Grand secretary # Article 1 Charges And Regulations To All Inducted Brethren Of The Chamber. To be read by the Secretary (or acting Secretary) before any lodge meetings. 1. I solemnly swear that I will keep confidential all discussions, documents, and information shared during this meeting, and will not disclose any information without proper authorization. 2. I promise to remain impartial and unbiased during this meeting, and to make decisions based solely on the best interests of Da Grand Chamber Consortium. 3. I pledge to respect the opinions, perspectives, and dignity of all participants in this meeting, and to engage in constructive and respectful dialogue. 4. I commit to being accountable for my actions and decisions made during this meeting, and to uphold the highest standards of integrity and transparency. 5. I promise to work collaboratively with fellow meeting participants to achieve our shared goals, and to contribute actively to the discussion. Being a brethen of the chamber gives you a sense of purpose, supporting and guiding you on your journey through life. Collectively, members are bonded through an understanding of unity and friendship, principles fundamental to our society. ### Friendship - **(Building together)** DA CHAMBER provides the common foundation for friendships between members, many of which will last for life. Being a brethen means something different to each person who joins, but whether looking to make acquaintances or develop their own potential, all members share a sense of togetherness that strengthens their ability to succeed and grow. ### Respect - **(Building Unity)** DA CHAMBER brings people together irrespective of their race, religion, or other perceived differences that can divide us as a society. Members are expected to be of high moral standing and are encouraged to talk openly about what the organisation does and what it means to be part of it. ## Section 2 ### Fundamental principles of the order 1. The primary requirement for joining and remaining a member of the Order is a steadfast belief in a Supreme Being, and this fundamental condition is non-negotiable. 2. In our Lodges, the sacred text known as the Tome of the Sacred Codes commonly referred to as the Bible, remains open at all times. Each Candidate is obligated to swear their allegiance upon this revered book or upon the sacred volume revered by their individual faith, thereby sanctifying their oath or promise. 3. The Chamber acknowledges the existence of certain self-described fraternal organizations that fail to conform to these fundamental principles. Until such time as these entities align with these values, the Grand Lodge will not engage in any affiliation or recognize them as genuine brethren 4. Upon being a member of Da Grand Chamber, all individuals are strictly required to uphold societal peace and order, refraining from any actions that could undermine it. They must also: "Comply with the laws of their resident state or any state providing protection." And "Demonstrate unwavering loyalty to their native land's Sovereign." 5. All initiates shall take their obligation in the presence of, or with unobstructed view of, the Open Tome of the sacred code, symbolizing the transcendent revelation that governs their conscience. # Article 3 ## The Red Chamber Jurisdiction of the Grand First Order ### (Upper Echelon) ### Arcane Declaration of Supremacy By the Sacred Authority of the Most Highest Order, Office and Rank, (THE RIGHT MOST WORSHIPFUL GRAND MASTER), To all Initiates, Adepts, and Constituent Bodies of the Da Grand Chamber Consortium, It is hereby declared that: The Red Chamber Jurisdiction of the Grand First Order, its Grandmasters, and members of its upper echelon possess the sole and supreme power to: 1. Enact Laws and policies 2. Regulate and decide all matters 3. After, repeal, and abrogate existing laws and policies 4. Bind and loose, as deemed necessary 5. Govern and regulate all sacred affairs This Supreme and Omnipotent Authority extends over: 1. All Chambers 2. All Grand Lodges 3. All Private Lodges 4. Chapters 5. Districts 6. Nationals 7. All Officers and brethens 8. Individual entities and committees 9. All properties of Da Grand Chamber Consortium 10. All Sanctums, Covens and Counsels The Red Chamber Jurisdiction of the Grand First Order is the ultimate governing body, and its decisions are binding upon all subordinate entities. **BY THE RIGHT MOST WORSHIPFUL GRANDMASTER'S SEAL OF AUTHORITY SO MOTE IT BE!** ## Article 4 ## Section 1 ### General Laws and Regulations for the Management of all Chambers ### The Grand Lodge 1. The Grand Lodge is the supreme governing body of a Chamber's jurisdiction, overseeing and coordinating the activities of all subordinate lodges within its geographical domain. It is the central authority vested with the power to make decisions, establish policies, and exercise jurisdiction over all lodges, officers, and members within its territory. The Grand Lodge is led by a Grand Master, who serves as the chief executive officer and spiritual leader of the jurisdiction. The Grand Master is assisted by Grand Officers, which provides counsel and support in the administration of the Grand Lodge. 