Irrigation Engineering Khem Raj Sijapati By: Khem Raj Sijapati 1 History of Irrigation Development in Nepal The construction of Chandra Canal was started by the government in 1979 BS at Triyuga River of Saptari District and after completion the distribution of water for irrigation from Chandra Canal has started in 1985 BS. This was the beginning of modern and systematic irrigation systems in Nepal. First irrigation policy was developed in 2049 B.S. Currently irrigation developed policy 2070 B.S is in use. In 1939-1942 AD, Juddha Canal was constructed in Sarlahi and at the same time construction of Jagadishpur Dam in Kapilwastu (1939 – 1942 AD) and Pardi Dam in Pokhara was done. There was limited contribution from the Government towards irrigation before 2007 BS. The canal department was established in 2009 BS and the Nepali Engineers were assigned the leadership of canal department after 2013 BS only. The irrigation development started in planned way in Nepal after government formulated first 5 year plan in 2013. Before first 5 year plan, approximately 12 irrigation systems existed and the irrigated area was roughly estimated around 4-5 lac hectares (source annual book of irrigation). By: Khem Raj Sijapati 2 After 2013 BS, regional directorate offices divisional offices and sub divisional offices were established under department of Canal. The department was named Department of Irrigation in 2044 B.S. (1988 A.D). The department was made responsible for irrigation and river training. For river Training Works Department of Water Induced Disaster Prevention (DWIDP) was established in 2056 BS, which was later renamed as Department of Water Induced Disaster Management in 2073 BS. By: Khem Raj Sijapati 3 As per constitution of Nepal 2072, the construction and operation of large irrigation projects, multipurpose projects and the inter-provincial projects are the responsibility of federal government. So, to develop irrigation as per direction of constitution, the Department of Irrigation and Department of Water Induced Disaster Management were permanently closed and Department of Water Resources and Irrigation was established in 2075 BS. As per annual Book of Irrigation for Fiscal Year 2076-77, the total irrigated area of the country has reached 14,82,289 Hectares. Upto date, all scales of irrigation projects (small, medium and Large) are in operation in Nepal and now some multipurpose (Bheri-Babai Diversion Multipurpose Project, Sunkoshi – Marin Diversion Multipurpose Project) and basin diversion irrigation projects (Bheri-Babai Diversion Multipurpose Project and Sunkoshi – Marin Diversion Multipurpose Project. By: Khem Raj Sijapati 4 Status of Irrigation Development in Nepal: Majority of Nepalese population is directly and indirectly connected with the irrigation. There are small to large irrigation systems in Terai but only few irrigation systems are developed in hills. Based on the annual report 2076/77 of Department of Water Resources and Irrigation, the status of irrigation development is as follows. Total cultivable area = 2.64 million hectare Total irrigable land = 1.76 million hectare (due to the difficult topography of the country, only this much land can be irrigated. Upto the end of the fiscal year, 2076/77, the status of the irrigation facilities is presented below.
