Security awareness — Provides an awareness of security risks associated with hazardous materials transportation and methods designed to enhance transportation security. This training must also include a component covering how to recognize and respond to possible security threats. 5. In-depth security — Each hazmat employee of a company that is required to have a security plan must be trained on the security plan and its implementation if they handle materials covered by the plan, perform a function related to the materials covered by the plan, or are responsible for implementing the plan. This training must include company security objectives, organiza- tional security structure, specific security procedures, specific security duties and responsibilities for each employee, and specific actions to be taken in the event of a security breach. 6. Driver training — Drivers who operate a motor vehicle must also be trained in the applicable requirements and procedures necessary for the safe operation of that motor vehicle. Driver training must include the following: o Pre-trip safety inspection; o Use of vehicle controls and equipment; o Operation of vehicle; o Procedures for maneuvering tunnels, bridges, and railroad crossings; o Requirements pertaining to attendance of vehicles, parking, smoking, routing, and incident reporting; and o Loading and unloading of materials. Moreover, each person who operates a cargo tank or a vehicle with an attached tank or tanks with an individual capacity of 119 gallons or more and that has an aggregate capacity of 1,0004 gallons must possess a tank vehicle endorsement on their CDL. Tanker endorsements require a driver to demonstrate knowledge of: 1) Operation of emergency control features of the cargo tank or portable tank; 2) Special vehicle handling characteristics, including: high center of gravity, fluid-load subject to surge, effects of fluid-load surge on braking, characteristic differences in stability among baffled, 56