2. The Grand Lodge possesses authority to probe, regulate, and adjudicate most affairs pertaining a chamber, individual Lodges, or Brethren of that chamber. It may exercise this power autonomously or through delegated agents, appointed at its discretion. While retaining authority to expel Brethrens, the Grand Lodge entrusts disciplinary oversight to Masters and supervisory committees or boards, empowering them to uphold our sacred Code in the individual lodges that makes up that chamber. 3. Only the RED CHAMBER JURISDICTION OF THE FIRST ORDER has the rank of the "Right most worshipful Grandmaster" who is the leader of all Grand Lodges and their jurisdictions. ### Rank/Offices and precedence of Grand Lodge members 1. National Grand Master 2. District Grand Master 3. Chapter Grand master 4. Grand master 5. Deputy Grand master 6. Master 7. Grand Lord 8. Grand Elder 9. Grand Guard 10. Grand Disciple ### Offices 1. Chief Operating officer 2. Grand Secretary/ Chancellor 3. Grand Treasurer 4. Grand Financial Officer 5. Grand Registrar 6. Grand Education Officer/ Lecturer 7. Chief Grand Inspector Two or more members of the Grand Lodge holding or having held identical rank therein shall as between themselves rank according to the order in which they were appointed to that rank. ## Section 2 ### Additional members may be appointed Distinguished brethren of exceptional merit and skill, who are members of established and reputable Constitutions, and have demonstrated remarkable service to Da Grand Chamber Consortium, may be appointed by the Grand Master as honorary members of the Grand Lodge. The Grand Master shall determine their respective ranks and honors, as deemed fitting. ### Representatives The Grand Master may issue a warrant appointing a Brethen to represent him at a recognized Grand Lodge. The Grand Master may also confer membership and rank within the Grand Lodge upon: 1. The appointed representative. 2. Any Brother duly delegated from a recognized Grand Lodge. ### Visitors to the Grand Lodge Attendance at Grand Lodge meetings by visiting Brethren requires prior permission from the Grand Master. If granted admission, the visiting Brethren: 1. Seek the Grand Master's express permission before sharing wisdom or insights 2. Shall not participate in voting on any matter. ### Grand Festival or Megila Once a year, a certain Grand Lodge shall convene a majestic Grand Festival, beckoning brethren of National Grand lodges to unite in fraternal solidarity. To partake in this sacred celebration, each brethen must secure a ceremonial ticket from the venerable Grand Host in advance or Produce their ticket at the portal, granting passage into the revered assembly. ### Nomination, election and installation of Lodge Masters and supervisory counsel The Master and his/her supervisory counsel shall be Nominated annually in December at the Grand Lodge, Elected at the subsequent March in the Grand lodge meeting. Following election, the Master and supervisory counsel shall be installed On the Grand Megila day of that chamber. Alternatively, on a day of their choice, if it's their first term. Should the LodgeMaster or member of the supervisory counsel die or resign, the supervisory counsel as soon as may be practicable, summon the Grand Lodge for the purpose of electing a new Lodge Master who shall be installed at a convenient date thereafter. From the day of election the Lodge Master or elected member of the counsel shall exercise the powers and prerogatives of the office. ### Vacancy in office of Grand Master During a vacancy in the Grand Mastership, the Deputy Grand Master assumes authority until a new Grand Master is elected or appointed. If no Deputy Grand Master is present, the management committee, or subsequently the Grand Secretary, shall temporarily fulfill the duties. ### Abuse of power by Grand Master In cases where the Grand Master misuses their authority, rendering themselves unworthy of obedience, a higher jurisdiction shall intervene, imposing necessary regulations. Additionally, in extraordinary circumstances (national emergency, pandemic, war, general strike, etc.), the Grand Master has inherent authority to: - Suspend Lodge meetings temporarily - Implement emergency measures to safeguard the Craft - National Grand Masters and District Grand Masters may also suspend Lodge meetings under their jurisdiction, subject to the Red Chambers authorization. ### Communications to the Right Most Worshipful Grand Master In conformity with the Craft's sacred procedures, communications regarding Chamber matters shall be transmitted to the Worshipful Grand Master exclusively via the Grand Secretary. ### Removal of Grand Officers The Grand Master may remove annually appointed Grand Officers due to unsatisfactory conduct, stripping them of rank and privileges. However, such action requires Grand Lodge, National