    Study Notes

    Missing Persons Investigations

    • A missing endangered person includes: a missing child, a missing adult younger than 26 years old, or a missing adult 26 years old or older suspected to be endangered or a victim of criminal activity.

    Silver Alert

    • A Silver Alert is for a person 60 years or older with irreversible intellectual deterioration (e.g. dementia) or, under extraordinary circumstances, a person 18-59 years old with irreversible intellectual deterioration and lack of consent, where dynamic message signs may be the only way to rescue them.

    Reporting Missing Persons

    • Florida State Statutes require law enforcement agencies to accept and file missing person reports for children and adults.
    • Reports must be entered into FCIC/NCIC within 2 hours of receiving the report.

    Investigation Procedures

    • If a missing person under 12 is not found within a reasonable time, a supervisor shall contact the Criminal Investigations Division On-Duty/On-Call Detective or appropriate Supervisor.
    • A supervisor shall also contact the Criminal Investigations Division On-Duty/On-Call Detective or appropriate Supervisor when there are circumstances requiring immediate additional investigation or when there is information the missing person is a victim of criminal activity.
    • If a missing person is not found within 15 days, an investigator shall obtain written consent to request dental records for inclusion in the NCIC Dental File.
    • If a missing person is not found within 30 days, the dental information shall be entered into NCIC.
    • If a missing person is not found within 90 days, an investigator shall attempt to obtain a biological specimen for DNA analysis.

Searching for Missing Persons with Dementia or Alzheimer's

    • If the missing person is not located within 30 minutes of the primary officer's arrival, the officer's supervisor shall respond to the scene to assume command of the operation.
    • The search area shall focus on populated areas within a 1-5 mile radius from where the person was last seen, increasing the circumference as needed.
    • If the person is not found within 1-6 hours, the search area shall shift to secluded/natural areas starting from the last known location and working out to a 1-mile radius.
    • Common areas where persons with Dementia are found include neighborhoods, streets, highways, convenience stores, hospitals, and businesses.
    • Natural areas where persons with Dementia may seek seclusion include woods, thick bushes, swamps, rivers, lakes, ponds, and remote fields.
    • Search dogs may be useful, but an intense foot search is often the most effective approach to finding a person with Dementia.
