Rules and Regulations for Working of Trains During Total Communication Interruption on a Single Line

  • Procedure for train passing: Adopted when communications are interrupted between block stations.
  • Order of preference for communication:
    • Block instruments, track circuits or axle counters
    • Telephones attached to block instruments
    • Stations to stations fixed telephones (where available)

    • Control telephones
    • VHF sets (under special instructions)
  • Violation of communication order sequence: Is severely penalized.
  • VHF Use: As a last resort, used for "line clear" under special instructions, clarifying circumstances, duration, and method.
  • Block Instrument Defect:
    • SSE/JE (S&T) must reach the station within an hour of failure.
    • Sectional Tl or other supervisory station master attends to ensure adherence to all rules if not rectified within 3 hours.
  • Speed restrictions: 30kmph can be imposed on trains exceeding 24 hours of PLC working (with authority).
  • VHF use on specific sections: VHF sets can be the sole means of communication on specific sidings/sections where only freight trains operate.
  • Communication Methods/Systems: Using Global System of Mobile radio (GSM) instead of VHF radios is permissible.
  • Working between block stations: Instructions are for trains operating between block stations during total communication interruption.
  • Dispatching a train through affected block sections: When a train needs to be sent through the affected block section, contact with the other block station's station master must be established. The details include specific means to establish such communications and associated procedures.
  • Train operation in double lines: Precautions for introducing single-line working, and actions in failure of block instruments.
  • Officer Responsibilities & Accountability: Supervisors or officers who fail to attend to a station during such incidents can be held accountable.
  • Speed limits during total communication failures: 15 km/hour by day and 10 km/hour at night if view is obstructed for self-propelled vehicles (trains). If visibility is impaired due to thick fog/storm, a walking pace is mandatory taking care of safe distance and visibility.
  • Entering tunnels: Loco pilot / motorman/guard/Station Master must confirm tunnel is clear, and lighting requirements must be adhered to.
  • Meeting of trains: If two trains meet, the train whose destination is further away will determine the procedure for which station the train should proceed to next.
  • Station Master responsibilities: The station master is incharge of issuing instructions and arranging for line clear during disruptions (and for associated trains).
  • Returning trains/vehicles after opening communications: Procedures for returning trains or vehicles along with message formats.
  • Conditions for line clear: Necessary conditions that must be satisfied by both station masters for confirming line clear during communication failure.
  • Using VHF sets: If Global System of Mobile radio is available, VHF use for line clear purposes should not be permitted.
  • Final line clear and messages: Ensuring that line clear messages and communications are exchanged properly, to adhere to required forms, before initiating any further train operations and that all concerned personnel are correctly informed about the procedures and any updates.
