PURPOSE: The following Rules and Regulations are intended to provide direction to the members of Las Vegas Fire & Rescue for their personal conduct or for conducting the affairs of the Department. B. SCOPE: These Rules and Regulations supersede all previous Rules and Regulations, bulletins, and/or memorandums issued prior to this date. C. AUTHOR: These Rules and Regulations may be changed, amended, or replaced by the Fire Chief, or his designee, in conformance with applicable Bargaining Agreements. They are to be considered general in nature and are not all inclusive. POLICY A. All members shall follow Operations Manuals and written directives of both Las Vegas Fire & Rescue and the City of Las Vegas. B. All members shall use their training and capabilities to protect the public at all times, both on and off duty. C. All members shall work competently in their positions to cause all department programs to operate effectively. D. All members shall conduct themselves to reflect credit on the department. E. Supervisors shall manage in an effective and considerate manner. Subordinates shall follow instructions in a positive and cooperative manner. F. All members shall conduct themselves in a manner that creates good order within the Fire Department. G. All members shall keep themselves informed to do their jobs effectively. H. All members shall be concerned and protective of each member’s welfare. I. All members shall keep themselves physically capable of performing the duties of their positions. J. All members shall not engage in a conflict of interest to the department or use their position with the department for personal gain or influence. L. Members shall not engage in any sexual activity while on duty. M. Members shall be directed by the following regarding visitors and tours at LVFR fire stations and work sites: 1. 2. 3. 4. 5. 6. 7. Approved visitor and tour hours are from 0800 hours to 2100 hours. Ride along students, public safety employees, LVFR Fire Explorers, and medical interns shall be approved in advance by the Battalion Chief. Visitors and tours will be supervised at all times. Visitors and tours will be permitted in public areas only, unless approved by the Station Captain or supervisor. Station Captain or supervisor to be notified when a visitor is in the fire station or work location. Visitors will not be left in the fire station or work location unattended unless approved by the Station Captain or supervisor. Visitors shall not be authorized to use City computers. N. All members shall carefully protect all fire department property from abuse and misuse. They shall particularly see that gas, water, electricity, fuel, gasoline, oil, and miscellaneous supplies are not wasted. O. Members on duty in the presence of the public, in or out of quarters, shall refrain from indulging in boisterous conduct, obscene, uncivil or boisterous language, or altercations of any kind. P. All official communications shall be made through proper channels, and using proper forms. The chain of command will be utilized and no intervening office or division will suppress any communication. All written correspondence pertaining to the operation of the Fire Department by Fire Department personnel to the City Government (City Council, City Manager, Personnel & Employee Relations Department) shall be submitted to the Fire Chief. Q. All officers of the fire department shall be addressed by their proper titles. R. Punctuality is required of all members. Failure to report for duty, or to place of assignment, at time specified will be considered cause for disciplinary action. S. Members shall report to the Communications Division within twenty-four hours any change of residence and/or telephone number. T. Members shall not permit persons not connected with the Department to ride on the apparatus, without official authorization from the Fire Chief or designee. 130.01 General Conduct.doc Page 3 of 3 U. Members shall give at least two weeks’ notice of intended resignation; this may be waived by discretion of the Fire Chief. V. Any member leaving the Department shall return all city uniforms, safety clothing or equipment, breast badge, hat badge, fire pass, insignia and any other Department or City property in their possession. In the event of these articles not being returned at time of departure, the cost of such may be deducted from their pay check. W. All members on days off are subject to recall to duty in case of emergency and shall maintain a telephone at their place of residence. X. Gambling for money on duty is prohibited. Y. Loss of City uniform, badge or any safety clothing or equipment must be reported in memo form explaining circumstances to immediate superior. If loss was due to neglect or misconduct, payment for same may be demanded. Z. A well-groomed personal appearance is expected of all Fire Department personnel, including wearing of the proper uniform required for their position. AA. Anyone assigned a fire department vehicle shall be responsible for its general condition and handling thereof, and shall report to the Mechanical Division or supervisor any necessary repairs or pertinent information concerning its operation. BB. Employees who experience vandalism or theft of personal property, while on duty shall report the loss to City Marshall’s and submit a bill for the loss to Finance for consideration. CC. Employees are not prohibited from engaging in political activities, except as prohibited by State Law.
