# CABIN CREW OPERATIONS MANUAL ## SUPPLEMENTARY PROCEDURES # Chapter 2 - SUPPLEMENTARY PROCEDURES ## 2.1 Persons On Board, Supernumeraries ### 2.1.1 Passenger A passenger is a person that is transported on board an aircraft by an operator, mostly for commercial purposes, who is not: - an operating crew member - a supernumerary Non-operating crew members, such as DHC, resting crew, etc., company employees and employee dependents occupying passenger seats or J/S on passenger flights are considered as passengers from point of view of safety briefings, safety procedures and weight and balance. They shall not: - be confused by the passengers with operating cabin crew members (to prevent confusion by passengers and undue expectations in case of emergency, DHC should not wear, or should at least make invisible to passengers, parts of the operator's uniform, such as main jacket or crew signs or badges that might identify them as members) - occupy required operating cabin crew assigned stations, they can occupy just an available J/S in the passenger cabin (for more details see Chapter 1 - 1.9.4. Use of Crew Seats) **Note:** DHC is a crew in duty transferred from place to place at the behest of Smartwings. DHC is transported on a passenger seat if the situation allows. If required, DHC is transported on J/S and in such a case crew member has no right to refuse the transportation. ### 2.1.2 Supernumerary Supernumerary is a person in addition to the Basic and Extra Crew that is on board. This person is not classified as a passenger by Smartwings or the Authority. **Note**: If personnel or crew members other than operating cabin crew members carry out duties in a passenger compartment, they shall not perform tasks or wear a uniform in such a way that might identify them as members of the operating cabin crew. ## 2.2 Special Categories of Passengers (SCPs) Passengers requiring individual attention during boarding, disembarking, passenger briefing, during the flight and emergency situations and during ground handling, which is not normally provided to other passengers, such as passengers travelling with infants, unaccompanied minors, physically disabled passengers, passengers with disabilities of upper/lower/both upper and lower limbs, visually impaired passengers, passengers with assistance dogs and stretcher occupants. For more details and limits refer to G-MN-18 GOM, Chapter 1.4 SCP) SCC specifies who will be responsible for pre-flight briefing of the particular SCP. **Note**: The number of sick passengers/with reduced mobility shall not exceed the number of PAX capable to assist them in case of emergency. If this condition cannot be met, additional CC will be assigned to the crew to assist the SCPs in the interest of their safety. **Note**: According to IATA GOM the term PWD (Passenger with disabilities) is used as the official code for the type of assistance. For details refer to G-MN-18, GOM, Chapter 1.4.4). However, the term PRM (Persons with reduced mobility) - used in this chapter and in EU regulations - describes one category of SCP. ### 2.2.1 Infants (INF) An infant is defined as a passenger under the age of 2 years. Infants shall not be seated in a seat row leading to an emergency exit. ### 2.2.1.1 Child Restraint Devices (CRD) Before take off CCMs shall distribute the infant seat belts to the passengers travelling with the infants and assist with installation of specific child restraint devices (CRD). It is responsibility of the following CCMs: - B737-800/MAX8/900*: 1R (front cabin) and 2R (aft cabin); (B 737-900: 4R assists only) - B737-700*: 2R (front cabin) and 2L (aft cabin) - A220*: 4R (front cabin) and 4LA (aft cabin) - A320*: 1R (front cabin) and 4R (aft cabin) *PROCEDURES FOR B737-MAX8, 700, 900; A220; A320 ARE NOT APPLICABLE FOR TVQ The CRD shall not be used in an emergency exit row or where baggage restrictions apply and only one CARES harness is permitted per set of three seats. #### 2.2.1.1.1 Infant Seat Belts CC shall give instructions to the parent or guardian on how and when to use the seatbelt. The infant seat belts are to be used during take off, landing and during flight whenever FSB signs are on. They are to be collected and put back in the pouches by 1R and 2R (B737-800/MAX8/900) or 2R and 2L (B 737-700) after PAX disembarkation. #### 2.2.1.1.2 Child Seats The use of the CHILD SEATS is acceptable if: - Child seat is installed properly on the respective aircraft seat - An aircraft seat for child seat has been purchased before the flight - Child seat is fixed by use of 2-point seat belts and it shall remain secured during the whole flight The following child seats are considered acceptable. 