HOFFMAN ESTATES FIRE DEPARTMENT STANDARD OPERATING GUIDELINES SOG Category & Identification Number: EFFECTIVE DATE: RESPONSE GUIDELINES – 011 September 1, 2023 NIMS COMPLIANT SOG Title: Hazardous Materials Revision: 9 APPROVED BY: NUMBER OF PAGES: Re-evaluation Date: Alan Wax January 1, 2026 Fire Chief 3 PURPOSE The purpose of this guideline is to provide standardized and predetermined responses to all incidents classified as Hazardous Materials by Northwest Central Dispatch (NWCD). POLICY It shall be the policy of the Hoffman Estates Fire Department to follow this guideline. However it may be altered to achieve a more appropriated response based on information received from NWCD or to achieve a faster response based on location and/or status of fire department apparatus and personnel. PROCEDURE A. Haz Mat One Incidents: For hazardous materials incidents (except gasoline spills from automobiles, outside natural gas leaks and all carbon monoxide incidents), the response will be as follows: District 21 Eng. 21, Tower 22, Amb. 21 and Bat 6 District 22 Eng. 22, Tower 22, Amb. 22 and Bat 6 District 23 Eng. 23, Tower 22, Amb. 23 and Bat 6 District 24 Eng. 24, Tower 22, Amb. 24 and Bat 6 1 B. Haz Mat One Incidents on I90 Tollway: Eastbound 58.5 – 62.5 Eng. 24, Tower 22, Amb. 24, and Bat 6 Westbound 56.1– 59.25 Eng. 24, Tower 22, Amb. 24, and Bat 6 Eastbound 62.5 – 66.0 Eng. 22, Tower 22, Amb. 22, and Bat 6 Westbound 59.25 – 61.8 Eng. 22, Tower 22, Amb. 22, and Bat 6 C. Haz Mat 2 Incidents: For a confirmed Hazardous Materials Incident that escalates beyond the scope of the “First Responder” and requires the assistance of “Hazardous Materials Technicians,” the Incident Commander may request an upgrade of the incident to a Haz Mat Two response as follows: District 21 Eng. 21, Eng. 22, Tower 22, Squad 22, HM 24, HM33, Amb. 21, Amb. 22, and Bat 6 District 22 Area A - Eng.22,Eng.21,Tower 22, Squad 22, HM 24, HM33, Amb.22, Amb.21, and Bat 6 Area B - Eng. 22, Eng.23, Tower 22, Squad 22, HM 24, HM33, Amb.22, Amb. 23 and Bat 6 District 23 Eng.23, Eng.22, Tower 22, Squad 22, HM 24, HM33, Amb.23, Amb. 36, and Bat 6 District 24 Eng.24, Eng.22, Tower 22, Squad 22, HM 24, HM33, Amb. 21, Amb.22, and Bat 6 I90 Eastbound 58.5-62.5 Eng. 24, Eng. 22, Tower 22, Squad 22, Amb. 21, Amb 22, HM24, HM33, and Bat 6 Westbound 56.1-59.25 Eng. 24, Eng. 22, Tower 22, Squad 22, Amb. 21, Amb 22, HM24, HM33, and Bat 6 Eastbound 62.5-66.0 Eng. 22, Eng. 24, Tower 22, Squad 22, Amb. 21, Amb 22, HM24, HM33, and Bat 6 Westbound 59.25-61.8 Eng. 22, Eng. 24, Tower 22, Squad 22, Amb. 21, Amb 22, HM24, HM33, and Bat 6 Note: All on-duty NWCD MABAS 1 Hazardous Materials Technicians and the team leader will respond. Note: A MABAS Box Alarm may be requested for the HMMRT. This will provide additional Technicians and resources, along with all remaining and available department apparatus. Within the Hoffman Estates jurisdiction: For all HM 24 responses within Hoffman Estates, HM 24 will be brought to the scene by the crew from A24. If A24 is unavailable, the Shift Commander will determine how the response will best be completed. (See SOG Safety Operations 004) 2 Outside the Hoffman Estates jurisdiction: For a reported Haz Mat response OUT of town the on duty Techs will respond to Station 24 and respond to the incident in HM 24. DEFINITIONS NWCD codes the following as Hazardous Material Incidents:  Spills over 5 gallons, tanker incidents, known hazardous materials, containers of unknown origin, unknown odors, and garbage truck fires.  Hazardous Materials – Any substance that possesses an unreasonable risk to the health and safety of persons and/or the environment if it is not properly controlled during handling, storage, manufacture, processing, packaging, use, disposal, or transportation. EXCEPTIONS Where MABAS Illinois Policies and Procedures current online reference or MABAS 1 Operating Guidelines/Policy Statements are in conflict with HEFD Standard Operating Guidelines, HEFD Standard Operating Guidelines will take precedence.
