Purpose of Fire Records Management System (RMS)

  • To record all actions performed by Toronto Fire Services (TFS) and collect statistical data required by TFS and the Ontario Fire Marshal and Emergency Management (OFMEM)

Responsibilities

  • Company Officers: complete Fire RMS Reports and/or report narratives in a timely, accurate, professional, and thorough manner before the end of the respective shift
  • District Chiefs: ensure Company Officers follow this guideline and review completed Fire RMS Reports thoroughly and expeditiously before the end of the respective shift
  • Platoon Chiefs: ensure District Chiefs adhere to this guideline

Guidelines for Fire RMS Reports

  • Must include incident number, date of the call, location of incident, and information received from TFS Communications
  • Must include times of extinguishing agent application, command establishment, "under control" transmission, command termination, and Fire Prevention and/or Fire Investigation personnel notification
  • OFMEM notified, and who attended.
  • Anything causing delay such as traffic.
  • Must include information on building construction type, physical state, use/occupancy, and observations on arrival
  • Must include comments made by neighbours and bystanders, including their name, address, telephone number, and date of birth
  • Must include names of all Incident Commanders and time assuming Command, names of Sector Officers and their assignments

Required Information in Fire RMS Report Narrative

  • Owner and occupant information
  • Weather conditions
  • Road conditions
  • Any delay in response and reasons for it
  • Conditions observed upon arrival
  • Action(s) taken to control the incident
  • Salvage or overhaul performed
  • Scene observations at the end of fire service involvement
  • Who the structure or incident was turned over to for investigation
  • Any firefighter or civilian injuries or fatalities
  • Any difficulties experienced
  • Fire watch established and times of watch and apparatus assigned
  • Estimates of loss and insurance information
  • Police attending, including time of arrival, name/badge number(s)
  • Ambulance(s) attending, including time(s) of arrival, unit numbers