1. Child seats approved for use in motor vehicles on the basis of the technical standard specified in (a). The child seat must be also approved for use in aircraft on the basis of the technical standard specified in (b): - UN standard ECE R44-04 (or 03), or ECE R129 bearing the respective “ECE R” label and - German "Qualification Procedure for Child Restraint Systems for Use in Aircraft (TÜV/958-01/2001) bearing the label “FOR USE IN AIRCRAFT” 2. Child seats approved for use in motor vehicles and aircraft according to Canadian CMVSS 213/213.1 3. Child seats approved for use in motor vehicles and aircraft according to US FMVSS No. 213 and bearing one or two labels displaying the following two sentences: - „THIS CHILD RESTRAINT SYSTEM CONFORMS TO ALL APPLICABLE FEDERAL MOTOR VEHICLE SAFETY STANDARDS", and - In red letters „THIS RESTRAINT IS CERTIFIED FOR USE IN MOTOR VEHICLES AND AIRCRAFT " 4. Child seats approved for use in motor vehicles and aircraft according to Australia/New Zealand's technical standard AS/NZS 1754:2013 bearing the green part on the label displaying "FOR USE IN AIRCRAFT " #### 2.2.1.1.2.1 Cabin Crew Procedures 1. Verify if the car seat is approved for use on board 2. Make sure that car seat allocation restrictions are followed 3. Conduct a visual check of correct installation before take off and landing 4. CC informs CPT if CRD is visibly damaged, does not fit into the passenger seat, is certified with 3-point seat belt only or if there is any doubt on safe installation or use. CC then act upon CPT's decision. #### 2.2.1.1.2.2 The Main Types of CRDS 1. **REARWARD-FACING BABY SEATS** - Group 0: for babies up to 10 kgs (22 lbs) roughly from birth to 6-9 months, or Group 0+: for babies up to 13kg (29lbs) roughly from birth to 12-15 months. - Rearward-facing seats provide greater protection for the baby's head, neck and spine than forward-facing seats. (Group 0 baby seats are no longer produced). 2. **FORWARD-FACING CHILD SEAT** - Group 1: for children weighing 9-18 kgs (20-40 lbs) roughly from 9 months - 4 years. - Once a child has outgrown a rearward facing seat, the best option is to use a seat with an integral harness; the large area of the harness helps to reduce the risk of injury if there is a crash. The bottom attachment between the legs will also prevent the child from sliding under, and out of the harness. #### 2.2.1.1.2.3 Location of CRDs 1. Forward facing CRDs may be installed on both forward and rearward facing passenger seats but only when fitted in the same direction as the passenger seat on which they are positioned. 2. Rearward facing CRDs shall ONLY be installed on forward facing passenger seats. 3. The preferred location of CRDs is a window passenger seat. #### 2.2.1.1.3 AMSAFE CARES HARNESS The AMSAFE CARES Harness is a full body harness used in conjunction with the aircraft seatbelt. It is designed to provide additional postural support for children who are able to sit upright on their own in an aircraft seat. The harness uses an additional belt that encircles the seatback and a shoulder harness that is secured using the aircraft seatbelt. It can be used by children aged 2-4 and weighing between 10-20 kg (22-44 lbs) and whose height is 100 cm (40 inches) or less. The AMSAFE CARES harness shall not be used in an emergency exit row or where baggage restrictions apply and only one CARES harness is permitted per set of three seats. ### 2.2.1.2 Pre-flight Briefing of PAX Travelling with INF Once a passenger travelling with an infant is properly seated, CC will instruct him using Safety Instruction Card (with Infant Pre-flight Briefing) - 1R briefs PAX in the front part of the cabin and 2R in the aft part (B737 – 800/MAX8/900), on B737-700 it is the responsibility of 2R (front cabin) and 2L (aft cabin), on B737-900 4R assists only. *PROCEDURES FOR B737-MAX8, 700, 900 ARE NOT APPLICABLE FOR TVQ The accompanying person shall be informed on the following: - use of the loop belt - oxygen mask - infant life jacket, if required - infant safety BRACE position - how to evacuate **Safety Instruction Card - instructions for parents with infants** **WARNING**: For valid revision of Safety Instruction Cards refer to EFA Library. ### 2.2.2 Children of less than 12 years of age If a child travels with an accompanying adult in the same class of cabin, the child shall be seated in the same seat row segment as the accompanying adult. Where this is not possible, the child shall be seated no more than one seat row or aisle away. Evacuation methods with children over the age of two depend on the age and the size of the child. The carrying method should be the one most comfortable and natural for the parent/responsible person and the child, at the same time, providing adequate protection for the child and ensuring a fast egress from the A/C. ### 2.2.2.1 Unaccompanied Minors (UM)/MAAS Children under 6 (six) years of age (prior to reaching their sixth birthday) cannot be transported unaccompanied by an adult over 18 years. An unaccompanied minor (UM, UMNR) is a minor between 6 and 11 years of age (inclusive) and is not accompanied by an adult, who is fully capable to take care of the child during the entire trip. A passenger between 12 and 17 years of age (until 18th birthday) can be provided with the UM service when booked and confirmed. UM service must be requested and confirmed prior to acceptance. Every UM shall have UNACCOMAPNIED MINOR FORM (G-F-050) completed. For more details refer to G-MN-18 GROUND OPERATIONS MANUAL. **CC Procedure:** 1. SCC is responsible for UM 2. SCC can assign any other CC to take care of UM during flight 3. UM shall be brought on board preferably before other PAX are boarded 4. UM shall not occupy seats in emergency exits or adjacent to emergency exits 5. UM should be seated in vicinity of CC to allow for mutual communication during the flight 6. If more UMs travel – the tallest child should be seated next to the smaller UMs to help them with oxygen mask in case of decompression. If applicable, one adult should occupy the seat across the aisle. There can be 10 UMs (6,00 to 11,99 years) on board as a maximum. (Number of UM (YP) older than 11,99 years is not limited). 7. UM shall be briefed of all applicable safety features. After pre-flight safety demonstration, it is essential for CC to make sure that UM understands the safety briefing and is able to follow the safety instructions (additionally attendant call button is mentioned). 8. SCC or assigned CC shall instruct the passenger sitting next to the UM that in case of decompression he shall put on his oxygen mask first and then assist UM and that in case of emergency evacuation he is to leave the A/C together with UM. At the same time this passenger is asked to help UM with seat belt operation and calling a CC, if necessary. 9. UM shall be informed which adult will assist him with the operation of the oxygen mask and in case of evacuation, if required. 10. After landing SCC will advise the ground staff who will then sign for and take over the responsibility for the UM. **Note**. If a child and the accompanying adult travel in a different class of cabin, they shall be informed that in the event of an emergency they shall follow the instructions of the cabin crew and not try to reunite as this would slow down the evacuation. In this case a child is considered to be UM and the respective procedures are followed. ### UM PAX Pre-flight Briefing **EN**: My name is ... and I will take care of you during this flight. In a little while you will see how a seat belt is used, where you can find an oxygen mask and a life jacket and how to use it correctly. Your nearest exit is .... I will return to you before takeoff, and if you do not understand anything, do not hesitate and ask me. At any time during a flight, you can call me with this button, and in case of emergency this passenger will help you. **CZ**: Jmenuji se ... a budu se o tebe během tohoto letu starat. Za malý okamžik uvidíš, jak se používá pás, kde najdeš kyslíkovou masku a plovací vestu a jak je správně použiješ. Tvůj nejbližší východ je .... Já se k tobě ještě vrátím před startem, a pokud něčemu nebudeš nerozumět, neváhej a zeptej se mě. Kdykoliv během letu mě můžeš přivolat tímto tlačítkem a v případě nouze ti pomůže tento cestující. **SK**: Volám sa ... a budem sa o teba počas