PURPOSE: To establish the standard for high-rise/standpipe packs and high-rise/standpipe bags utilized by the Clearwater Fire & Rescue Department. 616.1 High-Rise/Standpipe Packs A. The high-rise pack standard for the Clearwater Fire & Rescue Department will consist of three packs of hose. 1. Pack one will be 75’ of 2” hose with a 2.5” smooth bore nozzle attached with a 1 1/8” tip. 2. Pack two will be 75’ of 2” hose with no nozzle. 3. Pack three will be 75’ of 2” hose with no nozzle. B. The hose will be Key Fire Hose GREEN in color. This hose will only be used for the high-rise packs. C. When responding to any structure fire, unconfirmed structure fire, fire alarm in a high-rise building or any building with a standpipe system that is beyond the reach of pre-connected hose lines, companies must take all three packs and the high-rise/standpipe bag into the structure for deployment. Deployment will depend on the location of the fire in the structure. 616.2 Packing The proper packing and coiling of the high-rise pack is outlined in Training Bulletin 2014-11 and 2019-14. 616.3 Carrying the High-Rise/Standpipe Pack A. The high-rise pack is designed to be carried over the top of your SCBA bottle. This technique distributes the weight to your shoulders and waist, as well as ensuring your hands are free to carry other tools, and to assist you when climbing stairs. You may also be able to carry the packs easily over your shoulder. Both methods are designed to ease the carrying process and leave at least one hand free for keeping in touch with the stairwell railing. These packs also carry better, and are easier to manage, when they are packed neatly and with the straps tight against the hose. 616.4 High-Rise/Standpipe Bag A. This bag contains necessary tools and appliances that will assist the engine company with properly delivering the desired fire flow. Minimum equipment that must be kept in the high- rise/standpipe bag includes: TFT Slow Close High Rise Valve One 2.5” elbow Two spanner wrenches One spare hand wheel Four door chocks One Grease pencils One spare 2.5” smooth bore nozzle with 1 1/8th” tip One 1.5” to 2.5” Increaser One set of elevator keys One cresent wrench One Gustin wrench One yellow tool bag Two sprinkler wedges One pair of Channel Locks Each company is allowed to add any other items that they feel are needed for their response area. 616.5 Training and Familiarity A. It is mission critical for all Company Officers, Driver/Operators, Fire Medics, and Firefighters to be intimately familiar with the deployment procedures and advancement of the hi-rise packs during hi-rise emergencies. This comes with constant practice at the company level and at department sponsored training.
