STANDARD OPERATING PROCEDURES MANUAL COMMAND PROCEDURES 201.001 INCIDENT COMMAND EFFECTIVE: AUGUST 2019 Current Revision Date: Author’s Name/Rank: Administrative Support: 8/31/21 John Creasy, Fire Captain Command and Control Committee Evelyn Yin-Zepeda, Management Analyst II Next Revision Date: 8/31/23 Review Level: 1 ADA PURPOSE The purpose of this policy is to establish a set of guidelines that can be employed when establishing command at an emergency incident. The Incident Command System (ICS) provides an organized method to apply goals and objectives which in turn help provide fire ground safety and accountability at all emergency incidents. This policy also establishes guidelines for the implementation of all components of ICS for all incidents. APPLICATION This policy applies to all Fresno Fire Department (FFD or Department) officers and acting officers who arrive at an incident where the ICS needs to be established. OPERATIONAL POLICY The Fresno Fire Department recognizes FIRESCOPE as the guiding organization for defining the ICS. OPERATIONAL GUIDELINE Incidents that involve multiple companies should establish and implement the ICS based on the relevant ICS chart found in FIRESCOPE Field Operations Guide ICS 420-1. The complexity of the event will dictate the size of the ICS needed to control the incident.
