This year’s celebration is with the theme: “Building a Capable Reserve Force Amidst the Pandemic Situation in a New Normal Environment.” This is aimed to promote optimal awareness of the potential capabilities and significant contributions of the Reservists in securing the safety, stability, and economic development of the country. Additionally, it enhances the manpower and training build-up of controlled Reservists and Reserve Units. AFP Core Values: Honor, Service, Patriotism AFP Vision 2028: A World-class Armed Forces, Source of National Pride SITUATION For CY 2022, the Regional Reservist Convention (RRC) will be conducted in four (4) selected regions under the Unified Commands (UCs) Joint Operational Area (JOA). Wherein, the 43rd NRW Culmination Ceremony will be celebrated in the National Capital Region (NCR) to be scheduled on 10 September 2022. Related thereto, the JTF NCR was tasked to spearhead the celebration with the support coming from the AFRESCOM and Major Services Reserve Commands. AFP Core Values: Honor, Service, Patriotism AFP Vision 2028: A World-class Armed Forces, Source of National Pride SITUATION The culmination of 43rd National Reservist Week will be celebrated with the following activities: - Warfighting and HADR Capability Demonstrations - Static and Kinetic Display - Awarding to Reservists and Reserve Units and Donning of Ranks of newly commissioned personnel AFP Core Values: Honor, Service, Patriotism AFP Vision 2028: A World-class Armed Forces, Source of National Pride SITUATION Units Involved for the 43rd National Reservist Week Culmination Ceremony - JTF NCR, AFP (Unit Primary Responsible) - AFPRESCOM (Lead Support Unit) - Major Services Reserve Commands (Support Units) AFP Core Values: Honor, Service, Patriotism AFP Vision 2028: A World-class Armed Forces, Source of National Pride MISSION JTF NCR, AFP as the designated Unit Primary Responsible (UPR) will spearhead the 43rd NRW Culmination Ceremony in observance of the Presidential Proclamation Nr. 627 declaring the month of September as the “AFP National Reservist Week“ on 10 September 2022 at Lapu-Lapu Grandstand Camp Gen. Emilio Aguinaldo, Quezon City. AFP Core Values: Honor, Service, Patriotism AFP Vision 2028: A World-class Armed Forces, Source of National Pride EXECUTION a. Commander’s Intent: I intend to have a successful and meaningful celebration of the National Reservist Week (NRW) culmination for CY 2022. Significant to this operation is the active participation of the reservists and other reserve units based in NCR. Critical to this operation is the ability of the reserve force to showcase their capabilities. Decisive to this operation is the effective command and control over the involved reserve units based in NCR. End State: At the end of this operation, the 43rd NRWC celebrations was a success. Reserve force moral were boost and people learned the important role of the Reservists. Concept of Operations The JTF-NCR shall utilize the lead support unit, major services reserve command, NCR-based reserve units and its forces in-being to ensure the success of the celebration. This operation will be conducted in three (3) phases; I – Planning and Preparation, II – Execution and III – Post Activity. Phase I (Planning and Preparation) This phase includes the series of coordinating conferences and lateral planning with other involved units. AFP Core Values: Honor, Service, Patriotism AFP Vision 2028: A World-class Armed Forces, Source of National Pride EXECUTION Part of the preparation is the creation of an Oversight Committee and Sub- Committees responsible for every activity and other functions such as follows: 1. Sub-Committee on Warfighting Capability Demonstration 2. Sub-Committee on HADR Static and Kinetic Display 3. Sub-Committee on Program, Awarding and Invitation 4. Sub-Committee on Public and Media Relations 5. Sub-Committee on Logistics Support 6. Sub-Committee on Site/ Venue Preparation (Lapu-Lapu Grandstand and Tejeros Hall, AFPCOC) AFP Core Values: Honor, Service, Patriotism AFP Vision 2028: A World-class Armed Forces, Source of National Pride EXECUTION Phase II (Execution) The execution will be divided into two (2) parts namely the pre- culmination activities and the closing ceremonies. (1) The pre-culmination activities include the conduct of information dissemination regarding the activities utilizing all available media platforms. The OU7 will facilitate the said activities in coordination with the 7th Civil Relations Group (CRG) and with the other media entities. (2) The Closing Ceremony of the 43rd NRW 2022 celebration will highlight presentation of awards to Outstanding Reservists and Reserve Units and to showcase the AFP Reserve Force readiness and capabilities. Further, LSU and SUs to submit After Accomplishment Report to OU9, JTF NCR which will then consolidate and file the submitted reports and other related documents for further submission to O/J9. Accord Foyer Honors to the invited GOHAS with SND and the CSAFP upon arrival in front of Lapu-Lapu Grandstand, CGEA in coordination with the Program, Awards and Invitation Committee; i. Provide Officer-In-Attendance to GOHAS, VVIPs and usherettes for the duration of the activity; j. Ensure the availability of the following during the Culmination Ceremony: 1) Lapu-Lapu Grandstand as primary venue; 2) Tejeros Hall, AFPCOC as venue for the Fellowship with Reserve Force; 3) GHQ Band for the ceremony; 4) Foyer Honor during arrival of GOHAS; and, 5) Medical Team and Ambulance on standby alert; l. Coordinate with the National Disaster Risk Reduction and Management Council (NDRRMC) to act as observers and assess the Joint Reserve Force Simulation Exercise (SIMEX) on Warfighting AFP Core Capability Demonstration; Values: Honor, Service, Patriotism AFP Vision 2028: A World-class