Human Resources Wing IG No. : IC/275/2024 Human Resources & Organisation Date : 04/04/2024 Development Section Index : Staff Head Office, Bengaluru Sub Index : Others Regulator : NA Sub: Incentive Scheme for Capacity Building for Officers and Clerical Employees In terms of directions of RBI to Banks on Capacity Building, Bank has identified specialized PM areas for certification by the staff manning the following critical positions. 1 Treasury Operations Dealers, Mid-office Operations, Foreign Exchange Operations 4 Credit Risk, Market Risk, Operational Risk, Enterprise- Wide :1 2 Risk Management Integrated Risk Management (EWIRM), Mid-office Operations, Information Security, Liquidity Risk, 08 3 Accounting Preparation of Financial Results, Audit Function 4 Credit Management Credit Appraisal, Rating, Monitoring, Credit Administration 24 Accordingly, all Officers discharging their duties in the following identified areas will 20 have to mandatorily obtain at least one CERTIFICATION relevant to their functional/work area, preferably those identified by IBA & approved by RBI (under 8/ Group-III) and/or courses additionally identified by the Bank (furnished in Group-II) within the timelines communicated from time to time. /0 Human Resources Wing shall, as far as possible, deploy Officers to work in the identified 18 areas only after ensuring that the Officers being posted have acquired the relevant certifications to work in such areas. In case of Officers already working and not holding 10 relevant qualifications or in case where there are not enough employees with requisite qualifications to be posted to work in the identified areas, necessary qualifications shall be acquired by the officers posted in the identified areas either within 6 months of 47 commencement of course or within the stipulated duration of the course, whichever is later and the same shall be permitted on case to case basis by the Competent Authority. 62 Those Officer employees who fail to acquire the relevant certification within the prescribed timelines shall be redeployed to other areas/functions. Employees acquiring certifications in the above mentioned areas shall be considered for a placement to such posts, based on the administrative needs. The salient features of the modified/revised “Incentive Scheme for Capacity Building for Officers and Clerical Employees” is furnished in Annexure-I. The updated list of eligible courses under Group-I, Group-II & Group-III of the scheme is furnished in Annexures-II. As part of digitalization of HR processes and Go Green initiative, the process of intimating and claiming incentive & reimbursement of examination fee in respect of Capacity Building Scheme has been made online in HRMS w.e.f 03.06.2022. Procedure & user manual for intimation of course/submission of claim by employee, processing of the same by Manager & HR Department (i.e., HOSA Section/PM Section, HR Wing / HRM Section of respective Regional Office/Circle Office/SA Section, Inspection Wing) in HRMS package is furnished in Annexure-III. The revised/modified Incentive Scheme for Capacity Building for Officers & Clerical employees shall come into effect from 01.04.2024. PM D SURENDRAN CHIEF GENERAL MANAGER 4 :1 08 TO BE CIRCULATED AMONGST ALL EMPLOYEES / BRANCHES / OFFICES 24 20 8/ /0 18 10 47 62 ANNEXURE-I TO HO CIRCULAR - “INCENTIVE SCHEME FOR CAPACITY BUILDING FOR OFFICERS & CLERICAL EMPLOYEES” 1. All Officers / Clerical employees (including those on probation) are eligible under the scheme and can undertake the courses listed under the Scheme. 2. Officers and Clerical employees desirous of taking up the courses shall have to inform in advance to respective HR Department (i.e., HOSA Section/PM Section, HR Wing / HRM Section of respective RO/CO/SA Section, Inspection Wing) through HRMS package along with a declaration. Else, Employees shall not be eligible for reimbursement of Fee & Cash PM Incentive. 3. Pursuing the Courses should not come in the way of discharging their duties in the Bank. 4 4. Claims for reimbursement of course fee/incentives to be considered only if the claim :1 application is submitted to the respective processing office (RO/CO/HO) within 12 months from date of Certification. 08 5. Reimbursement/Cash Incentives shall be restricted to three (03) Courses/ Certifications per Financial Year (Date of passing the exam shall be reckoned for the purpose). 24 This restriction shall not apply, while acquiring Mandatory Certifications courses relevant to areas where the employees are working. 