ELEMENTS EXPOSED TO HAZARDS Human beings Dwelling or households and communities Buildings and structures Public facilities and infrastructure assets Public and transport system WHAT IS VULNERABILITY? - defined as “the characteristics and circumstances of a community, system or asset that make it susceptible to the damaging effects of a hazard.” Examples: poor design and construction of buildings, inadequate protection of assets, lack of public information and awareness, disregard for wise environmental management.
