of the training program and verify if Icon Aerospace, LLC has made any changes that might affect training and will analyze the measures of training effectiveness. The Quality Assurance Manager will work with the managers of the affected technical areas when reviewing the training requirements. As part of this annual review, Icon Aerospace, LLC will analyze its job position duty and task assignments, its employee experience levels, and the method of delivery for various courses, new training techniques, or commercially available courses. It will make any changes that are required to ensure employees are capable of performing assigned tasks in accordance with the procedures set forth in their manual. d. Internal Quality Audit IAF-3111 The Accountable Manager is responsible for the Internal Quality Audit IAF-3111 and is trained in referencing materials in accordance with AC 145-10 documented in FORM IAF-3115 required training for supervisors Recurrent Training every 2 years. 2.2 INDIVIDUAL NEEDS ASSESSMENT Icon Aerospace, LLC has established skill levels and qualifications for each job position based upon technical functions and tasks. In addition, Icon Aerospace, LLC has developed methods to evaluate an individual to determine what knowledge, experience, or training establishes capability to properly perform the work. Whenever Icon Aerospace, LLC hires a new employee or transfers an employee to a new job position, the employee’s new supervisor will assess the individual’s skill level and qualifications against the requirements for the assigned functions or tasks. The supervisor and the Quality Assurance Manager will determine what training is necessary and ensure the individual’s training record is updated to reflect the assessment and training requirements. The supervisor will also work with the Quality Assurance Manager to ensure the individual receives the necessary training in the appropriate timeframe. 2.3 HAZARDOUS MATERIALS Employees or contractors of ICON Aerospace, LLC will not perform work on or handle any hazardous materials with the exception of consumables such as aerosol paints etc. No employee or contractor of Icon Aerospace, LLC will prepare or offer any hazardous materials for shipment. All chemical products used by the repair station will be handled and stored in accordance with the manufacturer’s recommendations and outline as in the Material Safety Data Sheets for each hazardous chemical used by the repair station. These records will be maintained by the Technical Publications/Stores Manager. If an operator request for material not to be handled or shipped ICON Aerospace LLC will comply and acknowledge. Page Revision Number 9 9 Revision Date Original Issue Date July 17, 2023 November 15, 2009 TRAINING MANUAL 2.4 ICON AEROSPACE, LLC MAINTENANCE HUMAN FACTORS The Quality Assurance Manager will ensure that all personnel be trained in Maintenance Human Factors in order to provide an additional margin of safety. This training will be related to aviation maintenance, safety-related issues, existing legislation, where relevant, and/or some of the elements listed below: General/Introduction to human factors: Safety Culture/Organizational factors: Assuring an organizational atmosphere where safety and health is understood to be, and is accepted as, a high priority. Human Error: The quality of work performed by personnel within their departments. Human performance and limitations: The monitoring of employee performance to ensure not only acceptable performance, but also includes the well-being of the employee from not being over-worked. Environment: The provision and maintenance of an infrastructure required to achieve product conformity. This infrastructure includes workspaces and associated utilities, including temperature, humidity, cleanliness, and lighting. Procedures, information, tools and practices: Ensuring that all staff are familiar with, and have ready access to company and departmental procedures, and that the relevant procedures are effectively implemented. Ensure availability of equipment to include tools, test equipment, process equipment and supporting services such as transport or communication identification of resources to support operation and maintenance of the product. Communication: Initiating, implementing and maintaining work instructions for the departments. Teamwork: Coordinating personnel to work together, creating a healthy competition that motivates individuals and helps the team excel. Professionalism and integrity: Conducting oneself with responsibility, integrity, accountability, and excellence. Communicating effectively and appropriately and always finding a way to be productive. While maintaining moral and integrity. Organization’s Human Factors program: Personnel are trained to ensure and understand all applications of human factors principles. These training sessions are documented and maintained in the individual personnel training records. Recurrent training interval is every 2 years. Various procedures exist that allow for detection and rectification of maintenance errors which may endanger the safe operation of an aircraft. All items serviced at ICON Aerospace LLC are inspected during service and again at final inspection to insure detection of any maintenance error prior to release of unit. In the event that a maintenance error is detected the inspector will ensure the error is corrected and evaluate the situation to determine the root cause. Once determined corrective action is taken to insure the error doesn’t happen again. Page Revision Number 10 9 Revision