Section 300 - Strategic and Tactical Considerations
300.7 Response to Fire Alarm System Activation
- TFD responds to residential fire alarms in non-emergency mode unless there are indications of a fire.
- If the occupant is not home and cannot be contacted, consider:
- Checking with neighbors who may have a key.
- Performing a 360° survey of the house to inspect windows and doors.
- Not forcing entry to investigate if no indicators are present.
- If the occupant is not home and cannot be contacted, consider:
- TFD responds to business fire alarms by verifying a property representative is on scene.
- If no representative is present, request one from the alarm company and include this information in the second dispatch.
- Perform a 360° survey of the building if no representative is present.
- When responding to a building with a water flow alarm or multiple trips on the alarm panel, survey the inside of the building.
- If a company repeatedly responds to alarm system activations in a structure, the company officer will request a code enforcement officer to address the situation.

300.8 Public Service/Community Considerations
300.8.1 Non-Emergency Response Policy
- TFD responds without lights and sirens, obeying all traffic laws, when it has been determined that a true emergency does not exist.
- The FAO has an index of call types that have been coded as non-emergency responses.
- Officers have the authority to determine if a call warrants an emergency or non-emergency response based on available information.
300.8.2 Access Into Locked Vehicles (Rescue)
- TFD will only attempt to unlock a vehicle door if an emergency exists, such as a situation that will likely result in significant property damage, serious injury, or death.
- The company officer may attempt to unlock a vehicle door or break a side window glass if an emergency exists.
- Avoid breaking the wing window as it usually costs more to replace.
- Inform the owner or operator that the fire department will not be liable for damage to the vehicle door, door locks, window operators, or windows.
- Request law enforcement if a fire company unlocks or breaks a window glass in the absence of a property owner or vehicle operator.
300.8.3 Assist TPD
- TFD may assist TPD with forcible entry, access to upper levels, and ventilation, but not at the risk of firefighter health and safety.
- Loan equipment to TPD or show them how to use it in a safe area, rather than allowing them to use it in a hazardous area.
- Do not apply water to groups of irate/disturbed citizens, nor loan hoses for such purposes.
- Maintain situational awareness and do not allow TFD members to work in the "danger" or "kill" zone.
300.8.4 Assist Citizen/Motorist Assist
- TFD units will assist citizens and stranded motorists to the extent they are capable.
- Often, assistance only requires pushing a car out of an intersection to a safe location, changing a flat tire, or taking a citizen to a phone.
- Provide traffic safety in the same manner as for an MVC on the same road.
300.8.5 Responding to Incidents Involving Animals
- Definition: An animal is any living creature, except human beings, and includes mammals, birds, reptiles, fish, and amphibians.
- Information relating to animals within the City of Tulsa can be found in Title 2 of the Municipal Ordinances.
300.8.5.1 Animal Control Officer Response
- The animal shelter is available from 08:00 - 18:00 hrs. Monday through Saturday for abandoned animal drop-off.
- TFD units may call for Animal Control directly by request through the FAO.
- Animal Control Officers (ACOs) are on duty from 09:00 to 17:30 hrs. Monday through Friday and respond to:
- Animal cruelty
- Animal bites
- Livestock on the roadway
- Injured animals
- Animals preventing safe passage of the public
300.8.5.2 Care and Treatment of Injured Animals
- Approach injured animals with caution and wear appropriate protective clothing.
- Treat animals similarly to human patients, controlling bleeding and maintaining body temperature.
- Use Pet Recovery 02 Masks to provide supplemental oxygen to rescued animals.
- Connect 02 tubing to the oxygen supply
- Seal the mask over the animal's mouth and nose
- Set an appropriate flow rate for the animal (1-7 lpm)
- Reuse Pet Recovery 02 Masks by cleaning with mild soap and water, and drying after use.
