Standard Operating Guideline (SOG) Hazardous Materials Team Response Configuration Effective Date: 12/05/1989 Procedure Number 04-13 A Revised Date: 04/30/2024 Number of Pages 2 1. Purpose: To establish consistent response configurations for the Hazardous Materials Team 2. Responsibility: All Fire Department personnel. 3. Process: It is the intention of the Salt Lake City Fire Department to have a functioning Hazardous Materials Response Team. The team will be located at two separate Stations within Salt Lake City: Station 10 will comprise Engine 10 and HazMat 10. Station 14 will comprise Engine 14, HazMat 14, and Special Ops 14. Minimum total daily staffing of the HazMat team shall consist of at least seven (7) currently trained and certified HazMat Technicians. Due to the unique nature of hazardous materials incidents, situations can and do arise that may require a modification in the apparatus response configuration of the HazMat team. HazMat unit designations are as follows: A. Engines shall retain the designation as Engine 10 or Engine 14. B. The HazMat Units will be designated individually as HazMat 10 or HazMat 14. C. The Special Operations Unit will be designated individually as Special Ops 14. D. Any configuration of the above units together shall be known as the HazMat Company. Non-Hazardous Materials Emergency Response A. When any unit at either of the designated HazMat Station is dispatched to any emergency call excluding HazMat Incidents, the crews shall respond from quarters or on the air in their respective engines unless otherwise requested. B. When conducting business inside of their assigned medical district, the crew shall travel in their respective engine. On the rare occasion that this is deemed inappropriate, the HazMat Officer shall notify the Dispatch Center and their respective Battalion Chief. C. When conducting business outside of their assigned medical district, the crew shall have the option to travel in HazMat 10 or HazMat 14 to facilitate a more rapid response to a HazMat call. When this is the case, the HazMat Officer shall notify the Dispatch Center and their respective Battalion Chief. Hazardous Materials Emergency Response A. When any unit at either of the designated HazMat Stations is dispatched to a Hazardous Materials Incident, the dispatched crew shall respond from quarters in their respective HazMat unit. Company 14 may also respond with Special Ops 14 depending on incident details. B. If either crew is on the air in district with their engine and they are dispatched on a HazMat call, they shall respond with the phrase, “En-route but delayed for apparatus exchange” and shall retrieve their HazMat apparatus prior to responding. The Captain of the HazMat crew retains the discretion to proceed directly to the scene of the HazMat call if they have the necessary equipment to mitigate the 04-21A HRT Response Configuration SOG, Page 1 of 2 emergency or if another properly equipped HazMat apparatus is en-route. C. All hazardous materials responses within Salt Lake City limits, regardless of Station District, will precipitate the response of one or both HazMat Companies. The officer of the Engine/Truck companies on the scene requesting assistance from a HazMat response will retain command of the scene. It is not necessary (or even recommended) that overall Incident Command be transferred to the HazMat Officer. D. All hazardous materials responses within the boundaries of Salt Lake County, but outside Salt Lake City limits, shall result in the response of one or both HazMat companies. The appropriate District Battalion Chief shall be notified by the HazMat Officer that one or both HazMat crews are leaving the City. The District Battalion Chief may respond with the HazMat units at their discretion and/or at the request of the HazMat Company Officer. E. All requests for the HazMat Team’s assistance outside of Salt Lake County without a mutual-aid agreement with the SLCFD will require the permission of the Mayor’s Office. The Chief of the Department, or designee will request permission from the Mayor’s Office. Both District Battalion Chiefs shall be notified by the Dispatch Center that one or both HazMat teams are leaving the County, and Battalion Chief shall respond with the HazMat Team. 04-21A HRT Response Configuration SOG, Page 2 of 2