20 6. Upon successful completion of the courses under the scheme, the Officers / Clerical 8/ employees are eligible for Cash Incentives and Fee Reimbursement as under: /0 i) Cash Incentive For successful completion of courses under: 18 Course Incentive per Course Group I INR. 6,000/- 10 Group II INR. 10,000/- 47 Group III INR. 15,000/- 62 ii) Fee Reimbursement Upon successful completion of each of the courses under the scheme, in addition to the cash incentive payable as above, the Officers / Clerical employees are also eligible for reimbursement towards Registration/Enrolment Fee, Tuition Fee, Examination Fee and Class Room Learning/Training Fee (remitted to University/Institute), as under: a. Actual cost incurred subject to a maximum of Rs. 50,000/- per course for courses under Group-I b. Actual cost incurred subject to a maximum of Rs.1,00,000/- per course for courses under Group-II c. For mandatory courses under Group-III, fee reimbursement shall be actuals. 1|Page iii) Further, in respect of Master of Financial Management (MFM) and Master of Business Administration (MBA) courses (other than MBA-Banking & Finance and MBA-Finance) listed under Group-II of the scheme, the employee shall be eligible for both reimbursement of fee and release of incentive only upon scoring 60% or more marks. CISA, CISM, CRISC, CSNPC, CSNFC, CISSP, ISAUDIT, FRM, PRM, CA (ICAI), ACS (ICSI), CFA Course etc are Group II & III courses. Fee component consists of one-time Membership Fee and Exam Fee. The same may be reimbursed (in rupee equivalent as on date of payment of the fee) upon submission of original fee paid receipts, subject to completion of all the levels/parts of the course by scoring the minimum marks/grades as stipulated by the institutes. Reimbursement of annual membership fee is subject to active membership being mandatory to keep the certification in force. PM Certain courses like CISA / CISM / CRISC / CISSP / CEH / CHFI /CS / CA, etc. require annual renewal to keep their certifications in force/active. Further, courses like CSNPC (CSXPC), CSNFC 4 (CSXFC), etc., are valid for three years initially, thereafter requiring annual renewal as part of :1 Continuous Professional Education (CPE). The respective HRM Sections at Regional Offices, Circle Offices & Head Office may consider reimbursement of such renewal/ membership fee on 08 a case to case basis, provided the Bank is utilizing the services of the employee in roles where such qualification acquired is essential. In such cases claim shall be forwarded to 24 HR &OD Section, HR Wing for permission from the Chief General Manager/General Manager, HR Wing. However, for such CPE/renewals /annual maintenance, no incentive shall be payable. All such claims for reimbursement of Annual Membership Fee shall be submitted within 12 20 months from the date of payment. 8/ iv) Chartered Accountancy (ICAI) and Company Secretary (ICSI) courses have been included /0 under Group II of the Scheme. However, only those employees who have completed articleship / practical training prior to joining the Bank and upon successful completion of 18 CA/CS course after joining Bank are eligible for benefits as per the scheme. Fee reimbursement and incentive shall be released upon successful completion of all the levels of the course by scoring the minimum pass marks / grades stipulated by the Institute. 10 v) Employees can appear and acquire certification for CAIIB electives additionally other than 47 the one opted in CAIIB and the same shall be reimbursed at par with courses of Group-I (Except Certificate Examination in Risk Management which is covered under Group II). 62 vi) Sanctioning Authority for releasing the payments: For Clerical & Officer employees up to Scale III under RO Jurisdiction – Regional Head For Clerical & Officer employees up to Scale III directly reporting to Circle Office – DGM/AGM overseeing HRM Section, Circle Office. For Clerical & Officer employees up to Scale III working at Head Office & ZI Units, Insp Wing – DGM/AGM overseeing HR Department (SA section, Insp Wing / HOSA section, HR Wing) For all Executives – DGM / AGM overseeing PM Section, HR Wing. 2|Page 7. Upon completion of either Life Insurance or General Insurance Certification, Employees shall be eligible for incentive of Rs. 3,000/- along with fee reimbursement. If an employee has already completed either of the above courses and availed the eligible incentive of Rs. 3000/- , and further obtains Composite Insurance Certification, he/she shall be eligible for fee reimbursement and the differential incentive which shall not exceed Rs. 3,000/-. In any case, the total cash incentive paid to an employee for clearing Life Insurance, General Insurance & Composite Insurance Certifications put together shall not exceed Rs. 6,000/-. 8. For such courses covered under Group I and II of the Scheme, where class room learning/training is mandatory, the employee shall avail appropriate leave duly obtaining prior sanction. He / She shall not be eligible for TA/HA etc., for attending the same. PM 9. In case of courses covered under Group-III, the employee shall avail appropriate leave duly obtaining prior sanction. (However, the period of such classroom learning/training shall be treated as ON-DUTY subject to successful completion of the course). Employees shall be 4 eligible for reimbursement of TA/HA etc., for attending the same as per prevalent guidelines :1 subject to completion of the course. 