    • There are three levels of personnel accountability: Unit Level, Command Level, and Enhanced Command Level.
    • Unit Level Accountability is implemented during the initial stages of incident operations, and Unit/Crew Leaders maintain crew integrity and situational awareness.

    Unit Level Accountability

    • The first arriving unit serves as the initial collection point for all Unit Riding Lists (URLs).
    • The identity and assignment of crew members are immediately reported to the IC through the appropriate supervisory levels.
    • When notified of an unaccounted member or critical life safety condition, the IC initiates appropriate emergency actions.