Armed Forces, Source of National Pride TASK TO UNITS AFPRESCOM m. Identify recommendees for various awards as well newly commissioned reservists to be donned during the 43rd NRWC; n. Submit names and Board Resolution of reservists, ROTC and Reserve Units recommended for various awards to be presented during the 43rd NRWC to OJ9 (Attn: Chief, Manpower Development Division [MDD]). o. Ensure that the names of the reservists’ participants with corresponding RRUs are provided during the Assembly Test and submit the results to OJ9; p. Through Civil-Military Affairs Group (CMAG) conduct local radio/TV guesting/interview prior to and during the 43rd NRWC, in coordination with the DCS for Civil-Military Operations, J7 and CRG in the area in connection with the NRW Program; AFP Core Values: Honor, Service, Patriotism AFP Vision 2028: A World-class Armed Forces, Source of National Pride TASK TO UNITS AFPRESCOM q. Through CMAG, facilitate various NRWC advertisements in the local dailies by writing news articles in the local newspaper on significant activities of the Reserve Force, AFP that are not only limited to disaster preparedness but also include nation-building and promoting harmonious relationships with Local Government Units (LGUs) and the local population in the area. Submit copies of the said articles to OJ9 for inclusion in the second (2nd Semester CY 2022 “Laang Kawal” Magazine; r. Ensure the availability of Resource Persons during the radio guesting/interview in the DWDD (Civil Relations Service, AFP) to discuss matters that are related to the conduct of the 43rd NRWC prior to the D- Day; and s. In coordination with AFPRESCOM, perform the following: 1) Supervise the conduct of rehearsals of personnel who will be donned/awarded during the ceremony; 2) Provide contingent for the static display in coordination with the concerned committee; 3) Ensure the availability of Lapu-Lapu Grandstand and Tejeros Hall, AFPCOC as venues for the culmination ceremony; 4) Ensure the availability of medical staff/ team and ambulance on standby for the celebration; 5) Facilitate the invitation of GOHAS, military VVIPs, other stakeholders and guests. 6) Provide RRA Desk personnel for the registration during the activity. Ensure the guests list of all the attendees are consolidated and submit to this Command (Attn: OU9) one (2) weeks prior the culmination; d. Facilitate the information dissemination of 43rd NRWC pre-culmination activities and the activities during the D-Day of the ceremony. f. Perform other tasks as directed. Be prepared to provide warfighting equipment and other platform in coordination to the Warfighting Capability Demonstration Committee; b. Act as SPR for Program, Awards and Invitation Committee during the NRW Culmination; b. Facilitate issuance of appropriate awards to the involved personnel after the conduct of the activity; and c. Perform other tasks as directed OU2 d. Provide intelligence monitoring and security update during the conduct of the activity; e. Provide force protection to the invited GOHAS and VVIP/s attending the ceremony; and f. Perform other tasks as directed. Act as SPR for the Warfighting Capability Demonstrations and HADR Static and Kinetic Display. b. b. Monitor, supervise and assist the Committee on Warfighting Capability Demonstration and HADR Static and Kinetic Display to ensure the success of NRWC activities; c. Orchestrate all other operational requirements in coordination with other staff and tasked units; and d. Perform other tasks as directed. Act as SPR for the Logistics Support during the NRW Culmination; b. Monitor, supervise and assist the Committee on Logistics Support to ensure the success of NRWC activities; c. Ensure the availability of twenty (20) squad tents in coordination with OJ4 to be installed at Lapu-lapu Grandstand for the said activity; and d. Perform other tasks as directed. Ensure the availability of communication, electronics, IT support, lapels, ten (10) radio sets, PAS and backup generator set in Lapu-Lapu Grandstand and AFPCOC in coordination with the CEIS, AFP for the activity. b. Be prepared to provide additional handheld radios in case needed for the culmination ceremony; and c. Perform other tasks as directed. OU7 d. Act as SPR for the Public and Media Relations; e. Direct Commander, 7CRG and Commander, 11CMOBn to coordinate with the concerned committee relative to the information dissemination, media coverage and other requirements of the NRW activity; and f. Perform other tasks as directed. C, JOC, JTF NCR d. Monitor the activity; and, e. Perform other tasked as directed. MFO, JTF NCR f. Facilitate the availability of funds for the activity in coordination with the MFO, OJ9; and g. AFPRESCOM (LSU) shall be the designated main effort for and the MS RESCOMs shall be designated as supporting efforts. b. All tasked units shall strictly adhere to the prescribed timelines and other requirements in both operational and administrative matters. d. MS Services 9s shall be the designated as Point of Contacts (POCs) while the Major Service RESCOMs 3s and Operations Chief for NCR-based reserve units level. e. UPRs for each sub-committee shall present and submit their respective Support Plan with Task Organization, POE and requirements to this Command (Attn: AU9) on 24 August 2022 while for the After Activity Report (AAR) with action photos is five (5) days after the activity for consolidation prior submission to higher Headquarters; f. Uniform for the ceremony and rehearsal will be major services BDU for Active and Reservist while Smart Attire for civilian guests and other stakeholders; g. Strict implementation of basic health protocols for COVID-19 is mandatory; h. Changes/addendum to this directive shall be published thru radio message and supplemental directives.
