CENTRAL LUZON REGION XXIV ACADEMIC COUNCIL We, Eagle-Members of the Fraternal Order of Eagles - Philippine Eagles, Incorporated (TFOE-PE, Inc.), united by unique bond of communal fraternal organization and anchored on Four (4) Pillars of Eagleism---Brotherhood, Service, Unity and Divine Power with the guiding principles of --- “Service Through Strong Brotherhood” and Deo et Patria which means for God and Country -- -form a strong, first Philippine born fraternal socio-civic organization that will serve a Supreme Being and cares for humanity at all times, do hereby promulgate this Eagles Constitution and its corresponding By-Laws. ARTICLE III CENTRAL LUZON REGION XXIV ACADEMIC COUNCIL PHILIPPINE Eagles STRUCTURE AND GOVERNANCE CHAPTER 1 FORMATION AND NAME OF THE NATIONAL FRATERNITY The Fraternal Order of Eagles -Philippine Eagles, Inc. SECTION 1. Name of the National Fraternity. The CENTRAL LUZON REGION XXIV Philippines Eagles formed herein shall be known and called as The ACADEMIC COUNCIL Fraternal order of Eagles – Philippine Eagles Incorporated, TFOE- PE, Inc., or briefly called Philippine Eagles. SECTION 2. Definition of Terms. As used in this Eagles Constitution and By-Laws. a. ”The Philippine Eagles” shall refer to The Fraternal Order of Eagles – Philippine Eagles, Incorporated, (TFOE-PE, Inc.). The Fraternal Order of Eagles b. ”The Philippine Eagles Constitution of 2024” shall refer the -Philippine Eagles, Inc. Philippine Eagles Constitution of the Philippine Eagles, thoroughly CENTRAL LUZON REGION XXIV reviewed in EY 2023, revised and ratified in EY 2024. ACADEMIC COUNCIL c. ”National Assembly” shall refer to the National Assembly as herein created and provided hereof. d. ”Supreme Tribunal” shall refer to the Philippine Eagles Supreme Tribunal, the judicial body of the Philippine Eagles, as herein created. e. ”Region” shall refer to the Eagles region organized and chartered under the provisions hereof and duly affiliated with the Philippine Eagles. The Fraternal Order of Eagles -Philippine Eagles, Inc. f. ”Eagles Club” shall refer to the Eagles Club organized and chartered within a region and created under the provisions hereof. CENTRAL LUZON REGION XXIV ACADEMIC COUNCIL g. ”Eagle-Member” (irrespective of gender and number) shall refer to an individual duly affiliated to the Philippine Eagles or to any Eagles Club within a region. h. ”Auxiliary Member” - shall refer to the Lady Eagles and Junior Eagles as provided herein. i. ”Board of Trustees” - shall refer to the members of the Board od Trustees of the Philippine Eagles. The Fraternal Order of Eagles -Philippine Eagles, Inc. CHAPTER 2 CENTRAL LUZON REGION XXIV ACADEMIC COUNCIL DECLARATION OF OBJECTIVES SECTION 1. Declaration of Objectives. Among the objective of the Philippine Eagles are a) The Philippine Eagles shall extend its humanitarian service, usefulness and relevance to the Philippine society and other countries; b) To pursue vigilantly and intensely its personal humanitarian service geared to give benefit to the less privileged and marginalized sector of society. CHAPTER 3 The Fraternal Order of Eagles -Philippine Eagles, Inc. PHILIPPINE Eagles CENTRAL LUZON REGION XXIV ACADEMIC COUNCIL CODE OF LAW SECTION 1. Promulgation of Philippine Eagles Code of Laws. There is hereby promulgated the Philippine Eagles Code of Laws which is hereafter set forth in Article VI of this Philippine Eagles Constitution and those to be provided and approved by the National Assembly, for the guidance and proper observance in running the affairs and governance of the Philippine Eagles. CHAPTER 4 The Fraternal Order of Eagles -Philippine Eagles, Inc. GOVERNANCE OF THE CENTRAL LUZON REGION XXIV ACADEMIC COUNCIL PHILIPPINE Eagles SECTION 1. The Governance in the national level. The governance of the Philippine Eagles shall be distributed among three distinct bodies, namely, the 1) The National Assembly, the 2) The Executive, and 3) The Supreme Tribunal. SECTION 2. The Legislative Power. The Legislative Power shall be vested in and