08 10. Reimbursement of fees/payment of cash incentives shall be subject to following: In case of non-satisfying/non-compliance of any one of the below conditions, employees shall not be eligible for reimbursement of fees & payment of Cash Incentives. 24 i) Officers and Clerical employees desirous of taking up the courses shall have to inform in advance to respective HR Department (i.e., HOSA Section/PM Section, HR Wing / HRM 20 Section of respective RO/CO/SA Section, Inspection Wing) through HRMS package. ii) Completion of the Course within the time line set by the Institutes 8/ iii) Successful completion of all levels/parts as per course syllabus /0 iv) Claims for reimbursement of course fee/incentives to be considered only if the claim application is submitted to the respective processing Office (RO/CO/HO) within 12 months 18 from the date of Certificate. v) Submission of the claim application along with relevant documents like course completion 10 certificate, marks sheet, to respective HR Department through HRMS package only. vi) Submission of final course completion certificate (provisional certificate shall not be valid) 47 11. Along with claim application, employees shall submit a ‘Letter of Undertaking’ to serve the Bank for a minimum period as under, from the date of receipt of the Incentive / reimbursement 62 of fee, failing which he/she shall have to refund the entire amount received (Cash incentive plus course fee reimbursement along with the applicable taxes). The Bank shall be empowered/authorized to recover the amount from any amount due/payable to employee by the Bank on account of the employees’ exit. a) in respect of courses under Group-I & II: 02 years from date of reimbursement or till superannuation, whichever is earlier b) in respect of courses under Group-III: 03 years from date of reimbursement or till superannuation, whichever is earlier. 12. Reimbursement claims of all Executives shall be processed by PM Section, HR Wing. 3|Page 13.Indian Institute of Banking & Finance (IIBF) institute has introduced Professional Banker Qualification in 5 different specialization tracks i.e. Credit, Treasury, Accounting & Audit, Information Technology, International Banking. For acquiring this qualification in each specialization, institute has framed certain conditions. In order to register for “Professional Banker” employees need to pay fees of Rs. 1,000/- plus taxes as applicable for each specialization separately. Since this is not Certification course, employees shall not be eligible for any fee reimbursement & Cash incentive after obtaining qualification. However, the said qualification can be updated in their HR Profile in HRMS package. (For detailed information on the said qualification, Employees can visit Institute website). 14.Audit/Inspection officials auditing/inspecting specialized departments should mandatorily acquire certification related to the respective specialized department to upskill their PM knowledge and to reduce the skill gap while inspecting the specialized departments. Further, Inspection wing, Head Office has to ensure that the officials auditing/inspecting the specialized departments such as Credit Wings, Risk Management Wing, Integrated Treasury 4 Wing and Financial Management Wing should acquire the requisite certification prior to :1 commencement of audit/inspection. The specialized departments and related mapped Certifications mentioned below are not exhaustive, it may subject to change as and when 08 required. NIBM Audit :1 08 24 20 8/ /0 18 10 47 62 10 | P a g e ANNEXURE-III TO HO CIRCULAR - “INCENTIVE SCHEME FOR CAPACITY BUILDING FOR OFFICERS & CLERICAL EMPLOYEES” The procedure for intimation and claiming incentives and reimbursements under the Scheme shall be as under a) Employee has to mandatorily intimate the concerned HR Department, through HRMS before taking up of certification course. Note: While intimating the HR Department the employee has to submit the following declaration: I hereby undertake to serve the Bank for a minimum period* of two (2) years / three (3) years or till superannuation, whichever is earlier, from the date of receipt of incentive/reimbursement of fee as per the scheme upon successful completion of () Course PM under of the scheme. If, for any reason, I leave the services of the Bank before the said period, I hereby undertake that I shall refund the entire amount of reimbursement towards fee & incentive, 4 received by me in this regard, failing which, the Bank will be empowered/authorized to :1 recover the amounts from any amount due/payable to me by the Bank on account of my exit. 08 * Minimum period two (2) years or till superannuation, whichever is earlier for Group-I & Group-II courses and three (3) years or till superannuation, whichever is earlier for Group-III courses. 