Standard Operating Procedure Lehigh Acres Fire Control and Rescue District Supplemental Manual 500 Additional Resource Request 500.1 PURPOSE AND SCOPE: The purpose of this county-wide standard operating procedure (SOP) is to provide for a standardized approach for requesting additional resources for a given incident when the initial resources assigned are not sufficient to bring the situation under control. This SOP will address 2nd through 4th Alarms. 500.2 GENERAL: (a) In June of 2011 Lee Control along with Lee County Fire Chief’s Association implemented the Fire Pro QA program that utilizes a standardized approach to categorize incident types and established a standardized approach for resource response based upon the incident. This SOP will address additional resource standardized response when the initial (1st) alarm assignment is not sufficient. 500.3 DEFINITIONS: (a) Alarm – is a request for a predefined level of additional resources. (b) Single Resource Requests – The closest unit of a specific type. i.e. (Engine, Tender) (c) Special Resource Request – A specific Type of Equipment i.e. (Cascade, Light, SRU) (d) Area Command – Pre-designated members of the regional IMT Team that report to the EOC and address resource response and coverage. (e) Strike Team – 5 pieces of equipment of the same type, with a leader and common communications. (f) Taskforce – 5 pieces of equipment of different types, with a leader and common communications. (g) Rural Area – Any area that is remote in nature and is not serviced by a municipal water supply system. (h) MAC – Minimal Acceptable Coverage levels for a given agency. 500.4 PROCEDURE: (a) Incidents will be dispatched based upon unit recommendation through Lee Control for the incident type determined. (b) Upon arrival the 1st unit on scene will give a size-up report and establish command. (c) If additional resources are need for an incident, the Incident Commander will need to determine if a Single or Special resource is needed, or if additional alarms are required. 500.5 ADDITIONAL ALARMS: (a) 2nd Alarm – Will be a repeat of initial response. (c) 4th Alarm – Will be (2) Engines, 1 Ladder/Truck Rural- (2) Engines. 500.6 JUMPING ALARMS: (a) (1st to 3rd) will respond the equipment defined in all of the alarms covered. (b) Once a 2nd Alarm has been requested, or two additional single resource mutual-aid units above the initial response, Lee Control will advise all Command Staff Officers through the FD All Command page. 500.7 EXCEPTIONS: (a) Gas Leak/Odor – 2nd Alarm – (2) Engines (1) Ladder Rural- (2) Engines (2) Tenders. (b) Rural Structure Fires – 2nd Alarm – (2) Tenders instead of (1). 500.8 BRUSH FIRES: (a) The current system in place with the Strike Team / Taskforce concept will be maintained for additional resource requests. And all current policies regarding responses will be adhered to. 500.9 MAC (MINIMUM ACCEPTABLE COVERAGE): (a) Minimum acceptable coverage levels have been established by jurisdictions through Lee Control. Agency coverage can be requested by an Incident Commander or automatically by Lee Control based upon call type and initial size-up report. Once Area Command is established, then regional coverage will be initiated through Area Command. 1. Incident Commanders that request a MAC for their prospective agency will contact Lee Control and advise Dispatch to activate their MAC. Dispatch will then locate the closest resource type(s) as identified by that agency and a location for them to report. Example: (Engine 61 move-up for stand-by to Station 74). 2. Dispatch will provide a prompt for Incident Commanders on certain incidents when providing a 10-minute notification and ask the Incident Commander if he/ she wishes to activate their MAC. The Incident Commander may or may not activate based upon the current actions of a given incident. 3. Incident types that would receive a 10-minute notification and prompt for MAC activation is as follows: Aircraft Emergencies, Explosion, Haz-Mat, prolonged vehicle extrications, Brush Fires, Structure Fires, Train and Rail Fires. Additionally, if a given agency is experiencing multiple calls of different types and multiple units are busy, dispatch may ask the shift commander or chief officer if a MAC is needed. 4.