exercised by the National Assembly and such other inferior legislative bodies as the National Assembly may create and empower. The Executive Power shall CENTRAL LUZON REGION XXIV be vested in and exercised by the National President of the ACADEMIC COUNCIL Philippine Eagles, and such other subordinate executive officers as may be given executive powers by the National Assembly and provided in this Philippine Eagles Constitution. SECTION 4. The Judicial Power. The Judicial Power shall be vested in and exercised by the Philippine Eagles Supreme Tribunal as provided in this Philippine Eagles Constitution and such other inferior Eagles grievance tribunal committees in the Region or Eagles Club, as it may deem necessary. The Fraternal Order of Eagles CHAPTER 5 -Philippine Eagles, Inc. THE BOARD OF TRUSTEES OF CENTRAL LUZON REGION XXIV ACADEMIC COUNCIL THE PHILIPPINE Eagles SECTION 1. The Corporate Powers. - The corporate powers of the Philippine Eagles also known as The Fraternal Order of Eagles-Philippine Eagles, Inc. (TFOE-PE, Inc.), a non-stock corporation shall be exercised by the Board of Trustees (BOT), and all business conducted and all property of the non-stock corporation shall be controlled and held by the Board of the Trustees under the name TFOE-PE, Inc. SECTION 2. The Board of Trustees and the National The Fraternal Order of Eagles Fraternity. - Unless otherwise provided by law, the Board of -Philippine Eagles, Inc. Trustees shall exercise the corporate powers, conduct all CENTRAL LUZON REGION XXIV business, and control all properties of the Philippine Eagles. ACADEMIC COUNCIL The term corporate powers shall not be understood as separate and distinct from fraternal powers. The distinction between the non-stock corporation and that of the National Fraternity must be eliminated to avoid conflict of powers and functions. SECTION 3. Philippine Eagles Book Membership, - The Board of Trustees of the Philippine Eagles including all bonafide Eagle-members must be duly registered in accordance with the existing law, rules and regulation and must be in the Roll of Eagle-members in the National Registry or Book Membership of the Philippine Eagles. Powers of the National Assembly in relation to CENTRAL LUZON REGION XXIV Board of Trustee. - The National Assembly remains to be the ACADEMIC COUNCIL highest policy making body of the Philippine Eagles when acting collectively for and in TFOE-PE. The powers and authorities of the Board of Trustees emanate from the members of the National Assembly. Any member of the Board of Trustees may be removed by the National Assembly at any time subject to the condition that substantial and procedural requirements for the removal thereof must be strictly complied with. SECTION 5. Election of BOT by the National Congress. - The The Fraternal Order of Eagles Board of Trustees shall be composed of fifteen (15) members -Philippine Eagles, Inc. who shall all be elected by the members through their delegates in the National Congress, namely: the regional CENTRAL LUZON REGION XXIV governors, vice-governors and three (3) national assemblymen ACADEMIC COUNCIL or alternate national assemblymen; in case of the absence of the national assemblymen and the ex-officio members of the National Assembly or National Congress. In the TFOE-PE, Inc., the national election, which shall be held annually on the last day of the two-day annual National Congress shall generally be held in the 3rd Saturday and Sunday of November unless there is a force majeure, and in accordance with the Philippine Eagles Constitution and to the corresponding rules to be issued by the Philippine Eagles Elections Commission (PhiEleCom) pursuant to Article VII hereof and other relevant provisions on this Constitution on elective positions. The Fraternal Order of Eagles -Philippine Eagles, Inc. SECTION 6. All Candidates for BOT as Members of the CENTRAL LUZON REGION XXIV National Assembly. - All candidates for the position of Board ACADEMIC COUNCIL of Trustees must submit their Certificates of