15. Additional Resource Request

Standard Operating Procedure for Requesting Additional Resources in Lehigh Acres Fire Control and Rescue District

• The purpose of the SOP is to provide a standardized approach for requesting additional resources for a given incident when the initial resources assigned are not sufficient to bring the situation under control.
• The SOP will address 2nd through 4th alarms and will be dispatched based upon unit recommendation through Lee Control for the incident type determined.
• The Lee Control and Lee County Fire Chief’s Association implemented the Fire Pro QA program that utilizes a standardized approach to categorize incident types and established a standardized approach for resource response based upon the incident.
• The SOP defines different types of requests: alarm, single resource requests, special resource requests, area command, strike team, taskforce, rural area, and MAC (Minimal Acceptable Coverage levels).
• The Incident Commander will need to determine if a Single or Special resource is needed, or if additional alarms are required when additional resources are needed for an incident.
• The 2nd alarm will be a repeat of the initial response, while the 3rd and 4th alarms will be composed of different equipment combinations.
• Jumping alarms occur when the 1st to 3rd alarms respond with the equipment defined in all of the alarms covered.
• Gas Leak/Odor requests a 2nd alarm with two engines and one ladder, while rural structure fires require two tenders instead of one on the 2nd alarm.
• The current system in place with the Strike Team / Taskforce concept will be maintained for additional resource requests for brush fires.
• Minimum acceptable coverage levels have been established by jurisdictions through Lee Control. Agency coverage can be requested by an Incident Commander or automatically by Lee Control based upon call type and initial size-up report.
• Incident types that would receive a 10-minute notification and prompt for MAC activation include Aircraft Emergencies, Explosion, Haz-Mat, prolonged vehicle extrications, Brush Fires, Structure Fires, Train and Rail Fires.
• Anytime an additional alarm is requested, a MAC will be activated automatically, while Incident Commander or Chief Officers can also request a MAC at any time they feel the need is warranted.
