Up to 12 Nautical Miles – Marine Police in charge From 12 to 200 Nautical Miles – Indian Coast Guard Beyond 200 Nautical miles – Indian Navy COASTAL SECURITY – BASIC INTRODUCTION Historically and geo-strategically, India has always been a maritime nation. The country has 9 coastal states and 4 Union territories, most of whom believe that maritime and coastal security is the Centre’s responsibility. Some states are yet to set up ‘maritime boards’, despite the Centre’s advice to do so. Over 90 per cent of the country’s trade by volume and over 70 per cent by value, including crude oil, is transported across the seas, which is vital for our economy and energy security. With China moving towards a sea based security doctrine and penetrating into Indian Ocean through Pakistan and Myanmar. COASTAL SECURITY LET’S DECODE THE NEWS! General Bipin Rawat, the Chief of Defence Staff, announced that the country will establish an apex federal body designated the National Maritime Commission (NMC) by mid-2021, to oversee maritime affairs. A National Maritime Security Coordinator would head the proposed body. The maritime security coordinator will work under the National Security Adviser (NSA), and will be the principal advisor to the government on maritime security domain. The ministry of defence and military affairs has sought the Union Cabinet’s approval to create post of NMSC, and a serving or recently retired Vice Admiral of the Indian Navy is likely to be appointed to the role. In fact, the BJP-led government, after assuming power in 2014, had proclaimed that it would establish a multi-disciplinary national maritime authority soon. The delay in announcing the NMC is, however, surprising. OTHER IMPORTANT INITIATIVES – COASTAL SECURITY Ø Since, Prime Minister Narendra Modi assumed office, the beginnings of a sea change in the maritime domain are apparent. Ø The ‘Act East’ policy Ø ‘SAGAR’ (Security and Growth for All in the Region) Ø The push for ‘Blue Economy’ Ø The ‘Sagarmala Project’ Ø Indo-Pacific Initiative Ø Participation in the four-nation QUAD