tohto letu starať. O malú chvíľku uvidíš, ako sa používa pás, kde si nájdeš kyslíkovú masku a plávaciu vestu a ako ich správne použiješ. Tvoj najbližší východ je .... Ja sa k tebe ešte vrátim pred štartom a pokiaľ niečomu nebudeš rozumieť, neváhaj a spýtaj sa ma. Kedykoľvek počas letu ma môžeš privolať týmto tlačítkom a v núdzovom prípade Ti pomôže tento cestujúci. **HU**: Z én nevem.... ezen a járaton én fogok gondoskodni rólad. Hamarosan látni fogod hogyan kell használni a biztonsági övet, hol található az oxigén álarc, a mentőmellény és hogyan kell ezeket helyesen használni. A hozzád legközelebb eső vészkijárat itt...../ott...... található. Felszállás előtt még visszajövök hozzád és ha nem értesz valamit nyugodtan kérdezz engem. Ezzel a gombbal hívhatsz engem a repülés alatt bármikor. Egy esetleges vészhelyzet esetén pedig ez az utas fog neked segíteni. **PL**: Dzień dobry Pani/Panu. To jest specjalny pas bezpieczeństwa dla dziecka. Proszę posadzić dziecko na kolanach, a pas zapiąć dookoła dziecka i zacisnąć. Następnie proszę przełoży swój pas przez pętle, zapiąć i dopasować. Maski tlenowe na wypadek dekompresji dla pani/pana oraz dziecka znajdują się w tym miejscu. Maskę należy założyć najpierw sobie, a następnie dziecku. *To jest kamizelka bezpieczeńtwa dla dziecka. Podczas demonstracji bezpieczeństwa będzie pokazane jak z niej skorzystać. Rożni się ona tym, że posiada dodatkowy pas który należy przełożyć pomiędzy nogami oraz dodatkowy sznurek służący do przywiązania dziecka do siebie. Kamizelka dziecka powinna być napełniona na pokładzie samolotu (jest mniejsza niż kamizelka dla dorosłych). Mimo tego że zdarza się to bardzo rzadko muszę równiż poinformować co robić w sytuacji awaryjnej. Przed lądowaniem awaryjnym należy przyjąć pozycję bezpieczną. Dziecko położyć na kolanach, jedna ręką zabezpieczając jego głowę, pochylić się do przodu nad dzieckiem i zabezpieczyć swoją głowę drugą ręką. Głowa dziecka powinna być skierowana w stronę okna. Najbliższe wyjście awaryjne znajduje się z przodu/z tylu. Jest wyposażone w trap bezpieczeństwa, aby bezpiecznie go użyć należy trzymać dziecko mocno przy sobie i skoczyć. (wyjścia na oknach awaryjnych - trzymać dziecko tak aby zabezpieczać głowę i szyję). **FR**: Bonjour Madame/Monsieur, Voici une ceinture de sécurité pour votre enfant. Pour l'attacher, installez le bébé sur vos genoux, passez la ceinture autour de sa taille, attachez et ajustez la. Ensuite, passez votre propre ceinture dans la boucle et attachez la. En cas de dépressurisation de la cabine, les masques à oxygène pour vous et votre enfant se trouvent ici. Mettez d'abord votre masque avant d'aider votre bébé. *Voici un gilet de sauvetage pour votre enfant. Vous verrez comment l'utiliser durant les démonstrations de sécurité. Il y a seulement quelques différences à savoir une sangle supplémentaire à passer entre les jambes et un cordon permettant de relier l'enfant à vous-même. (le gilet étant plus petit qu'un gilet pour adulte, celui-ci doit être gonflé à bord.) Bien que cela soit extrêment rare, je dois vous informer des instructions à suivre en cas d'évacuation. Avant un atterrissage d'urgence, mettez-vous en position de sécurité. Tenez le bébé contre votre poitrine avec un bras soutenant sa tête, penchez-vous au dessus de lui et protégez votre tête avec votre autre bras. La tête du bébé doit toujours se trouver côté hublot. Les issues de secours les plus proches se situent à l'avant/l'arrière de la cabine et sont équipées de toboggans. Avant d'évacuer, vous devez serrer votre bébé contre votre poitrine puis sauter. (issues d'ailes - tenez l'enfant dans vos bras pour protéger sa tête et sa nuque). "Life jacket briefing only if required" ### 2.2.3 Medical Clearance Is required in the following cases: - Heart stroke (up to 21 days from the event) - Stroke (up to 10 days from the event) - Newly born children (shall not be transported by Smartwings A/C less than 48 hours after birth, medical clearance required up to 7 days from the birth) - Decompression disease - Pneumothorax (up to 14 days from the event) - Requirement for a stretcher service. - Inability to keep upright seating position - Head Injury (up to 14 days from the event) - Fractures (except for uncomplicated fractures of limbs and fingers that occurred more than 72 hours before departure) - Plaster cast (except for