Candidacy to the Nomination Committee of the (PhiEleCom) of the Philippine Eagles within thirty (30) days prior to the day of the national election, for qualification and evaluation. Any candidate running for the BOT must either be member of the National Assembly as a Regional Governor, Vice Governor or National Assemblyman and must be a member of the Philippine Eagles for at least three (3) years and of the National Assembly for at least two Eagle Years. The Fraternal Order of Eagles -Philippine Eagles, Inc. SECTION 7. List of Qualified Candidates. - The list of qualified and eligible candidates for the positions of Board of CENTRAL LUZON REGION XXIV ACADEMIC COUNCIL Trustees, shall be published by PhiEleCom En Banc in the social media, Facebook Pages and/or other digital publication fora of the Philippine Eagles not later than seven (7) days prior to the day of the national election. SECTION 8. Term of Office. - The term of office of the duly elected Board of Trustees shall be for two (2) years and shall begin on the first day of January preceding the election and end on the last day of December two Eagle Years after following their election. SECTION 9. Composition, Election and Term of Trustees. - The Fraternal Order of Eagles The Board of Trustees shall be composed of fifteen (15) -Philippine Eagles, Inc. members: a) five (5) members representing the Executive namely National President (NP), Executive National Vice CENTRAL LUZON REGION XXIV ACADEMIC COUNCIL President (ENVP), Vice President for Luzon, (VPL), Vice President for Visayas (VPV), and Vice President for Mindanao VPM; b) one Past President (1) and a member of PENAPLE and; c) nine (9) members representing the National Assembly. The number of Board of Trustees as provided herein shall be fixed in the Articles of Incorporation and By-laws. The Board of Trustees shall have a term of two (2) years and as such, they shall hold office for not more than two (2) years until their successors are elected and qualified. Trustees elected to fill vacancies occurring before the expiration of a particular term shall hold office for the unexpired period. Duly affiliated Eagles Regions in overseas or other countries shall he entitled to vote through absentee voting or other mechanism based on the rules to be promulgated by Philippine Eagles Elections Commission (PhiEleCom) and subject to the approval of the National Assembly. SECTION 10. Representation, Authority, Responsibility and Governance. - Duly elected members of the Board of Trustees shall be the representative of TFOE-PE, Inc. in dealing with juridical persons or entities. The Board of Trustee shall: The Fraternal Order of Eagles a. Be responsible for any act or omission that binds the -Philippine Eagles, Inc. Philippine Eagles as provided by law; CENTRAL LUZON REGION XXIV ACADEMIC COUNCIL b. Assume the responsibility that carries with it the essential power to govern all the affairs of the Philippine Eagles in harmony with the National Assembly and the provisions of this Philippine Eagles Constitution of 2024; c. Observe the resolutions approved by the National Assembly and by the Board of Trustees that must be respected by both bodies pursuant to the concept of good governance; d. Enforce limitation, restriction and conditions contained in this Philippine Eagles Constitution of 2024 and the By-Laws; e. Manner of the Elections of the Board of CENTRAL LUZON REGION XXIV Trustees. - The fifteen (15) members of the Board of Trustees ACADEMIC COUNCIL shall be elected by the duly qualified members of the National Congress as follows: a. The National President (NP), Executive National Vice- President (ENVP) and 1 Past President from PENAPLE shall be elected at large and the candidate receiving the highest number of votes for each said position shall be elected NP, ENVP and a member of BOT representing the PENAPLE, respectively. b. The Vice President for Luzon (VPL), Vice President for The Fraternal Order of Eagles Visayas (VPV) and Vice-President for Mindanao (VPM), in -Philippine Eagles, Inc. order to provide representation in each geographical location and not to interfere in the affairs of regional aggrupation in CENTRAL LUZON REGION XXIV Luzon, Visayas and Mindanao, only qualified delegates from ACADEMIC COUNCIL Luzon Regions shall elect the VPL; only qualified delegates from Visayas Regions shall elect the VPV; and only qualified each from Mindanao Regions shall elect the VPM. The candidate receiving the highest number of votes for said positions shall be declared elected VPL, VPV and VPM, respectively. c. The nine (9) members of the Board of Trustees shall be elected at large based on the following geographical representation: i) four (4) shall be elected from Luzon Regions ii) three (3) from Mindanao Regions and ii) two (2) from Visayas Regions. The Fraternal Order of Eagles d. Four (4) candidates from Luzon receiving the four highest -Philippine Eagles, Inc. numbers of votes shall be declared elected members of BOT CENTRAL LUZON REGION XXIV representing Luzon; Three (3) candidates from Mindanao ACADEMIC COUNCIL receiving the three (3) highest number of votes shall be declared elected members of BOT: and two (2) candidates from Visayas receiving the two (2) highest number of votes shall be declared members of BOT. SECTION 12. The Other Corporate Officers. - After the National Congress election, the Board of Trustees, shall formally organize and elect the following: The Fraternal Order of Eagles a. Corporate Treasurer, who must be an Eagle member, -Philippine Eagles, Inc. resident and citizen of the Philippines; CENTRAL LUZON REGION XXIV ACADEMIC COUNCIL b. Corporate Secretary, an Eagle member who must be a citizen and resident of the Philippines; c. Such other officers as may be provided in the By-Laws. The same person may hold two (2) or more positions Concurrently, except that no one shall act as President and Secretary or as President and Treasurer at the same time, unless otherwise allowed by law. The officers shall manage the non-stock corporation and perform such duties as may be provided in the by-laws and/or as resolved by the Board of Trustees. The Fraternal Order of Eagles SECTION 13. Ex-Officio Members of the Board of Trustees. - -Philippine Eagles, Inc. Consistent with the provisions of RA No.11232, otherwise known as the Revised Corporation Code of the Philippines, CENTRAL LUZON REGION XXIV ACADEMIC COUNCIL there is hereby created Ex- Officio Members of the Board of Trustees composed of seven (7) members, namely, five (5) from the PENAPLE and two (2) from PEIL. The representatives of PEIL will be the Executive PEIL Director (EPD) and the Senior PEIL Director (SPD). In case there is no SPD or inability of the SPD to attend, the EPD shall elect among the PEIL Directors who shall represent the PEIL in the BOT. All Ex-Officio members of the BOT are entitled to all rights and privileges accorded to BOT except the right to vote. SECTION 14. Per Diem of the BOT. - The Board of Trustees The Fraternal Order of Eagles shall not receive any compensation, except for reasonable per -Philippine Eagles, Inc. diems. Reasonable per diems may be granted to Trustees by the vote of the members representing at least a majority of the CENTRAL LUZON REGION XXIV membership at a regular or special members' meeting called ACADEMIC COUNCIL for the purpose. In no case shall the total yearly compensation Board of Trustees must not exceed 15% (percent) of the net income before income tax of the non-stock corporation during the preceding year as required by law and shall be subject to usual accounting and auditing rules: Provided, That, the percentage as required by law on the total yearly compensation of Board of Trustees may be decreased based on the National Assembly Act to be sponsored by the Chairman of the Finance and Appropriations Committee taking into consideration historical expenses of the Board of Trustees per year, needs and subject to the availability of funds. The Fraternal Order of Eagles -Philippine Eagles, Inc. CENTRAL LUZON REGION XXIV