Study Notes
Spring Fire Department Response Model
- Purpose: To provide Spring Fire Department personnel with information about response protocols.
- Scope: All Spring Fire Department personnel must comply with these procedures.
- Review: The Fire Chief or designee must review this guideline annually.
-
Non-Staffed Station Responses: If a non-staffed station apparatus is dispatched, an automatic vehicle locator (AVL) system automatically dispatches the closest staffed apparatus as well.
- If a staffed apparatus is not dispatched, the closest staffed apparatus must respond.
- Exception: Non-staffed station medical incidents.
-
Non-Emergency Responses: Incidents deemed low acuity, responded to in a non-emergency mode.
- The officer in charge has the authority to upgrade the response based on factors like distance, traffic or call information.
-
Examples:
- Controlled Burns
- Smoke in the Area
- Fluid Spills
- Live Wires
- Transformer Fire
- Back in assignments (In-District or Out of District)
- Assist a Citizen
- Assist Law Enforcement
- Automatic Alarms (Residential or Commercial)
-
Emergency Responses: Any incident not classified as non-emergency is responded to in emergency mode.
- The officer in charge has the authority to downgrade the response based on call information.
- It's important that all in service apparatus do not add themselves to incidents to ensure availability for other emergencies.

Tanker or Booster Responses:
- Two (2) personnel from the on-duty crew respond with the Tanker/Booster.
- The remaining two (2) personnel respond with the staffed apparatus to provide manpower.
- In cases of only three (3) personnel, one (1) person can respond in the Tanker, but this is not preferred.
Heavy Utility Truck/LMTV Responses:
- Two (2) personnel from the on-duty crew respond with the HUT/LMTV.
- The preferred method is one (1) personnel from each staffed apparatus, allowing the remaining apparatus to remain with three (3) personnel.
- In cases of insufficient staffing, one (1) person can respond in the HUT/LMTV, but this is not preferred.
Utility Task Vehicle (UTV) Responses:
- Two (2) personnel from the on-duty crew or Rescue Truck respond with a Utility Vehicle towing the UTV and trailer.
- The remaining two (2) personnel respond with the staffed apparatus to provide manpower.

- In cases of only three (3) personnel, one (1) person can respond in the Utility Vehicle towing the Rescue/Evacuation Boats and trailer, but this is not preferred.
Station Medical Responses:
- The closest staffed apparatus responds to their respective station medical responses.
- Specialty staffed apparatus (Aerial/Rescue) respond to additional station medical responses for their respective station if the primary staffed apparatus is not in service.
Freeway Responses:
- The closest staffed apparatus and Heavy Utility Truck (HUT) are dispatched.
- The first arriving apparatus blocks the scene and positions itself close enough for patient care.
- The Heavy Utility Truck (HUT) stops "up-stream" from the incident and positions as an additional scene blocker.
- If staffing does not permit a HUT response, a "blocker" apparatus is dispatched to position "up-stream" as an additional scene blocker.
Mutual Aid Responses:
- When a non-staffed apparatus is dispatched, the closest staffed apparatus responds with it.
- When a staffed apparatus is dispatched, it responds as requested.
