**RIVERSIDE FIRE AUTHORITY** **CLASSIFICATION DESCRIPTION** **JOB TITLE: LIEUTENANT REPORTS TO: CAPTAIN** **DATE: August 28, 2024** **[GENERAL FUNCTIONS]** Under direction of the Captain commands the activities of all subordinate personnel assigned to his/her shift. As a member of the Riverside Fire Authority, it is the responsibility of the Lieutenant to apply diligence, and safely minimize losses associated with fire, to perform rescue operations, to treat and stabilize victims of medical emergencies and to demonstrate compassion, concern, understanding and patience for all citizens in every situation encountered. During his/her assigned shift, the Lieutenant is also responsible for the supervision and direction of paid and volunteer personnel on emergency incidents and as they perform routine duties and carry out assignments pertaining to apparatus maintenance, equipment and facility maintenance, assigned projects and programs, and other activities as may be assigned to the shift. The Lieutenant is also responsible for the completion of administrative, training, and fire prevention assignments as directed by the Captain, as well as other duties as assigned. This classification description reflects the general concept and intent of the classification and should not be construed as a detailed statement of all the work requirements that may be inherent in the position. **[JOB DUTIES AND RESPONSIBILITIES]** **[Essential Functions]** The Lieutenant is directly responsible for the management of personnel assigned to their shift. Management of station operations involves planning, coordinating, implementing, and overseeing shift operations including fire suppression, EMS, rescue, hazardous materials response, apparatus and equipment readiness, facilities and grounds, inspections, fire prevention, pre-fire planning, and oversight of training activities delivered to both career and volunteer personnel. Following are examples of duties and responsibilities. The position may be assigned other duties to meet Authority needs, consistent with an employee's experience, skills and abilities. - The Senior Lieutenant serves as the "Officer in Charge" of the Fire Authority in the absence of the Fire Chief, Assistant Fire Chief and Captain. - Responds to alarms and commands the activities of assigned resources insuring that personnel are appropriately dressed and adequately trained, to insure the rapid, efficient, and effective mitigation of incidents. The Lieutenant functions as the Incident Commander until relieved. In the absence of a higher ranking officer the Lieutenant is responsible for resource deployments and incident command. - Is proficient in the operation and driving of all classes of motorized apparatus in the Authority inventory. - The Lieutenant shall make decisions as to the best method of performing rescues, extinguishing vehicle, wild-land, and structural fires. Shall direct the placement and size of hoselines, placement of ladders, the ventilation of buildings, and may be required to perform and/or assist in the accomplishment of all assignments at the scene of an emergency. - Responds to a wide variety of fire/rescue incidents including brush fires, vehicle fires, structure fires, and motor vehicle collisions; performing all necessary duties of a firefighter including but not limited to, hose line operations, fire pump operation, search and rescue, operation of heavy equipment and tools including, hydraulic rescue tools. Skillfully operates all tools utilized in fire suppression and rescues. Functions effectively in all environments including cutting holes on a variety of roofs, deploying power and hand tools, rescue operations including forcible entry, property conservation operations and all other activities as required. - Directs overhaul operations, including the securing of buildings following a fire to preserve the scene for origin and cause investigation. - Maintains discipline and enforces Authority policies, procedures, and guidelines. - Completes ongoing shift work, project work, fire prevention activities, public education programs, and public service assistance as assigned by the Captain. - Formally evaluates personnel assigned to his/her shift and recommends ways to improve knowledge, skills, and abilities. - Presents lectures, training curriculum, and participates in manipulative drills with personnel. - Monitors developments relevant to the fire service and develops recommendations to enhance the Authority's overall effectiveness and performance. - Responsible for assuring that all emergency incident documentation is complete (includes daily log, emergency incident reports, and entering data into the records management system). - Conducts inspections of commercial occupancies, participates in pre-fire planning and becomes familiar with the various floor plans, types of construction, and hazards. - Participates in budget preparation for assigned areas of responsibility. **[KNOWLEDGE ]** - Principles and practices of effective personnel supervision, including training, work evaluation and discipline. - Administrative practices, including planning budget needs, monitoring expenditures, and purchase/requisition practices. - Principles, techniques, strategy, materials and equipment used in fire suppression, emergency medical response, rescues, investigation, prevention, hazardous materials response. - Safety practices/precautions considered and implemented during routine duties and at the emergency scene. - Use of Authority records management system and general use of other associated computer programs. **[SKILLS]** - The ability to plan, organize, schedule, assign, and review the work of others. - Analyze emergency response and operations problems, develop sound alternatives, and make efficient recommendations and decisions under emergency circumstances. - Establish and maintain accurate records and prepare clear and concise reports and other written materials. - Possess working knowledge of Authority policies, procedures and response guidelines including apparatus deployment plans. **[ABILITIES]** - Communicate and educate effectively both verbally and in writing with co-workers and the public. - Develop a team atmosphere and work environment that promotes success for individuals and the Authority. - Maintain physical conditioning necessary to perform efficiently and effectively. - Follow verbal and written directives. - Greet and assist the public in a helpful and positive manner. **[EDUCATION AND EXPERIENCE]** **Sufficient training and experience which demonstrates the possession of the knowledge and abilities to perform the essential job functions.** [Required Qualifications] - **[WORKING CONDITIONS]** A person in this position must be free from any physical, emotional or mental condition which might adversely affect the ability to perform the essential job functions. The Lieutenant is responsible for all firefighting-related and EMS duties and operations as assigned. Involves contact with a wide variety of personalities both inside and outside the Authority. Requires a high degree of independent decision making in emergency situations. Involves complex emergency and maintenance duties that may have a direct impact upon the operations of the Authority. Incumbent is exposed to all manner of environmental conditions including inclement weather, extreme temperatures, dust, noise, dim lighting, and all other conditions as present in the performance of essential function. Incumbent may also experience such hazards as fumes, flames, chemicals, blood, other body fluids, and all other hazards as required in performance of essential functions. In addition, this position requires the operation of various equipment, machinery, apparatus, and rescue vehicles as needed. May require working long hours and for extended periods of time between meals and breaks in some emergency situations. This position frequently must engage in strenuous activities with little or no advance notice; work during emergency events in adverse environments; work in intense life-threatening conditions; be subjected to exposure of hazardous materials, dangerous persons, and noise; running, walking, crawling, climbing, stooping, twisting, bending, lifting and sitting for long periods of time; work in an office environment with sustained posture in a seated position for prolonged periods of time.