SECTION 15. Proper Observance and Compliance of RA No. ACADEMIC COUNCIL 11232 and SEC Issuances. - The Board of Trustees shall properly observe and comply with the provisions of RA No. 11232 otherwise known as the Revised Corporation Code of the Philippines, relative to the provisions on non-stock corporation including all SEC related rules and regulations and issuances thereto. The Fraternal Order of Eagles -Philippine Eagles, Inc. CHAPTER 6 CENTRAL LUZON REGION XXIV PHILIPPINE Eagles REGIONS ACADEMIC COUNCIL AND Eagles CLUBS SECTION 1. Rules on the Establishment, Chartering and Apportionment of Eagles Club and Eagles Region. In order to achieve the goals and objectives as well as the purposes of the Philippine Eagles , Eagles clubs, regions shall be established, chartered and apportioned in accordance with Article IX of this Eagles Constitution. CHAPTER 7 The Fraternal Order of Eagles -Philippine Eagles, Inc. CLUBS FOUNDING YEAR AND CENTRAL LUZON REGION XXIV ACADEMIC COUNCIL PHILIPPINE Eagles WEEK SECTION 1. Recognition of the By-Laws in 1979. The Declaration of Goals and Objectives of The Fraternal Order of Eagles-Philippine Eagle, Inc. which was ratified and adopted on 28 June 1979 at the U.P. Asian Institute of Tourism in Quezon City, Philippines, are hereby recognized, it shall form part and be an integral part of this Philippine Eagles Constitution and corresponding rules and acts of the Philippine Eagles, as promulgated. SECTION 2. The Philippine Eagles Foundation Day. The The Fraternal Order of Eagles Philippine Eagles shall celebrate annually its Founding -Philippine Eagles, Inc. Anniversary on June 22 which shall be officially known and called then Philippine Eagles Foundation Day. CENTRAL LUZON REGION XXIV ACADEMIC COUNCIL SECTION 3. The Philippine Eagles Week. A. In conformity with and pursuant to Proclamation No. 600, S. 1995, Office of the President of the Republic of the Philippines, every year from June 15 to 22, is officially known as The Philippine Eagles Week. B. Programs, activities and projects nationwide shall be under the directive of the National President. All activities, programs and projects in Eagles Club and Regions shall be aligned with that of the National President based on his directives. The Fraternal Order of Eagles -Philippine Eagles, Inc. ARTICLE IV CENTRAL LUZON REGION XXIV ACADEMIC COUNCIL BILL OF RIGHTS AND OBLIGATIONS OF Eagle-MEMBERS CHAPTER 1 RIGHTS OF Eagle-MEMBERS The Fraternal Order of Eagles SECTION 1. Equal Rights and Privileges. Chartered Eagles -Philippine Eagles, Inc. Regions and Eagles Clubs in good standing shall enjoy equal rights and privileges under this Philippine Eagles CENTRAL LUZON REGION XXIV ACADEMIC COUNCIL Constitution. SECTION 2. Right to Fraternal Membership. Membership to any duly chartered Eagles Club shall be protected, subject to certain limitations. Such membership, although voluntary, shall be fraternal. SECTION 3. Right to Affiliation. Every Eagle-member shall have the right to choose his club affiliation subject to the provisions on Sections and Article on Membership. hereof, SECTION 4. Right to Freely Express Opinion. Every Eagle- member shall freely and openly express his views and opinions The Fraternal Order of Eagles in courteous manner but his divergent views and opinions -Philippine Eagles, Inc. shall always yield to the view of the majority of the members in proper forum or venue. CENTRAL LUZON REGION XXIV ACADEMIC COUNCIL SECTION 5. Right to be Elected or Appointed. Every Eagle- member has the right to serve in any level of governance in Philippine Eagles whether elective or appointive shall be granted and held inviolable in application of the constitutional guarantee of equal protection clause. All Eagle-members in the Philippine Eagles shall henceforth be considered of the same class and of the same general standing. Eagle Membership Reform Act of 2009 SECTION 6. Right Against Discrimination. Every Eagle- member has the right to be treated equally, regardless of race, religion, sexual