    Southern Nevada Fire Operations: 2-in/2-out, IRIT, RIT

    • Purpose: Increase safety at emergency incidents by providing firefighter rescue before entering IDLH (Immediately Dangerous to Life and Health) atmospheres. Defines requirements for and deployment of 2-in/2-out, IRIT, and RIT.

    2-in/2-out

    • Implementation: Required at all working structure fires and incidents with potential IDLH hazards.
    • Initial Team (2-in): Officer and a firefighter initially enter.
    • Standby Team (2-out): Firefighter #2 and Engineer; act as communication bridge ("Engine XX Crew"). Both must have immediately-accessible SCBA and PPE.
    • Procedure: Company Officer establishes command, conducts thorough size-up and risk assessment. If entry is authorized, 2-in team enters, while 2-out team monitors and is ready for rescue.

    IRIT (Initial RIT)

    • Implementation: Temporary 2-person team assigned immediately to support entry into IDLH, potential IDLH or unknown atmospheres.
    • Function: Track interior crews, preparing for firefighter rescue. Requires attack line, forcible entry tools, radio, rope, and IRIT pack. Full PPE and SCBA must be immediately deployable.

    • Activation (Mayday): Triggers a sequence. RIT becomes RIT team 1, establishes search, and coordinates. Establishes a branch.
    • Tactical Objectives (prioritized): Reconnaissance, locating, packaging, removal, and treatment/transport of downed firefighters. Requires at least 3 RIT teams. A supervisor manages rotations, accountability, air supply, and work cycles of RIT teams.

    On-Deck Crew - RIT

    • Utilization: Crews assigned to on-deck positions may be utilized as RIT if needed - especially if deployment of assigned RIT is delayed. Proper RIT equipment must be readily available.

    Exceptions to 2-in/2-out/IRIT/RIT

    • Known life hazard: Immediate action is required to prevent loss of life.
    • Incipient stage fires: Fires controlled by portable extinguishers or small hose systems without needing protective clothing/breathing apparatus. (Note: All personnel must put on full PPE and SCBA, and deploy handlines before entering in any suspected structure fire, regardless of the type.)
