12/1 PRE-FIRE PLANNING 1 12/1 PRE-FIRE PLANNING 12/1-01.01 PRE-FIRE PLANNING/GENERAL.01 GENERAL To effectively handle emergencies in the City of Los Angeles, it is necessary to have a knowledge of building construction, fire fighting appliances, life hazards, and industrial hazards. This knowledge is achieved through surveys and inspections of occupancies in the City of Los Angeles. Each member must accept full responsibility for pre-fire planning as an integral part of his duties. -17. PRE-FIRE PLANNING.01 GENERAL Pre-fire planning activities will consist of pre-fire planning inspections and field surveys of "General" and "Fire Prevention Bureau Occupancies" as well as Freeways, Brush, etc. Pre-fire planning inspections shall be considered as a part of each stations routine fire prevention program. Pre-fire planning surveys shall consist of a detailed analysis and evaluation of potential fire fighting conditions present in a given occupancy location. Concerned field officers shall formulate plans for the containment and extinguishment of these potential problems (refer to Vol. 6, 12/1-17.75)..05 PRE-FIRE PLANNING SURVEYS Pre-fire planning surveys will be conducted within the stations first alarm district. These surveys will include the following: chalk-talk walk-throughs, review of SORTS or FPOS Occupancy Records, and a study of the drawings found in the Building Inventory File..50 PROCEDURE Pre-fire planning inspections shall include the following: A. Pre-fire Planning Inspections: 1. Review occupancy records. 2. Study building construction and occupancy. 3. Consider unusual fire or safety hazards. 4. Evaluate fire load, storage, exposures, exits, and water supply. 5. Consider Fire Department accessibility. 6. Discuss pertinent items with members of company. B. Pre-fire Planning Surveys: 1. Review pertinent occupancy records. 2. Determine the first and greater alarm response to the occupancy. 3. Determine response routes and water supply. 4. Diagram the occupancy, exposures, hydrants, etc., on the chalkboard and discuss pertinent items to observe during the walk-through tour. 5. Conduct a walk-through tour of the given occupancy. 6. Discuss the hazards found during the tour. 7. Formulate and discuss plans for fighting fires in the occupancy. 12/1 PRE-FIRE PLANNING 2 8. Evaluate the first alarm response. If a change is indicated, request change on a F-225 letterhead (refer to Vol. 1, 2/1-08.01). C. Records and Sketches - An evaluation and update of occupancy records and sketches constitutes an essential element of a pre-fire plan inspection or survey. D. Stations contemplating pre-fire plan surveys outside their first-in district shall check with the station in which district the occupancy is located to determine a proper time lapse between the last field survey and the next scheduled survey. E. Pre-fire planning surveys should include hillsides, canyons, freeway interchanges, etc..60 RECORDING OF PRE-FIRE PLANNING INSPECTIONS AND SURVEYS A. Record in the SORTS or FPOS occupancy record. B. Maintain an up-to-date Building Inventory plan on all pre-selected buildings (refer to 12/7-00.00, Vol. 6). C. Report in SASY on the F-393 and F-63B. -17. PRE-FIRE PLANNING.75 BATTALION COMMANDERS' TRAINING SESSION Battalion Commanders shall conduct training sessions for the purpose of conducting a pre-fire planning survey. As a minimum requirement, commanders of companies responding on a first alarm to the occupancy under consideration should be in attendance. Division Commanders shall also attend and participate, if at all possible..80 FIRE CODE VIOLATIONS FOUND DURING PRE-FIRE PLANNING INSPECTIONS AND SURVEYS 1. If the occupancy is within the area of fire prevention responsibility of the inspecting member's station, follow the procedures in Vol. 6, 11/3- 00.00, Fire Prevention/ Inspection Procedure. 2. If the occupancy is within an area that is under the control of the Fire Prevention Bureau, the following procedure shall be adhered to: If the violation causes a serious fire or life hazard: a. Notify the Fire Prevention Bureau if the occupancy is a Bureau occupancy or a City, State or Federally owned or occupied building: b. Notify your immediate superior and remain on the scene until relieved of responsibility. 3. If inspection responsibility is another station's, notify that Station commander. If serious fire or life hazard exists, notify your immediate superior and remain on the scene until relieved of responsibility.