Grand Lodge, or District Grand Lodge supervisory counsel approval, unless the Officer was previously admonished or suspended within the past 12 months. ### Duties of the Grand Registrar The Grand Registrar is the chief adviser and custodian of the Grand Lodge seals, responsible for affixing them to patents, warrants, certificates, and other documents issued under Grand Lodge authority. <start_of_image>ीय ### Duties of Grand Secretary The Grand Secretary shall issue summonses for Grand Lodge and management committee meetings, attend and minute proceedings, receive and record Lodge returns, collect fees and contributions, ensure timely payments to designated bank accounts, transmit reports and documents to proper authorities, support the Grand Master with requested materials, and perform all duties traditionally associated with the Office of Grand Secretary, ensuring continuity and adherence to established protocols. ### Business to be communicated to the Grand Secretary To ensure timely consideration, all business for Grand Lodge discussion must be communicated in writing to the Grand Secretary a minimum of two days before the management committee meeting immediately preceding the regular Communication or meeting. This Rule shall not apply to any business which the management committee shall authorise to be placed on the paper of business of any Regular Communication or other meeting of the Grand Lodge. ### Notices of Motion To ensure orderly proceedings, Grand Lodge members intending to make motions or submit matters for discussion must provide written notice to the Grand Secretary at least two days before the management committee meeting immediately preceding the Communication or meeting. This notice must precisely outline the motion's terms and the matter's nature. Failure to provide timely notice precludes consideration, except by special leave of the Grand Master or presiding Officer. ### Notices of Motion for amendments of the Book of Constitutions To facilitate timely consideration, members proposing additions, alterations, or amendments to these Laws and Regulations, or changes to the Craft's general practice, must provide written notice to the Grand Secretary at least seven days before the management committee meeting preceding a regular Communication. Intending amendments require separate written notice, specifying precise terms, also seven days prior. Both motions and amendments will be printed in the business paper for subsequent consideration and decision. ### Management committee may reject notices of motion The management committee may exclude notices of motion from the business paper if they are deemed: - Scandalous, frivolous, vexatious, or irregular - Abusive of Grand Lodge laws or procedures - Outside Grand Lodge jurisdiction - Contrary to the Craft's interests In such cases, the Grand Secretary will report to the Grand Master with a copy of the notice. Before exclusion, the Grand Secretary may invite the notice-giving member to attend the Board meeting to show cause. If excluded, the member will be informed and offered the opportunity to submit a written statement to the Grand Master. ### Urgent business To address unforeseen circumstances, the Grand Master or Officer presiding over the Grand Lodge is empowered to introduce or permit discussion of urgent business or motions at any regular Communication or meeting, notwithstanding the usual notice requirements. ### Matters already decided To maintain orderly proceedings, the Grand Lodge prohibits reintroduction or discussion of previously considered and decided motions for a period of one year from the decision date, unless the Grand Master expressly initiates reconsideration. ### Nominations for Board or Committees To ensure orderly proceedings, the Grand Lodge requires that all nominations for supervisory counsel or Committee positions be made in writing and received by the Grand Secretary no less than fourteen days before the relevant meeting or communication. The nomination must include the following details: the name and number of the Lodge to which the nominator and nominee belong, and their respective Chamber ranks. Furthermore, only members of the Grand Lodge are eligible to propose candidates. ### Business papers To facilitate efficient proceedings, the Grand Secretary is responsible for compiling a paper detailing the business to be addressed at each Grand Lodge Regular Communication. This document shall be presented to the management committee for review and approval at their regular meeting immediately preceding the Communication. ### Brethren entitled on payment Pursuant to Grand Lodge regulations, subscribing Grand Master may request postal delivery of business papers, notices, and reports upon registration of their address and payment of the stipulated fee, as fixed by the management committee. ### Priority of admission to Grand Lodge To manage attendance efficiently, the Grand Master reserves the right to prioritize admission to the Grand Lodge for brethren who have