orientation, color, rank or title and discrimination is strictly prohibited. SECTION 7. Right to Freedom of Expression. Every Eagle- The Fraternal Order of Eagles member has the right to express his opinion, idea and concern -Philippine Eagles, Inc. constructively within his Eagles Club, region or Philippine CENTRAL LUZON REGION XXIV Eagles in a courteous manner. ACADEMIC COUNCIL SECTION 8. Right to Freedom of Information. Every Eagle- member has the right to access organizational documents, financial reports and minutes of the meetings of the National Assembly, National Congress, and Board of Trustees for transparency and accountability. SECTION 9. Right to Participation. Every Eagle-member in good standing has the right to participate in organizational activities, events, meetings and programs. SECTION 10. Right against Retaliation. Every Eagle-member The Fraternal Order of Eagles reporting misconduct, malfeasance or misfeasance of any -Philippine Eagles, Inc. Eagle-member or participating in investigation thereof has the right to be protected from retaliation. CENTRAL LUZON REGION XXIV ACADEMIC COUNCIL SECTION 11. Right to Due Process. Every Eagle-member accused of violating organizational rules, National Assembly Acts and adopted Resolutions shall have the right to due process such as impartial and fair hearing, present evidence in his behalf and submit controverting evidence and present witnesses. SECTION 12. Right to Appeal. Every Eagle-member has the right to appeal any decision affecting his membership status such as suspension or expulsion, as the case may be, by an impartial body, and within a specified period of time. The Fraternal Order of Eagles SECTION 13. Right to Data Privacy. Every Eagle-member has -Philippine Eagles, Inc. the right to confidentiality of information as guaranteed under CENTRAL LUZON REGION XXIV RA No. 10173 - Data Privacy Act. Personal information about ACADEMIC COUNCIL any Eagle-member shall be kept confidential and may be used only for legitimate organizational purpose. The right to privacy of Eagle-member extends to communication, membership records and financial matters. SECTION 14. Right to Safety Environment. Every Eagle- member has the right to a safe and respectful organizational environment and prohibit strictly harassment, hazing, other harmful behaviors and profane languages and abuse. CHAPTER 2 The Fraternal Order of Eagles -Philippine Eagles, Inc. OBLIGATIONS OF CENTRAL LUZON REGION XXIV EAGLE-MEMBERS ACADEMIC COUNCIL SECTION 1. Obligation to Obey the Constitution and Laws. Every Eagle-member shall defend and uphold at all times the Philippine Eagles Constitution, as well as all laws rules and regulations duly promulgated by the Philippine Eagles. SECTION 2. Eagles Delicadeza and Moral Code of Ethics. Every Eagle- member shall consciously uphold at all times the Eagles Delicadeza and Moral Code of Ethics as the ultimate measure of his conduct and judgment relative to his dealings with the Philippine Eagles Region, Eagles Club and with fellow Eagle-member. SECTION 3. Obligation to Keep Membership in Good The Fraternal Order of Eagles Standing. Every Eagle-Member shall have the obligation to -Philippine Eagles, Inc. keep his membership always in good standing. CENTRAL LUZON REGION XXIV ACADEMIC COUNCIL SECTION 4. Obligation to Undertake Community Outreach and Humanitarian Service. Every Eagles Club shall be committed to undertake annually at least four (4) community outreach or humanitarian service that shall be beneficial to the community in need, in particular, and our country, in general or even in the other Countries or overseas. SECTION 5. Obligation to Help Fellow Eagle-Member. Every Eagle- member shall be fraternally committed to help his brother fellow Eagle-member as exemplified in what the Philippine Eagles called "Alalayang Agila". SECTION 6. Obligation to Adhere to Eagles Club and Region. Every Eagle-member shall develop a strong faith and belief The Fraternal Order of Eagles and adherence to his club or region and to