# SAFETY & EMERGENCY PROCEDURES MANUAL ## STANDARD OPERATING PROCEDURES **Chapter:** 7 **Page:** 90 **Rev:** 32 **Date:** 31 Oct 24 ## Cabin Secure: Cabin crew shall secure their assigned area of responsibility and pass the "Cabin Secure" check as follows: * Each cabin crew shall pass the check to the galley operator for their assigned area. * During in-flight rest periods, each galley operator/deputy shall contact the SCCM/deputy and pass the check. * Galley operators shall ensure that their respective cabin is secured before passing "Cabin Secure" check to the SCCM. * Once checks are received, the SCCM/deputy shall pass the checks to the commander. * During in-flight rest period, cabin crew may be delegated to secure an area of the cabin which is different from their area of responsibility. ## 7.4.5 Post Turbulence Procedures Once turbulence has ended and the "Fasten seat belt" sign has been switched OFF, the commander is encouraged to make a PA in an effort to calm and reassure passengers or delegate the SCCM to the PA. Additionally, following a moderate or severe turbulence, the following shall be accomplished: * Cabin crew shall check passengers and flight crew for injuries and administer First Aid if necessary. * Cabin crew shall check the cabin for any damage. * SCCM shall give a cabin status report to the commander. * The commander shall report to ATC, as appropriate. * Depending on the intensity, the commander should consider ATL entry. **Chapter:** 7 **Page:** 89 **Rev:** 32 **Date:** 31 Oct 24 ## Turbulence Intensity | | Expected turbulence | Unexpected turbulence | | :----- | :------------------------------------ | :---------------------------------- | | **Moderate or Severe** | **Flight Crew** | **Flight Crew** | | | - Brief SCCM about the intensity, | - Select "Fasten seat belt" sign to ON | | | expected duration of turbulence | - Make PA "Cabin Crew be seated" | | | and time available to secure the | - If required, make a suitable PA to | | | cabin | passengers | | | - Select "Fasten seat belt" sign to | **SCCM** | | | ON | - When possible, establish | | | - If required, make a suitable PA to | communication with the flight | | | passengers | crew | | | **SCCM** | - When possible, report cabin status | | | - Brief rest of the cabin crew | to the commander | | | - Report "Cabin Secure" to | **Cabin Crew** | | | commander | - On the command "Cabin Crew be | | | **Cabin Crew** | seated" | | | - Make PA (if no automatic PA) | - Secure oneself immediately in the | | | - Suspend service | best way possible | | | - Secure cabin, lavatories, galleys | - If in the aisle with a cart, wedge it | | | and flight deck | across the aisle, apply brakes and | | | - Stow baby bassinets | secure self | | | - Open and secure curtains/rope | - When possible, make PA (if no | | | class dividers | automatic PA) | | | - Secure oneself on crew seat | - When possible, report cabin status | | | - Report "Cabin Secure" to SCCM | to SCCM | **Any time cabin crew feel unsafe or that their safety is at risk and on the command, "Cabin Crew be seated," cabin crew shall discontinue all activities and secure themselves the best way possible by:** - Taking a crew seat or passenger seat, within their immediate reach, and fasten their seat belt. - Sitting on the floor and hold on to a solid structure. - If in the aisle with a cart, hold on to the cart if possible and if safe to do so, ask adjacent passengers to assist in holding cart down. - If walking becomes impossible or poses a high risk of injury, the SCCM may initiate the PA for crew to be seated, cabin crew shall use the PA to instruct passengers to sit down and fasten their seat belts instead of walking through the cabin to check for compliance. - Seat belt compliance includes securing of all infants. - Lavatories are not to be locked after checking these have been vacated. - As much as possible, galleys shall be kept tidy and loose items secured. - In the event of moderate or severe turbulence, cabin crew may only resume duties when the "Fasten seat belt" sign is switched OFF or when released by the commander. - If moderate or severe turbulence persists while descent has been initiated, cabin crew shall remain seated. In this case, the flight crew shall verify the cabin conditions with the SCCM before landing. The SCCM shall immediately advise the flight crew if the cabin and galleys are not secured for landing. **Chapter:** 7 **Page:** 88 **Rev:** 32 **Date:** 31 Oct 24 **commander's discretion. At any time, he may opt to switch it ON yet release the cabin crew to continue their duties.** **In unexpected encounters of turbulence, cabin crew should not wait for the flight crew to turn the "Fasten seat belt" sign ON. If conditions dictate, cabin crew should make PAs instructing passengers to return to their seats and fasten seat belts. The SCCM or any cabin crew should then request the flight crew to turn the "Fasten seat belt" sign ON.** **Cabin crew shall make periodic announcements if passengers do not comply with the "Fasten seat belt" sign when illuminated.