Date Original Issue Date July 17, 2023 November 15, 2009 TRAINING MANUAL ICON AEROSPACE, LLC ICON Aerospace LLC does not have shift changeovers, provides full health insurance, maintains normal hours of operation and does not operate on a weekend (with the exception of an AOG) which is only for required personnel. Personnel are at liberty to take breaks and time for lunch as required including vacation and personal time. An open-door policy is maintained with personnel ensuring freedom of communication with supervisors in the event of illness, stress or fatigue. These cases will be handled by The Accountable Manager which determines the appropriate resolution. In the event that a person requires time away from work because of any given reason this person must then be cleared for return to work by The Accountable Manager. NOTE: The recurrent human factors training must not be a simple repetition of the initial training. Instead, it must be built upon errors/lessons learned and the experiences within the organization (or group of organizations). This should help ensure that the results of internal quality audits and occurrence reports are brought to the attention of all staff. 2.5 SUSPECTED UNAPPROVED PARTS The Quality Assurance Manager will ensure that all personnel be trained in S.U.P. Suspected unapproved parts. Such training will be divided between personnel and area of work performed. Training will be referenced to AC 21-29(CURRENT), manufactures data and previous training by the Quality Assurance Manager. Both training and recurrent training will be documented in employee training records using forms on page 16 of this manual. Page Revision Number 11 9 Revision Date Original Issue Date July 17, 2023 November 15, 2009 TRAINING MANUAL 3.0 ICON AEROSPACE, LLC COURSE DEFINITION The Quality Assurance Manager will develop and revise areas of study, courses, and/or lessons based on the results of a training needs assessment. 1. An Area of Study will be developed to identify the entire scope of training available for a broad area of knowledge and skill requirements. It will include the appropriate number and level of courses or lessons to accomplish the defined objective. The areas of study will define the initial recurrent requirements for the associated courses and lessons. Initial training will be provided to an employee for the first time. Recurrent training will be information that supports, expands, or refreshes initial training areas of study, courses/lessons, or other requirements and is to be performed once every two (2) years. Remedial training will be assigned to ensure an employee who lacks demonstrated knowledge and has been provided the information necessary to accomplish assigned maintenance or alteration tasks properly. 2. All Courses/Lessons shall be recorded by developing the following information as necessary to capture the required knowledge or skill. • • • • • • • • • • • • Course/Lesson Title Objectives Prerequisites Course outline Required hours or performance outcome for each topic or lesson Training material including handouts, regulations, manuals, tools, or equipment used Training source(s) Training method(s) Instructor(s) Instructor qualifications Method(s) of evaluation Other supporting information, as available such as instructor guides and courseware The information required by this Section shall be developed for all areas of study and /or courses/lessons made available to employees. This includes training provided by the onthe-job methodology. The information on courses and lessons from outside sources will be evaluated to determine its capability to impart the adequate training required by the repair station’s needs assessment for the company or for the particular employee. Page Revision Number 12 9 Revision Date Original Issue Date July 17, 2023 November 15, 2009 TRAINING MANUAL 4.0 ICON AEROSPACE, LLC SELECTION OF TRAINING METHODS AND SOURCES Using the information developed during the course definition phase, Icon Aerospace, LLC will evaluate training method(s), source(s), and instructor(s) to determine the knowledge or skills will be taught to employees, as necessary. 1. Training Methods The material to be presented, the level of experience of the personnel receiving the training, and alternatives available will be used to establish training methods for areas of study and/or courses/lessons. Icon Aerospace, LLC uses various methods to train its employees including: • • • • • On-the-job training (OJT) Self Study Embedded training External classes and training Specialized Training/Certification The company will use all available resources to provide the appropriate training. Many areas of study, courses, and lessons will be provided by more than one method. All methods will have a documented process to determine the amount of information that must be prepared for training. Generally, this will be accomplished by completing the information required by Section 3 of this training manual. However, the validity of any particular method can be established by an evaluation of the employee’s capabilities. 