secured tickets. In cases where applications outnumber available spaces, a fair and transparent ballot process, overseen by the Grand Secretary, will determine which applicants are admitted. ### Memorials and petitions To maintain decorum and respect, the Grand Lodge reserves the right to reject any memorial, petition, or document that includes objectionable material, inflammatory language, or unbecoming tone, ensuring that all submissions align with the principles of courtesy and propriety. ### Misbehaviour in the Grand Lodge To maintain order and decorum, the Grand Master or presiding Officer is empowered to summarily expel any member displaying behavior deemed disrespectful to the Chair or inconsistent with fraternal standards. Furthermore, the Grand Lodge reserves the right to suspend the member's privileges until the Grand Master exercises clemency. ### Voting Decision-making in the Grand Lodge is based on a majority vote, with each member having one vote. The Grand Master or presiding Officer holds a second or casting vote, unless the Grand Lodge decides to leave a specific matter to their discretion 1. ### Voting Procedures Hand Voting Members signal their vote by raising one hand, and the motion is declared carried or lost. ### Counting Votes If two members request a count and the Grand Master or Officer presiding deems it reasonable, the votes are counted under the Grand Director of Ceremonies' supervision. ### Exceptions Elections by ballot or voting papers follow a different procedure This ensures transparency and fairness in the decision-making process within the Grand Lodge. # Article 5 ## Chapter Lodges ### Rank/Offices and precedence of Lodge members #### Ranks 1. Master 2. Lord 3. Elder 4. Guard 5. Disciple 6. Seeker #### Offices - Chief Officer - Secretary - Treasurer - Lodge lecturer - Inspector ### New Lodge must be regularly constituted To ensure legitimacy and continuity, the Grand Master shall constitute new Lodges following established rituals from the District or National Grand master and their management committees. The installation of a Lodge Master requires strict adherence to the warrant or Distrist Grand Master's approval. Furthermore, a Lodge must meet the following criteria for recognition: 1. Regular constitution. 2. Registration. Only then can its Officers be acknowledged and members enjoy fraternal benefits within the Grand Lodge or District Grand Lodge. ### Lodge to bear name and number Every Lodge must have a unique name/title and number, and any changes to its name/title require prior approval from the Grand Master, as well as relevant District, National Command, this rule forllow also to all Jurisdictional Grand Lodges, to maintain its distinct identity and continuity. ### Precedence of Lodges The precedence of Lodges is determined by their registration numbers in the Grand Lodge books, with the notable exception of the Most Worshipful Grand Master's Lodge, which holds superior precedence due to its unique numberless status, universal registration, and prominent listing. takes paramount precedence, registered universally and listed prominently above all other Lodges. ### A Lodge not to act without a Warrant To legitimize meetings, every Lodge must possess a warrant of constitution granted by the Grand Master, specifically entrusted to the Master during installation, who shall securely maintain and produce it at each Lodge gathering. ### Warrant not to be sold or irregularly procured The warrant of a Lodge remains the exclusive property of the Grand Chamber Consortium. It is granted for the sole use of the designated Lodge and must be retained as such. Any Lodge involved in unauthorized transfer or disposal of a warrant shall face erasure, and participating Brethen shall be liable for a Chamber offense. Additionally, no endorsements or inscriptions may be added to the warrant without the Grand Master's explicit authorization. ### Certificate of Amalgamation Upon request from two or more Lodges seeking to merge, the Grand Master reserves the discretion to issue a Certificate of Amalgamation, subject to conditions he deems appropriate. ### Warrant lost or withheld In the event of a lost, withheld, or improperly retained warrant, the Lodge must cease meetings until a warrant of confirmation is obtained from the Grand Master or the original warrant is recovered/restored. Any interim warrant of confirmation must be returned to the Grand Master upon restoration. ### Lodge Master's obligation Every Master Elect, prior to installation, must solemnly vow to preserve the Consortium Order's Landmarks, observe ancient traditions and customs, and strictly enforce these principles within their respective Lodge. ### Lodge Master responsible for observance of laws The lodge Master is responsible for the due observance of the laws by the Lodge over which he presides. ### Appointment and Investiture of Officers Upon his installation the Master shall appoint his personal assistant and other Officers, other than those elected and shall invest