WORKERS PARTICIPATION IN MANAGEMENT Unit 2 PARTICIPATIVE MANAGEMENT Participative management refers to the process of involving employees or employee representatives at all levels of decision making. CONCEPT The concept of workers’ participation in management crystallises the concept of industrial democracy, and indicates an attempt on the part of an employer to build his employees into a team which works towards the realisation of a common objective. Participation in Management gives the worker a sense of importance, pride and accomplishment; it gives him the freedom of opportunity for self-expression; a feeling of belongingness with the place of work and a sense of workmanship and creativity. OBJECTIVES i. An instrument for improving the efficiency of enterprises, and establishing harmonious industrial relations; ii. A device for developing social education for the purpose of promoting solidarity among the working community and for tapping latent human resources (by getting employees’ suggestions and by improving attitudes towards work and the organisation); Objectives iii. A means for attaining industrial peace and harmony which lead to higher productivity and increased production; iv. A humanitarian act, giving worker an acceptable status within the working community and a sense of purpose in his activity; v. An ideological point of view to develop self-management in industry. TOTAL QUALITY MANAGEMENT TQM is a way of thinking about goals, organisations, processes and people to ensure that the right things are done right first time. Total quality management (TQM) is a strategic technique for continuous improvement in the quality of products and services. TQM TQM is classified as a participative method because every employee in the organisation is involved and is expected to take responsibility for improving quality, everyday. It is a formal programme which involves direct participation by all employees. Why should a company adopt TQM? Adopting the TQM philosophy will: □ make an organisation more competitive □ establish a new culture which will enable growth and longevity □ provide a working environment in which everyone can succeed □ reduce stress, waste and friction □ build teams, partnerships and co-operation QUALITY CIRCLE A quality circle is a small group of employees from the same work area who voluntarily meet at regular intervals to identify, analyse, and resolve work related problems. This not only improves the performance of any organisation, it also motivates and enriches the work life of employees. The philosophy behind Quality Circles is building people. QUALITY CIRCLE The Quality Circle concept is firmly entrenched in Tata Steel, and the target is to involve all workers in the quality movement through their participation in QC activities. TMH has 57 active Quality Circles in diverse work areas like the Hospital laundry and kitchen, Steward section, Nursing section, etc. The advantage of this movement has been empowerment of the grass root level. Workers’ Participation in Management in India □ Workers’ participation in Management in India was given importance only after Independence. Industrial Disputes Act, 1947 was the first step in this direction, which recommended for the setting up of works committees. The joint management councils were established in 1950 which increased the labour participation in management. Since July 1975 the two-tier participation called shop councils at shop level and Joint councils were introduced. □ Workers’ participation in Management Bill, 1990 was introduced in Parliament which provided scope for upliftment of workers.
