For example, in healthcare systems with hospital autonomy, much of the new technology is added to the system at the hospital level based on the decision making of hospital administrators. In such health systems, it may be useful to use HTA not only at the national level but also at the hospital level. The same arguments apply to regional health systems. If HTA is to maximize its public health impact, it must also take into account the unique administrative structure of health systems. 9 Any innovation has three dimensions 1.Type of innovation: What is new?
