Purpose and Responsibility

  • The purpose of this guideline is to instruct Toronto Fire Services (TFS) personnel on inspecting, testing, maintaining, repairing, and wearing Self-Contained Breathing Apparatus (SCBA).
  • All personnel are responsible for properly inspecting, maintaining, and using assigned personal protective equipment including SCBA.
  • Company Officers are responsible for the safety of their crew and ensuring they are adequately equipped with respiratory protection equipment.

Guidelines

  • Each crew member aboard the apparatus shall be assigned a SCBA, and this guideline also applies to Air Line Respirators (carried on Squads).
  • All personnel expected to respond to emergency situations shall meet the criteria of the TFS Annual SCBA Certification Program.

Inspection and Test

  • Personnel shall perform daily inspections and tests on their assigned SCBA immediately upon relieving the off-duty shift, and after each use.
  • The Company Officer shall ensure SCBA inspections are carried out promptly at the beginning of each shift and after each use.
  • Spare SCBA units and RIT Kits shall be inspected daily by the Driver of the apparatus.

Inspection and Hydrostatic Testing

  • The Mechanical Division shall test all SCBA annually according to manufacturer’s published methods.

  • The Mechanical Division shall conduct inspection and testing of SCBA assigned to each apparatus, annually.

  • All MSA 4500 SCBA cylinders shall be hydrostatic tested every five years at an approved facility, and MSA 3000 confined space escape cylinders shall be hydrostatically tested every five years.

  • The Mechanical Division shall conduct the following:

    (a) Inspection and testing of SCBA assigned to each apparatus, annually.

    (b) Inspection and flow testing of personally issued SCBA facepieces, every two years.

    (c) All repairs, firmware, maintenance, investigations deemed necessary and warranty claims.

Donning

  • Personnel shall wear SCBA when entering any incident that requires respiratory protection.
  • SCBA may be donned while responding to alarms provided that safety is not compromised.
