Committee Formation and Membership
- Employer encourages employees to nominate representatives to the safety and health committee
- If more people are nominated than there are vacancies, a ballot is held to decide the representatives
- If not enough representatives are nominated, the employer designates the required number of people to represent employees
Committee Members' Rights
- An employer cannot penalize a committee member for being absent from regular duties while carrying out committee activities
Vacancy Filling
- A vacancy in the committee is filled by a person nominated in a similar manner to the previous member
Committee Composition
- A safety and health committee consists of:
- A chairman
- A secretary
- Representatives of the employer
- Representatives of employees
- Committee size is determined by the number of employees at the workplace:
- 100 or fewer employees: at least 2 representatives from employees and management
- More than 100 employees: at least 4 representatives from employees and management
Chairman and Secretary Appointment
- The chairman is an employer or authorized manager
- The secretary is usually the workplace safety and health officer
- If no safety and health officer is employed, the chairman or members can appoint a secretary by ballot
Meeting Convening and Quorum
- A meeting is called immediately in the event of an accident or serious incident
- A quorum is formed by the chairman, secretary, and at least half of the remaining members present
Employer's Responsibilities
- Provide a suitable location for committee meetings at the workplace
- Allow committee members to attend meetings during working hours