** ## 7.4.4 Crew Procedures | | Expected turbulence | Unexpected turbulence | | :----- | :------------------------------------ | :---------------------------------- | | **Light** | **Flight Crew** | **Flight Crew** | | | - Notify SCCM | - Select "Fasten seat belt" sign to | | | - Select "Fasten seat belt" sign to | ON at commander's discretion | | | ON at commander's discretion | **SCCM** | | | **SCCM** | - When possible, establish | | | - Brief rest of the cabin crew | communication with the flight | | | - Report "Cabin Secure" to | crew | | | commander | - Report "Cabin Secure" to the | | | **Cabin Crew** | commander | | | - Make PA (if no automatic PA) | **Cabin Crew** | | | - Verify passengers' compliance with | - Make PA (if no automatic PA) | | | seat belt sign | - Verify passengers' compliance with | | | - Verify infant/children are secure | seat belt sign | | | - Continue service with caution | - Verify infant/children are secure | | | | - Continue service with caution | **7:56 PM Sun 8 Dec** ## Safety & Emergency Procedures Manual (SEPM) ## STANDARD OPERATING PROCEDURES **Rev:** 32 **Date** 386 of 1315 **b. Moderate turbulence** Turbulence that is of a greater intensity than light turbulence where changes in altitude, attitude and airspeed occur, but the aircraft remains in positive control at all times. Occupants feel definite strain against seat belts. Unsecured objects may be dislodged. Liquids may splash out of cups. Food service and walking are difficult. **c. Severe turbulence** Turbulence that causes large, abrupt changes in altitude and/or attitude. It usually causes large variations in indicated airspeed, and aircraft may be momentarily out of control. Occupants are forced violently against seat belts. Unsecured objects are tossed about or lifted from the floor. Food service and walking are impossible. Clear Air Turbulence (CAT) is not an intensity measure, rather a type of turbulence that occurs in various intensities, in clear air, clear of clouds and therefore usually without warnings. A variety of conditions/reactions may occur, depending on the severity of clear air turbulence. ## 7.4.2 Communication and Coordination To ensure effective communication between flight and cabin crew during turbulence, the following actions shall be taken: - The commander shall include any expected turbulence during his preflight briefing. This will allow the SCCM to plan possible service modifications. - When turbulence is expected, relevant procedures should be discussed between the cabin crew during the preflight briefing. - In-flight, the commander shall notify the cabin crew as early as possible prior to encountering turbulence. - When the "Fasten seat belt" sign is illuminated, cabin crew shall make appropriate announcement to passengers, if PA does not activate automatically. Communication between flight crew and cabin crew is critical and shall flow two ways. In-flight, the commander shall communicate to the SCCM any time turbulence is expected. The SCCM shall communicate this information to the other cabin crew. Cabin crew shall then prepare themselves according to the level of intensity anticipated. When the level of turbulence so requires, and in the absence of any instructions from the flight crew, the SCCM should discontinue non-safety-related duties, advise the flight crew of the level of turbulence being experienced and the need for the "Fasten seat belt" sign to be switched on. This should be followed by the cabin crew securing the passenger cabin and other relevant areas. Any time information is passed to the cabin crew that turbulence is expected, the cabin crew shall clear the flight deck from any loose items, secure the cabin, lavatories and galleys. During in-flight rest period, cabin crew may be delegated to secure an area of the cabin which is different from their area of responsibility. Once "Cabin Secure" checks are received from all areas, the SCCM or deputy shall pass the "Cabin Secure" to the commander. If a reasonable amount of time has elapsed with no turbulence and the "Fasten seat belt" sign remains illuminated, the SCCM should initiate contact with the flight crew via the flight interphone in order to determine if it is safe to resume duties. ## 7.4.3 Passenger Briefing During the welcome PA, it is recommended that the commander advises passengers to keep their seat belts fastened during the entire flight whilst seated. Cabin crew should re-enforce the commander's brief regarding continued use of seat belts throughout the duration of the flight whilst seated. The use of the "Fasten seat belt" sign is the ## 7.4 Turbulence (Ref: OM-A 8.3.8.3) Turbulence is the result of atmospheric or environmental effects creating fluctuations in aircraft altitude and/or air speed. Enroute turbulence can occur at any time and at any altitude. Turbulence can be expected or it can be sudden and unexpected, intensity can vary and is relative to location of the occupants in the aircraft. Generally, the rear of the aircraft will experience greater turbulence intensity than the front. ## 7.4.1 Turbulence Intensity Turbulence intensity is divided into three categories based on the reaction of the aircraft as well as the reaction inside the aircraft. **a. Light turbulence** Turbulence that momentarily causes slight changes in altitude and/or attitude or a slight bumpiness. Occupants may feel a slight strain against seat belts. Unsecured objects may be displaced slightly. Liquids will shake but not splash out of cups. Food service and walking are possible with little difficulty.