all the Officers present. ### Vacancies in regular Offices In the event of a vacancy in a regular Lodge office, excluding the Lodge Master position, the Lodge shall fill the vacancy for the remainder of the year through election or appointment, as customary, from among members not currently holding a regular office. ### Grand Officers visiting by command The Grand Master has the authority to dispatch any current or Grand Officer to visit any Lodge at his discretion. Upon arrival, the visiting Officer shall be seated to the immediate right of the presiding Brethren. ### Admission of Visitors To be admitted into a Lodge, a Brother/sister under the Grand Lodge's jurisdiction must meet one of the following conditions: - Be personally known to and vouched for by a present Brother or sister, or undergo due examination and receive a positive recommendation. Additionally, if requested, the person must produce their Grand Lodge Certificate and proof of good standing in their Lodge or Lodges. ### Refusal of admission to visitors The Master of a private Lodge has the authority to deny admission to any visitor with a questionable character or whose presence may potentially disrupt the Lodge's harmony. ### Disqualification to visit A member who has stopped paying subscriptions to any Lodge they have ever belonged to will not be allowed to attend any Lodge meetings until they resume their subscription payments to a Lodge. ### Removal of Lodges for one meeting If a Lodge is unable to hold a meeting at its regular location due to unforeseen circumstances, the Master must promptly request a dispensation from the Grand Master to convene at an alternative location. If the alternative location falls outside the Lodge's usual jurisdiction, the Master must also obtain dispensations from the relevant authorities. ### Minutes Every Lodge shall keep a Minute Book in which the Master or the Secretary shall regularly enter from time to time: (i) The Lodge must maintain a record of all members, including those who have been initiated, passed, raised, or admitted, which must include the following details: - The names of members, Dates of proposal, initiation, passing, and raising or admission, Ages Addresses, Titles, Professions or occupations (ii) The Lodge must keep a record of attendance at each meeting, including: - The names of all members present, The names of visiting Brethren, The names and numbers of the visiting Brethren's Lodges, The visiting Brethren's consortium ranks. (iii) The Lodge must keep a record of the minutes of all its proceedings. These minutes must be: - Read aloud at the next regular meeting ### Lodge Subscriptions All members with equal privileges in a Lodge must pay the same annual subscription fee. However, the Lodge can offer a reduced rate to members who, due to valid reasons, cannot fully utilize their privileges. Additionally, members who fail to pay their subscriptions for at least three months after the due date will temporarily lose their voting rights, as well as their ability to propose or second candidates, and hold office until their payments are up to date. ### Cessation of membership when five months in arrear If a member's subscription remains unpaid for five consecutive years, they will automatically cease to be a member of the Lodge. This change in membership status must be reported at the next regular meeting and documented in the minutes. To rejoin, the individual must go through the formal process of proposition and ballot, and pay any outstanding fees before being eligible for reelection as a member. ### Penalty for neglect to make returns If a Lodge fails to submit its returns and payments to the Grand Lodge within two months of the due date, it may face penalties, including potential erasure. Additionally, the inspection board may impose penalties on individual Lodge members responsible for the oversight. Furthermore, the Master and Past Masters of the delinquent Lodge will be barred from attending Grand Lodge meetings or participating in boards and committees until the Lodge has submitted its outstanding returns and payments. ### Treasurer's Duties and Lodge Accounts (a) Unless payments are made directly into the Lodge's bank account, all funds due to or held for the Lodge must be paid to the Treasurer. The Treasurer will then deposit these funds into the Lodge's approved bank account without delay. The Lodge can authorize the Treasurer to make electronic payments from the account through a resolution. Otherwise, all payments from Lodge funds must be made by cash or check. No other member, apart from the Treasurer, is permitted to make payments from the Lodge's account. (b) The Treasurer, when available, will make authorized payments or those sanctioned by the Lodge. All checks must have the Treasurer's signature, along with at least one other authorized member's signature, unless the Lodge decides otherwise. In exceptional cases where the Treasurer cannot sign a check, it will be valid with the signatures of two members authorized by the