Life Safety is the highest Tactical Priority Primary Focus in a Hazard Zone ◦ Size Up Incident ◦ Asses for savable lives ◦ Built a plan to rescue the victims 2 Elements that are the greatest threat to fire victims ◦ Toxic Exposures ◦ Thermal Exposures Procedure IC shall direct fireground efforts to protect savable lives. The Incident Commander must consider the following factors for basic search and rescue Make sure to complete a 360 on all incidents to asses the factors above Command must make the basic rescue decision Rescue Efforts done in the following order Primary Search Primary Search ◦ Quickly gone through ◦ All affected areas have been checked ◦ Verified removal and safety of all occupants THE TACTICAL BENCHMARK FOR A PRIMARY SEARCH COMPLETION IS "ALL CLEAR" Secondary Search Secondary Search means companies thoroughly search the interior of the fire area. Done after FIRE CONTROL Done after PRIMARY SEARCH Done after ventilation activities have been completed Preferably done by a different company that the one that did the primary. THE OBJECTIVE OF THE SECONDARY SEARCH IS THE CONFIRMATION OF THE "ALL CLEAR". ◦ This will be reported to the alarm room as well Operational Information The stage of the fire is critical for a rescue plan Nothing Showing or Very Minor Fires ◦ In Cases that pose no Life Hazard ‣ Rapid Interior Search and Report "ALL CLEAR" ◦ The interior search will also include a ‣ Interior Size Up for smoke and fire conditions Smoke Showing & Working Fire Fire control efforts & rescue operations are done together. ◦ This is to complete the Primary Search In a Working Fire Condition a Primary search MUST be followed by a secondary search Fully Involved buildings or Compartments of buildings Fire attack with adequate water flow is the primary focus. Size will determine the ability to search ◦ Exposed or Connected areas of the building ◦ If building integrity allows ◦ Search must be coordinated with fire attack plan As quickly as FIRE CONTROL is gained ◦ As secondary search will then follow (having been unable to do a primary) Status Of Victims Command CANNOT depend solely on reports from residents & spectators for victim status Fire Companies should utilize reports of ◦ Location ◦ Number ◦ Condition of victims as supporting the Primary Search efforts Primary Search must still be done whenever possible Primary Search Assignments of Large or Complex Residential Occupancies Command must make specific assignments companies to cover specific areas. Maintain ongoing control of companies until entire area is searched This will be done when conditions allow If Primary Search finds and removes a victim Command must assign a new company to fill the vacated one Initial Attack Efforts Directed towards supporting Rescue Efforts Hoselines must be placed: ◦ To control interior access ◦ Confine the fire ◦ Protects avenues of escape Means of Access for a Structure Normal means of access should be used whenever possible to remove victims ◦ Stairs ◦ Doors ◦ Ect... Secondary means such as must be utilized in order of their effectiveness ◦ Aerial Platform ◦ Ladders ◦ Fire Escapes ◦ Helicopters ◦ Ect... Required Resources for Rescue Command must evaluate resource needed for ALL victims Rescues Command also needs to have resources to treat any injuries If there are Multiple Victims Command must: ◦ Get necessary resources going early ◦ Quickly develop and IAP that will: ‣ Stabilize the Fire ‣ Remove the Victims from the hazard ‣ Treat for any medical needs of the victims ◦ Multiple vicims should be moved to 1 location and establish a treatment sector for: ‣ Triage ‣ Treatment Once and ALL CLEAR has been transmitted Command must: ◦ Maintain control of access to the fire area ◦ Bewhere of people trying to re-enter the building