plaster cast on limbs and fingers if the injury occurred more than 72 hours before departure) - Heavy vein thrombosis - Psychiatric disorder (PAP shall travel with an escort who has the adjacent seat ensured) - Any serious or acute infectious disease (incl. chickenpox) And also in the following cases: - passenger suffers from a disease that is in the carrier's opinion contagious - passenger may develop unusual behavior due to a certain illness or disability or his physical condition may have an adverse effect on the comfort of the other PAX or CC - passenger might endanger the flight safety or cause a delay - passenger would require a medical assistance, supplementary oxygen or special equipment which would keep him in an adequate health condition during the flight - passenger's health condition may deteriorate during or due to the flight Clearance will be given by the local medical service (MEDIF Form shall be filled). Smartwings may refuse to carry a passenger who needs a medical clearance for carriage unless he complies with the above stated conditions. For details and validity of MEDIF refer to current revision of G-F-057 MEDIF. SCC shall report the presence of all immobile passengers and their escorts on board to the CMD. Immobile passengers board as the first ones and are accompanied by responsible ground staff. If these passengers directly depend on crutches or a collapsible wheelchair, or use different orthopedic equipment, they may carry them on board. (Due to lack of space the wheelchair is carried in cargo compartment). After arrival at the destination, they disembark the aircraft as the last ones with the assistance of assigned ground staff. ### 2.2.3.1 Expectant Mothers Expectant mothers shall prove the possession of a medical certificate (certificate of maternity, physician's certificate, or similar document). Expectant mothers after the 34th week (for multipath pregnancy after 28th week) of pregnancy shall not be accepted by the carrier for carriage by air. If expectant mother in high stage of pregnancy is not able to prove the current week of pregnancy (holds no medical certificate), such an expectant mother shall not be accepted for carriage by air under any circumstances. ### 2.2.4 Sick Passengers When an illness is previously known before travelling, special arrangements will be made (such as the provision of therapeutic oxygen, e.g.). In this case, details will be given to the SCC (In-flight info, PIL) who will notify the cabin crew in the briefing, giving details of any special provisions that might be required, including any special seating requirements. **Note**: MEDICINE COOLING - PAX REQUEST Passenger shall inform the carrier about the necessity of cooling his own medicine in advance. Consequently, the medicine will be placed into a thermo-insulation bag before the flight and this information is provided to CC in In-flight details. However, if a passenger asks for medicine cooling after boarding without previous notice, the only possible way of helping him is to place it into a unit with cooling elements (e.g. from BOB trolley). Never store medicine in STU with ice which is reserved for pax drinks! ### 2.2.5 Persons with Reduced Mobility (PRMs) or Non Self-Reliant Persons The following definitions shall be used for categorizing PRMs: **MEDA** - medical case Passenger whose condition is impaired due to clinical cases with medical pathology in progress, being authorized by medical authorities. **Passengers with disability of both upper and lower limbs or upper limbs only** This passenger and the accompanying person shall be informed on the location of the nearest suitable exit. The person accompanying a passenger with disability of both upper and lower limbs or upper limbs is informed on the following: - to put first their own oxygen mask before fitting the PRM's oxygen in case of decompression - to help PRM with seat belt operation, if necessary - to fit the life jacket on PRM, if required **Passengers with disability of lower limbs** Passenger shall be informed on the location of the nearest suitable exit and that canes, crutches or walking sticks are not to be used in case of an emergency evacuation. **BLND** - visually impaired passenger (blind) Passenger who is visually impaired and requires assistance to embark or disembark, to move between the