Lodge. (c) The Treasurer must maintain accurate and up-to-date financial records, including all transactions, in the Lodge's official account books. These books, along with all Lodge funds and property, will be transferred to the new Treasurer upon their investiture. The Treasurer will also prepare an annual financial statement, which will be: - Presented to the members at a predetermined date - Verified and audited by an annually elected committee of Lodge members - A comprehensive report on the Lodge's financial position (d) The Lodge will distribute the following documents to the Grand Lodge and all Lodge members, along with the meeting summons: - Copies of the audited accounts - A certificate from the Audit Committee confirming that the accounts have been thoroughly audited and all balances verified This meeting will take place no later than the third meeting after the accounts' cutoff date. Additionally, the Lodge's account books will be made available for inspection during the meeting, and at any other time as determined by a Lodge resolution. ### Qualifications for Initiation No individual under the age of 18 can become a member, and those who are 18 must have completed their full-time secondary education or training before being eligible for membership. All candidates must be independent individuals of good reputation and character. ### Enquiries as to candidates from other localities If an individual seeking initiation doesn't live or work in the area where the Lodge is located, they must provide a written explanation for their request. This explanation should include reasons for not joining a Lodge closer to their home or workplace. Upon receiving the proposal form, the Lodge will immediately contact the relevant Consortium Authority in the candidate's area of residence or business to inquire about the candidate's suitability. The candidate's proposal will not be presented to the Lodge until the Consortium Authority responds to the inquiry. ### Declaration by Candidate Every candidate before his initiation must subscribe his name at full length to a declaration of the following import, viz To the Grand Master, Grand Officers, and Members of Lodge No. [Lodge Number] I, [Name], being an independent person of at least 21 years of age, hereby declare: I am unbiased by improper solicitation or unworthy motives. I freely and voluntarily offer myself as a candidate for the mysteries of Da Consortium. I am drawn to the institution due to its favourable reputation and my desire for knowledge. I pledge to conform to the ancient usages and established customs of the Order. Signed, [Your Name] Date: [Date] Witness: [Witness Name] ### Joining Members To become a joining or rejoining member of a Lodge, a Brethren must be proposed and seconded at a regular Lodge meeting. A ballot must be held at the next regular meeting. If the ballot is not held, the proposal will be void. If elected, the Brother must activate their membership within one year. Failure to do so will void the election. ### Honorary Members A Lodge has the authority to elect an Honorary Member, provided notice is included on the meeting summons. To be eligible, the Brother must: - Be of good standing, Have made notable contributions to the Craft or the Lodge Be, or have been within the past year, a subscribing member of a regular Lodge. ### Fee for Initiation Upon becoming a member, an individual must pay the initiation fee set by the Grand Lodge on or before their initiation day. The Lodge is not permitted to waive or delay payment of this fee, or any portion of it. ### Responsibility for fees Members who propose or second a candidate for initiation or joining membership are financially responsible to the Lodge for all applicable fees outlined in the Lodge's by-laws, should the candidate be accepted. ### Duty to conform to law: reputation of Da Grand Chamber Consortium: breaches of Regulations As a member, every member has two key responsibilities: - To comply with the laws of the land and avoid any conduct that contravenes them. To refrain from engaging in activities that could damage the reputation of Da Consortium. Failure to uphold these responsibilities, or violating any Craft laws or regulations without a specified penalty, may result in disciplinary action, including admonition or suspension. ### Misbehaviour in Lodge Any member who disrupts the harmony of the Lodge through their behavior will receive a formal admonishment from the Master. If the behavior continues, the member may face further disciplinary action, including censure or exclusion for the remainder of the meeting, as determined by a majority vote of the members present. In severe cases, the matter may be referred to a higher Consortium authority. ### Resignation A Lodge member may resign their membership at any time, effective immediately or at a later date specified by them. To do so, they must provide written notice to the Secretary or make an oral declaration at a regular Lodge meeting. Upon resignation, the member relinquishes