Study Notes

  • Standard Operating Guideline (SOG) 100-03 applies to all Emergency Operations personnel.
  • This SOG establishes procedures for response to fire alarms

Authority

  • The Fire Rescue Administrator has authority over this guideline.

Response

  • Units dispatched to an automatic fire alarm must respond Code 1.
  • Company Officers have the option of responding Code 3 based on information from the Communications Center.
  • If the Communications Center receives notification from a monitoring company about a false alarm and proper code, all responding units shall cancel.
  • Responding units shall continue Code 1 to verify if the Communications Center receives notification from a business or homeowner that there is no emergency.

Arrival

  • An arrival report must be given per SOG 210-01 Communications.
  • A check of the building for fire, smoke, or water flow must be conducted.
  • Access should be gained when the interior of the building is not readily visible from the exterior.
  • Forcible entry should be used when no key or key holder is available, and there are indications of a fire.
  • The alarm annunciator panel should be located.
  • A check should be made for activated pull stations or smoke detectors.
  • After searching the building for fire conditions, a fire alarm can be silenced.
  • A fire alarm system must NOT be reset after silencing the alarm

Water Flow Alarms

  • Units dispatched to automatic fire alarms reported as water flow alarms must respond Code 3.
  • Personnel must perform a 360-degree size up.
  • Personnel shall locate the outside risers and check the system to see if water flows.
  • If a water flow is confirmed, personnel must gain access to the interior of the structure to evaluate the cause of the alarm.

Gaining Access

  • All buildings in the county equipped with fire alarm systems must maintain building access keys in a Knox Box.
  • If a building with a fire alarm system does not have a Knox Box or it is not operating, the area inspector within Bureau of Safety Services should be advised.
  • If the proper keys are not in the Knox Box, the Company Officer should determine if a key holder can respond in a timely manner, or if there is an immediate need to force entry during an emergency or non-emergency incident.

Notification to Communication Center

  • If a building representative is present, they should be advised of the problem, turn the building over to them for appropriate action, and the Communications Center needs to be advised.
  • If no building representative is present, advise the Communications Center that the alarm has been silenced.
  • The Communications Center must notify the monitoring company to contact the building representative so that the system can be serviced.
