| TT ® Chapter Eleven Democracy Introduction In this chapter, you will learn about the importance of democracy to the wellbeing of society, functions of political parties, significance of political tolerance, and the constitution of the United Republic of Tanzania. The meaning of democracy Democracy is a form of government that draws its legitimacy from the people and functions for the people. This system considers the decisions of the majority as a guide to government policy and decision. It is worth noting that the idea of “people” does not include everybody. The people referred to are those who are 18 years old and above. It should be born in mind that children under 18 years, prisoners, and those who are mentally ill have no legal right to vote. Significance of democracy Democracy has the following advantages: First, it emphasizes the provision of human rights. It demands truth and transparency. A democratic government is transparent. It involves citizens in its plans and activities. In addition, it obeys and respects the rule of law. In this regard, all citizens and leaders are equal before the law. For example, to punish a criminal suspect instead of taking him or her to security organs is considered to be taking the law into somebody’s own hands. The second advantage of democracy is freedom. There are so many types of freedom in which people benefit from having a democratic government. This means that, in a democratic government, leaders become responsible to citizens by providing public services according to their positions. Citizens become responsible to their government by paying appropriate tax and by participating in development activities. In ademocratic government, power is divided among three pillars, namely the judiciary, the legislature, and the executive. This division of power is crucial for smooth running of the government. In democracy, there is also political tolerance. This means respecting the opinions of others even if you disagree with them. Tolerance leads to peace, harmony and stability in any country.