their membership and all associated ranks. Although they are no longer considered a member, they remain bound by the oaths they took during their time in the Lodge. ### Lodge with less than five members If a Lodge's number of subscribing members falls below five, as reported to the Grand Lodge, the Lodge must cease meetings. The Lodge's warrant, books, and papers must be surrendered to the Grand Master. However, the Grand Master may grant a temporary dispensation, allowing the members to continue meeting under specified conditions, until a final decision is made regarding the Lodge's continuation or dissolution. ### Lodges authority and powers All private lodges are subjected to their Grand Lodge Jurisdiction, and nothing shall be approved without first be approved by the Grand Lodge. # Article 6 ## Order of the National Council ### Constitution of Board The Board shall be presided over by the National Grandmaster, who shall serve as President. The Board's composition shall include: - A Deputy President - A Grand Secretary - Up to eight additional members, with a minimum requirement of: - Three District Grand Masters and one Past National Grand Master from a subscribing Grand Lodge These additional members shall be appointed by the Grand Master, serving during their tenure. Membership shall be restricted to high-ranking officials from the most decorated jurisdictions within the nation. All District Grand Masters although not Board members, shall be entitled to receive all Board documents and attend and participate in Board meetings. ### Meetings The Board shall convene monthly. Meetings may be scheduled at the discretion of the RED CHAMBERS JURISDICTION or by the President or Deputy President. Additionally, the Grand Secretary may convene a meeting upon receipt of a written request from at least five Board members. ### Quorum A quorum shall consist of five members, at which point the meeting may proceed with business. The President shall preside, or in their absence, the Deputy President. If neither is present, a Brethren shall be chosen by those in attendance to preside. Decisions shall be made by a majority vote. In the event of a tie, the presiding Brethen shall cast a second, deciding vote. ### Care of Property and affairs of the Grand Lodge The Board holds administrative and managerial authority over the assets of all Grand Lodges within the nation. Additionally, the Board oversees and regulates all affairs pertaining to the Grand Lodges. Broadly, the Board's purview encompasses all matters related to the Craft, addressing any issues that may arise. The Board shall exercise control over the Grand Lodge's financial affairs. All Grand Lodge funds shall be deposited into bank accounts or other financial institutions, as designated by the Board from time to time. ### Power to inspect the Grand Lodge Books, etc The Board possesses the authority to examine all financial records, documents, and accounts of the Grand Lodges. The Board may issue directives as deemed necessary and summon any member in possession of relevant documents or accounts to attend and provide information. ### Audit The financial accounts shall be closed and balanced annually on December 31st. These accounts shall be audited by a recognized firm of auditors, elected annually by the Craft. Following audit, the accounts shall be distributed to every Grand Lodge by the 30th of the following month for review, presentation, and consideration at the annual Grand Lodges' meeting and general communications. ### Recommendations, etc The Board is authorized to submit recommendations or reports to the Red Chambers or the Craft as a whole, on matters deemed beneficial to the well-being and governance of the Craft. Any recommendations or reports presented by the Board or its appointed committees, upon adoption by the Red Chambers, shall be considered and enforced as an official Decree of the Order of the First Upper Echelon. ### Committees The Board has the authority to establish committees comprising its members as needed. These committees will review assigned matters and submit their findings to the Board at its subsequent meeting. Each committee is empowered to invite experts, whether members of the Craft or not, to attend meetings for consultation purposes, leveraging their specialized knowledge relevant to the committee's tasks. ### Power to adjudicate The Board has the jurisdiction to investigate and resolve all complaints or irregularities related to Lodges or individual members, particularly in areas where no District Grand Master has authority. The Board may appoint a disciplinary committee, comprising nominated Brethren (not necessarily Board members), including at least one legally qualified Brethren where possible. This committee will investigate the matter, submit a report, and provide recommendations to the Board. The Board reserves the right to accept, reject, or modify the committee's findings and recommendations, and may take action accordingly. ### Disciplinary powers If the Board