aircraft and the terminal, in the terminal and between arrival and departure place in the terminal. BLND person shall be instructed individually before take off (before safety demonstration). The briefing contains the description of the location of the two nearest emergency exits (number of rows) and if the time permits to walk from his seat to the exits. CC shall familiarize him with the operation of the seat and use of a safety seat belt, oxygen mask and a life jacket (using a demo-kit) and location of cabin crew call button. BLND pax shall be briefed on how to assume safety BRACE position. Safety Briefing Card in Braille is provided to the passenger (ask the person if they can read Braille; Safety Briefing Card is available on board either in ENG or CZ version; the nearest emergency exits shall be explained specifically depending on BLND seating). CC shall offer all possible assistance to BLND pax, especially during the embarkation, meal service (what is being served and where the utensils and beverage are located by describing as 10 o'clock or 3 o'clock position) and disembarkation. Always offer a blind person to take your arm, never take his arm. ### BLND PAX Pre-flight Briefing **EN**: Excuse me madam/sir, my name is ... And I am a member of the cabin crew on this flight. Let me familiarise you with the safety equipment and procedures. Let me take your arm. Here is the seatbelt buckle, this is how to close it, if you want to tighten it, just pull this strap and this is how to open it again. Should the cabin pressure drop, your oxygen mask will appear approximately here, you just have to pull the mask towards you to activate the flow of oxygen, place it over your nose and mouth, adjust the headband and continue to breathe normally. Your nearest emergency exits are rows ... in front of you/behind you, one on the left and the other on the right. Your life jacket is located under your seat. I will show you where exactly. To use it slip your head through the opening, pass the tape around your waist, and close the buckle. To inflate your life jacket, just pull sharply these tabs. If necessary, the life jacket can be inflated by mouth using these tubes and here is a light that will switch on automatically in water, do not inflate the life jacket until outside the aircraft. In case of an emergency landing, you will have to adopt a safety position – put your hands on your head and bend over. Whenever you wish my assistance, just press this button and I will come and here is also a button for reclining the seat during the flight. Thank you for your attention. **CZ**: Dobrý den pane/ paní, jmenuji se .... a jsem palubní průvodčí na tomto letu. Dovolte mi Vás seznámit s bezpečnostními prostředky a postupy. Nyní povedu Vaši ruku. Zde je bezpečnostní pás, takto se zapíná, pokud jej chcete utáhnout, zatáhněte za tento popruh a takto se opět odpoutáte. V případě poklesu tlaku v kabině vypadne Vaše kyslíková maska přibližně zde. Jakmile přitáhnete masku k sobě, začne proudit kyslík. Nasaďte masku přes nos a ústa, upevněte popruh a klidně dýchejte. Vaše nejbližší nouzové východy jsou .... řad/y před/za Vámi, jeden východ napravo a druhý nalevo. Záchranná vesta se nachází pod Vaším sedadlem. A nyní Vám ukáži Vám kde přesně. Vesta se navléká přes hlavu, popruh obepněte kolem pasu a zapněte vpředu. Vestu nafouknete prudkým trhnutím za tyto štítky. Vestu Ize dofouknout nebo odfouknout těmito náustky. Světlo se rozsvítí ve vodě automaticky. Nenafukujte vestu uvnitř letadla, ale až po jeho opuštění. V případě nouzového přistání zaujměte bezpečnostní pozici: přilože obě ruce na temeno hlavy a předkloňte se. Pokud budete mít jakékoliv přání, stiskněte toto tlačítko a já Vám přijdu pomoci. A toto tlačítko slouží ke sklopení sedačky během letu. Děkuji za pozornost. **SK**: Prepáčte mi, pani/pán, volám sa ... a som členom palubného personálu na tomto lete. Dovoľte mi zoznámiť Vás s bezpečnostným vybavením a procedúrami. Dovoľte mi vziať Vašu ruku/rameno. Tu je spona bezpečnostného pása a takto sa zapína. Ak pás chcete utiahnúť, stačí potiahnúť tento popruh a takto sa odpútate. V prípade poklesu tlaku v kabíne sa nad Vaším sedadlom - približne tu - objaví kyslíková maska. Musíte potiahnúť masku smerom k sebe, čím aktivujete prívod kyslíka. Nasadte masku cez nos a ústa, upevnite popruh a kľudne dýchajte.