24 b) Employee has to login to HRMS > Classic Home > Self Service > Incentive Capacity Building and click ADD/ “+” button for intimating before enrolling for the course. 20 c) Immediately after submission of intimation, E-mail will be triggered to concerned officer employee and to Branch E-mail in case of workmen employees, having noted the request. 8/ d) After successful completion of the course & receipt of certificate, Employee can submit for /0 claim as below. Employee shall login to HRMS > Classic Home > Self Service > Incentive Capacity Building 18 and select the course / certification completed from the grid. Upload the scan copies of certificate and mark sheet duly attested by Supervisor / Second in command 10 Click on submit button. On submission, the same will be forwarded to Immediate supervisor (Casual Leave Mapping authority) 47 e) The immediate supervisor shall verify the claim request and forward the same to concerned HRM section by clicking on “FORWARD” Button. 62 f) Concerned HRM Section shall verify and place a note to respective Sanctioning Auhtority. g) Upon sanction by the Sanctioning Authority, the section in-charge shall enter the note reference number and submit the record in HRMS. Upon Sanction Email shall be triggered to Employee congratulating him/her for acquiring certification. Data will be updated in HRMS and will be visible under Personal profile. h) Concerned HRM Department shall release payment by debiting General Charges – Capacity Building Scheme (420085544). i) In case of Executives, post sanction PM Section, HR Wing shall intimate respective HRM sections to make payment by debiting General Charges – Capacity Building Scheme (420085544). 11 | P a g e User Manual for Incentive Application Employee Self Service Intimation Employee has to intimate the course which he/she intends to enroll before applying for the exam in the following navigation: Main Menu > Self Service > Incentives Reimbursement PM 4 :1 08 24 20 8/ /0 1. Click on Add a new value the following intimation screen will appear. 18 10 47 62 12 | P a g e 2. Select course group by clicking the drop down button. 3. Click on search icon to get the list of courses under the group and select the course of your choice. PM 4 :1 08 24 20 8/ 4. Intimation date will be current date by default. Click on intimate button. /0 18 5. Intimation will flow to respective HR Department. 6. Once HR Department acknowledge, the same will reflect in the screen (check Box) 10 7. Post acquiring the certificate, employee can initiate claim for reimbursement of fee & incentive in the same Page. 47 62 13 | P a g e Submission of Claim for Reimbursement of Fee / Incentive 1. Employee shall select the course they were permitted to take up by respective HR Dept. and enter the following details Date of passing the exam. Pass class Amount of exam fee incurred. PM 4 :1 08 24 20 8/ 2. The system will automatically validate for eligibility of the incentive and eligible incentive amount and exam fees will be displayed. /0 18 10 47 62 3. Upload the required documents like score card, certificate and claim form as a single file. 4. Check the declaration box and click on submit button. 14 | P a g e Manager Self Service Once the claim is submitted, the same has to be forwarded by the Branch/ Section In-charge in the following navigation. Main Menu > Manager Self Service > Incentive Reimbursement > Incentive MSS - Branch/section PM 1. Click on Search button. The following page will be displayed as shown below 4 :1 08 24 2. The Branch/Section In-charge can view the documents uploaded by clicking view attachment 20 button. 3. After verifying all the details, Branch/Section In-charge has to check the declaration, enter 8/ remarks and click on forward button. /0 18 10 47 62 4. Once claim is forwarded by branch In-charge the same will be routed to circle office HRM section. 15 | P a g e HR Department In HR Department there shall be two levels of authorization: Processing authority and Sanctioning authority. Processing authority (Officer at HR Dept.) has to process the claim application in the following navigation. Manager Self Service > Incentive Reimbursement Folder > Incentive Processing Auth PM 4 :1 08 1. Enter the employee ID and click on search button. 24 2. The following page will appear, after verifying all the details, processing authority has to enter remarks and click on forward button. 20 8/ /0 18 Sanctioning authority (Senior Manager/ Manger) has to sanction the claim application in the following navigation. 10 Manager Self Service > Incentive Reimbursement Folder > Incentive Sanctioning Auth 47 62 16 | P a g e 1. Enter the employee ID and click on search button. 2. The following page will appear, after verifying all the details, sanctioning authority has to enter remarks (may include Ref no of the office note placed to Sanctioning Authority in this regard) and click on approve/deny button. PM 3.
