Bridgeport Fire Department Standard Operating Procedures #508 I. ENGINE COMPANY OPERATIONS COMMERICAL STRUCTURES 4/12/10 PURPOSE: A. To provide guidance to engine company personnel during structural firefighting operations in commercial structures. II. RESPONSIBILITIES: A. Battalion Chief: 1. Shall direct responding engine companies and monitor the operations of water supply, attack and overhaul. 2. The Battalion Chief shall communicate to all companies the mode of attack. (I.e. Offensive/Interior or Defensive/Exterior) B. Company Officer: 1. Accountability of all company members from the beginning to the end of the incident, securing a water source, attack operations, and communications to the IC. 2. The Company Officer shall ensure that when laying a supply line, the hose does not impede arriving ladder companies from positioning at or near the fire building. This shall be accomplished by communicating with the assigned ladder companies and laying the supply line after their arrival or ensuring that the supply line is to one side of the street and charged after the ladder companies are in position. Note: Every effort should be made not to block the incoming ladder companies from positioning at or near the fire building but fire conditions and response times may require the supply line to be charged prior to their arrival. C. Firefighters: 1. Shall maintain lines of communication with the company officer throughout the incident. III. DEFINITIONS: A. Commercial Structure – A building approved and designed for retail or wholesale trade, hotel restaurant, offices, clinics, warehouses, light manufacturing, and other such uses but not residential purposes. IV PROCEDURES: A. Upon Arrival at a Commercial Structure with Smoke or Fire showing, or a report from PD on scene: 1. The Engine Officer shall communicate the location of the hydrant to FCC. a) The water source shall be brought to the fire location and the apparatus will be positioned as to not block the 1st Due Ladder Company. b) The Engine Company shall stretch a 2 ½” attack line or a portable master stream to start suppression of the fire. (1) Officer: Radio ID is the Unit and # (i.e. Engine 7) (a) Duties: (i) Ensure all personnel are in PPE with seatbelts on before responding. (ii) Find an on-duty Hydrant and announce the location via radio and hook up to water source. (iii) The Officer shall select the appropriate size attack line for the fire condition. (i.e. 2 ½”, or a portable master stream) (b) Position on Fire Ground: (i) The Officer shall assist with the deployment of the attack hand line and be positioned as the back up to the nozzle-firefighter. (2) (a) Pumper Engineer: Radio ID is the Unit and Pump (i.e. Engine 15 Pump) Duties: (i) Ensure all members are seated and safety belted in before responding. (ii) The PE shall drive with due regard to the location of the address or hydrant, as directed by the officer. (iii) The PE will assist in removing excess hose from the apparatus and flake out accordingly. (iv) The PE will pump the attack hand line to the proper pressure, by calculating the nozzle pressure, friction loss and elevation, from tank water. (Notification benchmarks are ½ a tank of water, ¼ tank of water and loss of water) (v) The PE shall hook up the hydrant line, call to the hydrant firefighter via the radio to charge the supply line and change over to hydrant water. The engines’ water tank will be filled in case of a loss of hydrant water. Page 2 Bridgeport Fire Department Standard Operating Procedures ENGINE COMPANY OPERATIONS COMMERICAL STRUCTURES #508 4/12/10 (vi) The PE will monitor the apparatus during the entire operation and notify the officer of any important issues. (b) Position: At or near the pump panel. 3rd Firefighter: Radio ID is Unit and Hydrant (i.e. Engine 4 Hydrant) (3) (a) Duties: (i) Wear full PPE and seat belt while enroute to the incident. (ii) The hydrant firefighter shall be responsible for gathering the hydrant tools necessary for hooking the supply line to the hydrant and opening the hydrant. (iii) The hydrant firefighter shall ensure that the hydrant strap is properly applied and shall stand behind and away from the hydrant (iv) After the lay-in is complete, and the apparatus has stopped, the hydrant firefighter shall flush the hydrant before hooking up the supply line. Note: If the hydrant is inoperable the officer must be notified immediately. (v) After receiving orders from the PE, via radio, the hydrant firefighter will charge the supply line and gather all hydrant tools and return them to the apparatus. (vi) The hydrant firefighter shall don their SCBA and follow the attack line to meet up with the officer and the nozzle firefighter. (b) Position: At the hydrant until the supply line is charged. Then follow the attack hand line up to the nozzle, while enroute check the hose line for kinks. (4) 4th Firefighter: Radio ID is Unit and Nozzle (i.e. Engine 10 Nozzle) (a) Duties: (i) Wear full PPE and seat belt while enroute to the incident. (ii) The nozzle firefighter shall be responsible for placing the hydrant strap over the hydrant before remounting the apparatus. (iii) The nozzle firefighter will ensure that the caps of the hydrant are loose before remounting the apparatus. (iv) Upon arrival at the fire building the nozzle firefighter shall stretch the attack line specified by the officer to attack the fire. 2. The second Due Engine will secure a 2nd water source and assist with the deployment of the Page 3 Bridgeport Fire Department Standard Operating Procedures ENGINE COMPANY OPERATIONS COMMERICAL STRUCTURES #508 4/12/10 initial attack line. Then stretch a 2nd attack line of equal or larger size to back up the 1st Due engine a) If a defensive operation is called for the 2nd Due Engine may be needed to lay a supply line in and pump an aerial master stream. (1) Officer: Radio ID is the Unit and # (i.e. Engine 4) (a) Duties: (i) Ensure all personnel are in PPE with seatbelts on before responding. (ii)Find an on-duty Hydrant and announce the location via radio and hook up to water source. (iii) The officer shall ensure that the initial attack line is in operation, if not, help the 1st Due Engine finish the stretch. (iv) The officer shall then stretch a 2nd 2-½-hand line to back up the 1st Engine (b) Position on Fire Ground: (i) The Officer shall assist with the deployment of the attack hand line and be positioned as the back up to the nozzle-firefighter. The 3rd Due Engine will secure a 3rd water source and radio the incident commander for directions. a) If the 3rd Due Engine receives an order to lay in supply line the incident commander Page 5 Bridgeport Fire Department Standard Operating Procedures #508 ENGINE COMPANY OPERATIONS COMMERICAL STRUCTURES 4/12/10 shall direct the officer of where to position on the fire ground. b) If the 3rd Due Engine receives an order to report to the incident for staffing, the officer shall insure that the proper tools are brought to the incident from the apparatus. (i.e. 150’ of 2 1/2 “ attack hose, 6’ hook. Etc.) 4. The 4th Due Engine will be assigned as the Rapid Intervention Team and shall follow SOP #501 for operation related this function. 5. All 2nd alarm and special call engines shall contact the incident commander for orders while enroute to the structure fire. B. Upon arrival at a Commercial Structure with nothing showing. Note: In firehouses where a ladder truck is assigned with the engine the ladder company will respond to the address for the investigation and the engine is to find and stage at a hydrant.) 1. The 1st Due Engine Company shall locate a water source while in route to the assignment, if nothing is showing upon arrival the officer will proceed to the A side of the structure, give a first report and announce that they do not have a hydrant. a) The 1st Due engine shall investigate and advise the 2 nd Due Engine if a supply line is needed. 2. The 2nd Due Engine shall locate, flush and stage at a hydrant until orders are received from the Incident Commander. IV FORMS REQUIRED: None By Order of the Fire Chief Page 6
