The competent authority exercising oversight for French Bee is the French Civil Aviation, Direction Générale de l’Aviation Civile (DGAC). The French Bee Operations Manual (OM) is issued in accordance with the following regulations: ‐ Basic Regulation (EC) N° 2018/1139. ‐ Commission Regulation related to Aircrew (EU) No 1178/2011 amended, its AMC/GM and CS. ‐ Commission Regulation related to Air Operations EC No 965/2012 amended (AIR OPS), its AMC/GM and CS. ‐ Commission Regulation related to the Continuing Airworthiness of Aircraft EC No 1321/2014 amended, its AMC/GM and CS. ‐ General security aspects in aviation including awareness of the provision in (EC) No 300/2008. ‐ Commission Regulation related to Occurrence reports No 376/2014. ‐ ICAO Technical Instructions (Dangerous Goods). ‐ Appropriate National French Regulations where applicable ‐ FAA requirements for Foreign Air Carriers. The Operations Manual complies with the IATA Operational Safety Audit (IOSA) standards. The OM doesn’t contravene the conditions contained in the Air Operator Certificate (AOC) and its operations specifications. The Operations Manual is for the use and guidance of all French Bee operations personnel, who are required to ensure that all flights are planned and executed in accordance with its policies, procedures and requirements. The design of the OM must permit to be used without any difficulties and observes human factors principles. As a consequence, the OM must be kept up-to-date. All personnel must be made aware of the changes that are relevant to their duties. French Bee incorporates all amendments and revisions required by the competent authority. English is the designed common language for all French Bee operations. All French bee documentation, including the various parts of the OM, are written in English. French bee ensures that information taken from approved documents, and any amendment thereof, is correctly reflected in the OM. This does not prevent French bee from publishing more conservative data and procedures in the OM. The DFO is responsible for the control and distribution of the OM. The Ground Operations Manual (GOM) is issued under the authority of the Postholder Ground Operations. The DGO is Responsible for keeping the GOM up-to-date and its dissemination (Refer to GOM). The Security Manual is issued under the authority of Security Manager. Refer to FBU-PROC-CMS-04, Procedure for the Documentation Management Each holder to whom an Operations Manual is issued is responsible for the security and safeguarding of that manual, for insertion of amendments and revisions and for maintaining the manual in a current status. Note: A check of the Company intranet is mandatory for every Aircrew member before every duty in order to be aware of current/revised memos and procedures. It can be reasonably done at the Orly Standby Room for all the outbound flights and at the hotel for the inbound flights. HAND-WRITTEN AMENDMENT Hand-written amendments and revisions are not permitted except in situations requiring immediate amendment or revision in the interest of safety. If a staff member wants to propose an amendment, he should submit it through an email to the Direction of Flight Operations. A vertical bar in front of the line (of the DU) indicates any change in the text. All amendments will be in the form of printed, replacement pages. They are accompanied by filing instructions and an updated List of Effective Pages (LEP). For the electronic format, the previous version of the OM part is updated with the new version issued. COMPANY NOTAM Company Notams are used to provide additional information to the Operations Manual (Aircraft Fleet, ...). TEMPORARY REVISIONS (TR) Operations Manual Temporary Revisions (TR) are issued to provide information between normal revisions. A temporary revision is a revision which is limited in time. Each TR will be listed in the List of Temporary Revisions, refer to section 00-04. A Temporary Revision will usually be issued when only a specific section of the manual has to be revised. Temporary revision will normally be incorporated at the next normal revision or deleted when no longer applicable. Temporary revisions pages have a yellow background. Each Operations Manual part will contain a List of Temporary Revisions (LoTR) section listing the applicable TR. Each TR will be submitted to the authority via the same process as for normal revisions.