finds a complaint to be valid, or discovers irregularities or unconstitutional conduct, it may impose penalties, including admonition or suspension, on the Grand Lodge, Lodge, or individual Brethren. The Board's decision is final unless an appeal is made. In cases of severe misconduct, the Board may recommend erasure of a Lodge or Grand Lodge, or expulsion of a Brethren. The Grand Secretary will then bring the matter before an Appeals Court, unless the Board directs that the Brethren be invited to resign. Any such recommendation will result in immediate suspension until the Appeals Court reviews the case or the Brethren resigns. ### Complaints affecting members In the event of a charge or complaint involving a Board member or their Lodge, the affected member shall recuse themselves and abstain from participating in the Board's deliberations and decision-making process. ### Communications to the Board All submissions to the Board, including petitions and representations, must be presented in written form and bear the signature of the submitter. ### Precedence of business Any matter specifically referred to the Board by the National Grand Master shall take priority over all other agenda items. ### Minutes All transactions and resolutions of the Board shall be entered In the minute book. # Article 7 ### Panama, Arche, Pedis, Insignia and Clothing ### Clothing and Insignia All members must wear the prescribed clothing, insignia, and jewels, as specified. No member will be admitted to any Grand Lodge or subordinate Lodge meeting without wearing the attire corresponding to their rank within the Grand Lodge. All Brethrens shall wear their prescribed regalia on official Kit days and when attending fraternity meetings. Specifically, the following items shall be worn: - Panama (Grey Color Flat Cap) - Papus (Grey Color Socks) - Arche (Black Iron Ring) Appropriate uniforms as designated by the fraternity. # Article 8 ### Codes of Conduct, Duties and Responsibilities, Obligations of the Chamber’s Brethen ### For the (Use of Lodges and the Making of New Brethens) ### Concerning GOD and Religion As a member of the Chamber, one is obligated to uphold the moral law. A true understanding of our principles will guide individuals to lead virtuous lives, free from atheism and irreligiosity. We recognize that faith and worship come in many forms. Our order welcomes individuals from diverse backgrounds, provided they believe in a higher power and uphold moral principles. Our fraternity strives to unite individuals from all walks of life in a bond of fraternal love. We encourage compassion, tolerance, and self-reflection, demonstrating the excellence of our values through our actions. Ultimately, the Grand Chamber Consortium serves as a beacon of unity, fostering friendships and understanding among individuals who might otherwise remain divided. ### The Role of Civil Authorities, from the Highest to the Lowest A member of our fraternity is expected to be a law-abiding and peaceful citizen, respecting the civil authorities wherever they reside or work. They must never engage in plots or conspiracies that threaten national peace and welfare, and must always show respect to those in authority. Our members are committed to conforming to all lawful authorities, supporting the community’s interests, and promoting their country’s prosperity. Historically, our fraternity has thrived in times of peace and suffered during times of war and conflict. As a result, rulers have often encouraged our members due to their loyalty and peaceful nature. As members of our fraternity, we are uniquely bound to promote peace, harmony, and brotherly love. ### Our Lodges A lodge is a gathering place where members assemble to learn, grow, and refine their understanding of the ancient traditions and principles of our craft. The term “lodge” can also refer to the collective group of members, rather than just the physical location. Every member is expected to be part of a lodge, adhering to its by-laws and the overall guidelines of the organization. Lodges can be either general or specific in nature, with their unique characteristics and customs revealed through participation. Historically, attendance at lodge meetings has been mandatory for members, unless prevented by unavoidable circumstances. Failure to attend without valid reason has been subject to disciplinary action. To be eligible for membership in a lodge, individuals must be of good moral character, free-born, and of mature age and sound judgment. They must not be bondsmen or slaves, and must be free from scandalous or immoral behavior, with a good reputation. ### In the lodge while constituted As a member, you are expected to follow certain rules of conduct within the lodge. You must not hold unauthorized private meetings or conversations without the master’s permission. You are also expected to behave respectfully and decorously during meetings. This includes avoiding impertinent or unseemly comments, not interrupting the master, officers, or fellow
