Sexual Harassment

• Quid Pro Quo: Occurs when a supervisor demands sexual favors in exchange for job benefits (promotions, raises, etc.) or threatens adverse actions (demotion, termination) for refusal.
• Hostile Work Environment: Sexual harassment so severe or pervasive it creates an intimidating, offensive, or hostile work environment altering employment conditions. This can be done by anyone in the workplace.

Inmate Armband Colors

• Blue: General population
• Orange: Work Release
• Red: High Risk/Escort
• Green: Inmate Work Program
• Yellow: Medical, suicidal, mentally/physically impaired, or with disabilities/escort

Evacuation Routes

• Option 1 (Primary): Use the main stairway to the upper level, proceeding to the arraignment room. Classification and Housing Movement Officers assist with inmate movement, security, and control.
• Option 2 (Secondary): Use the sally port if the primary route is blocked. Inmates stay in the sally port until staff can move them to the loading dock and upper level corridor to the arraignment room.
• Option 3 (Tertiary): Use the Bonds Division corridor to the underground parking garage, out to the perimeter, then back into the main corridor to the arraignment room. Inmates are moved through the Bonds corridor and escorted to the outside secured perimeter before re-entering.

Searches

• Off-site Workers: Inmates returning from off-site work will be strip searched according to facility procedures.
• On-site Workers: Inmates returning from on-site work will be pat searched by the pod officer.

Off-Site Holding Facilities

• Myers Park and Collin County Service Center are temporary off-site holding facilities prioritized in case of evacuation. These facilities can house the entire detention center population.

Temperature Control

• Occupiable areas should maintain temperatures between 65°F and 85°F.

Non-Responsive Inmate

• Discovery: Staff immediately notifies Building Control with the location and nature of the emergency.
• Response: Building Control calls medical staff, Housing Floor Officers, and emergency services.
• Hanging Incident: Staff cuts the hanging material, lowers the inmate, and begins revival efforts until the arrival of medical personnel. The material is cut as high as possible about the knot.
• Security: Area is secured to prevent intrusion. The initial staff member will not leave the scene without a supervisor.