2. Training Sources Sources available for training will be continually monitored to ensure Icon Aerospace, LLC is aware of its alternatives and is utilizing the newest training techniques and delivery sources. When a new or revised training need is identified, the available options will be reviewed. This process may include consultation with the FAA PI, other repair stations, manufacturers, and local colleges for available training. If the training will be conducted by an outside vendor, an audit will be conducted to ensure it provides appropriate information. This audit will be documented on FORM IAF3115 (ETA) Employee Training Audit and kept with the employee Training records. The audit may include an observation of training, a review of the course outline and material, a review of instructor qualifications and experience, etc. The Quality Assurance Manager will determine the extent of the audit. This audit will be based on an informal risk assessment related to the criticality of the training and the ability of the repair station to assess the information imparted. Training Instructors Instructors are designated by The Quality Assurance Manager and shall be qualified based upon subject matter knowledge and teaching ability. Subject matter expertise may be established by experience, demonstrated knowledge, and/or certification. The ability to impart information can be determined by observation, demonstration, or experience. The evaluation of in-house instructors shall be documented in the course description. Instructors for those technicians requiring specialized training shall be certified by the source. 5.0 TRAINING DOCUMENTATION The Accountable Manager is responsible for establishing the standards for the creation and retention of training records documented on IAF-315 (ETR) Employee Training Record for all Icon Aerospace, LLC employees that perform maintenance (including inspection), preventive maintenance, and alteration tasks. The company maintains a training file of all training provided for each employee. Each file includes the employee’s name and job function, the needs assessment findings, a list of FAA certifications, other applicable certifications and degrees, Icon Aerospace, LLC qualifications and authorizations (such as required inspection items (RII) for a given customer), and for each course completed, the total time credited, the date provided, the instructor, the location and the results of any associated examination. Icon Aerospace, LLC will make the training records of employee’s performing maintenance (including inspection), preventive maintenance, and alteration tasks available to the FAA for review upon request. On the job training (OJT) will be documented (see Forms Manual for example of Employee Training Record). This form documents the name of the technician, date of training, instructor, duration, method, part number, work order and type of training. The Accountable Manager audits Icon Aerospace, LLC training files on an annual basis. To conduct this audit the Accountable Manager will review each file with the employee. Each employee is responsible for noting any inaccuracies. The Accountable Manager will investigate those inaccuracies and update the training file as necessary. The company maintains the individual training records for as long as an employee is employed at Icon Aerospace, LLC and for two years thereafter. *Icon Aerospace, LLC may choose to accept training and training records from previous employers and these documents will be found in the employees training folder. Page Revision Number 14 9 Revision Date Original Issue Date July 17, 2023 November 15, 2009 TRAINING MANUAL 6.0 ICON AEROSPACE, LLC MEASUREMENT OF TRAINING EFFECTIVENESS The Quality Assurance Manager will regularly evaluate each course for its content, time, quality of the training materials (courseware), training facilities, and instructor. This is accomplished through observation, examination results, and feedback. The Quality Assurance Manager will ensure Icon Aerospace, LLC audits outside training vendors and in-house training courses. The Quality Assurance Manager will ensure the training program is reviewed on an annual basis as described in section 2, paragraph 1c, documented on IAF-3119 (TPR) Training Program Review During the course design, Icon Aerospace, LLC developed a method to evaluate each employee’s performance. This could include written or oral examinations or manipulative skill tests. The training department will analyze the results of all course examinations to determine if any changes are required to establish a basis for determining whether the course met its objectives and provided the information necessary to ensure the employee was capable of performing assigned tasks. 7.0 REVISION PROCESS The process for submitting changes is described in Icon Aerospace, LLC’s RSM. 8.0 WORK PERFORMED FOR PART 121, 125, 129, AND PART 135 OPERATORS Icon Aerospace, LLC performs work for 14 CFR parts 121, 125, 129, and 135 operators. Individual operator training requirements (initial, recurrent, or specialized) are identified for each job function. The Quality Assurance Manager will work with each operator to schedule Icon Aerospace, LLC employees for operator training, as determined during the individual’s needs assessment. 9.0 WORK PERFORMED BY INTERIM MAINTENANCE EMPLOYEES Icon Aerospace, LLC may supplement its workforce with interim maintenance employees. Before these individuals begin work for Icon Aerospace, LLC, they must undergo a needs assessment. The Quality Assurance Manager will coordinate with the manager of the area where the individual will work to conduct the needs assessment and ensure all individuals are provided training appropriate to the particular assignment before they are required to begin work. The Accountable Manager must make and retain training records for all individuals performing maintenance (including inspection), preventive maintenance, and alteration tasks. Training records for terminated employees will be maintained for a period of two (2) years.