the Philippine -Philippine Eagles, Inc. Eagles. CENTRAL LUZON REGION XXIV ACADEMIC COUNCIL SECTION 7. Obligation to Avoid Conflict. As a fraternal organization, no conflict or difference shall remain permanent among Eagle-member Eagles club or region and the Philippine Eagle. Every Eagle-member shall strive to adhere to this positive thinking and belief to avoid conflict or differences. SECTION 8. Obligation to Observe Proper Conduct in Social Media. Every Eagle-member is prohibited in exchanging or posting through social media unpleasant and unnecessary comment/s that might tarnish the reputation or good name of any Eagle-member, Eagles Club, region, national officers and the Philippine Eagles. SECTION 9. Obligation to Observe Mutual Respect and Good Manners. Every Eagle-member shall show mutual respect to The Fraternal Order of Eagles -Philippine Eagles, Inc. his fellow Eagle- member and must act and relate in good manner. CENTRAL LUZON REGION XXIV ACADEMIC COUNCIL SECTION 10. Obligation to Plant Trees. As the institutional policy of the Philippine Eagles, it is mandatory for all Eagle- member of Eagles Club and Region to undertake a continuing and sustainable tree planting program which may be applicable in the areas of their concern where the Eagles Clubs or Eagles Region are located or it may deem necessary, where tree planting and growing are needed. If applicable, a Region or Eagles Club may adopt a mountain for its tree planting and growing program. The Eagles Clubs and Regions shall submit accordingly their quarterly reports on their tree- planting and growing program as they may have undertaken to the Secretary General. (The Philippine Eagles Planting Program of 1994) SECTION 11. Obligation to Pay Dues. Every Eagle-member is The Fraternal Order of Eagles obliged to pay his annual dues and other financial obligations -Philippine Eagles, Inc. as authorized and determined by the National, Regional and CENTRAL LUZON REGION XXIV Eagles Club as well as other affiliation fees and institutional ACADEMIC COUNCIL assessment as may be promulgated by the Philippine Eagles. (Pursuant to Club Dues Act of 1994) SECTION 12. Obligation to Follow Laws Faithfully. Every Eagle-member is obliged to follow all laws, rules and regulations duly promulgated by Philippine Eagles and that of the National Assembly in complete adherence to the word that an Eagle-member is a law-abiding citizen. As such, among others, the Philippine Eagles uphold and observe strictly the implementation of RA No. 8049 otherwise known as the Anti- Hazing Law; RA 7877, titled Anti-Sexual Harassment Act; and RA 11313 also known as the Safe Spaces Act or Bawal Bastos Law. Every Eagle-member is obliged to maintain his membership in good standing and must renew his membership annually, preferably at the 1st Quarter of calendar year. ARTICLE IV The Fraternal Order of Eagles -Philippine Eagles, Inc. GOVERNANCE OF THE CENTRAL LUZON REGION XXIV PHILIPPINE Eagles ACADEMIC COUNCIL SECTION 1. Distribution of Governance. The governance of the Philippine Eagles shall be distributed among three distinct bodies, namely. the National Assembly, the Executive and the Supreme Tribunal. SECTION 2. The Legislative Power. The Legislative power shall be vested in and exercised by the National Assembly and such other legislative bodies as the National Assembly may create and empower, such as Regional Assembly and Club General Membership. The Executive -Philippine Eagles, Inc. power shall be vested in and exercised by the National CENTRAL LUZON REGION XXIV President of the Philippine Eagles, and such other ACADEMIC COUNCIL National executive officers as may be given executive powers by the National Assembly and provided in this Philippine Eagles Constitution. SECTION 4. The Judicial Power. The Judicial power shall be vested in and exercised by the Philippine Eagles Supreme Tribunal as provided in this Philippine Eagles Constitution and such other Eagles grievance tribunal committees in the Region or Eagles Club, as it may deem necessary.
