Multiple Alarms Standard Operating Guideline
- Purpose: To provide guidelines for multiple alarms for Toronto Fire Services personnel.
- Responsibility: All personnel are responsible for understanding the activities during multiple alarms, acknowledging that response times may be delayed. Company Officers ensure activities of unassigned apparatus and personnel comply with guidelines. The Communications Centre District Chief supervises communications and ensures appropriate apparatus movement for coverage.
Guidelines

Communications Centre:
- During a third alarm or higher, the dispatch centre notifies fire stations, directing the alarm level.
- The District Chief of Communications directs, relocates, and repositions apparatus as needed.

Suspension of Programs:
- Programs involving apparatus and personnel that might affect response times may be suspended by the Communication Centre Officer until the situation returns to normal.
- Examples include training programs, apparatus maintenance, and hose changes/annual testing.
Notifications for Exceptional Circumstances

All notifications to TFS personnel, divisions, and outside agencies must comply with Standard Operating Guidelines and Policies.

The on-scene or responding Deputy Fire Chief will consider additional notifications such as:
- Five or more alarms
- Major hazardous materials spills
- Nuclear or biological incidents.

Specific notifications considered by on/responding Deputy Fire Chief include Fire Chief, Deputy Fire Chief - Operations, Division Commander, District Chief Special Operations, Ontario Ministry of Labour, and respective City Councillor.

The Fire Chief should be notified for incidents of fourth alarm or greater.

Other notifications of personnel or agencies not included in guidelines may also be considered.

Incident where Aircraft May Be Affected In serious multiple alarm incidents, an Incident Commander may request a Notam (Notice to Airmen) flight exclusion zone from Transport Canada. -The Commander notifies Transport Canada and the Emergency Air Operations Center.

Command Vehicle:
- Consideration should be given to additional command vehicles for all major emergencies likely to generate intense media or outside agency activity.

- Shift changes must comply with Standard Operating Guideline G-SHIF - Shift Change During and Incident.
