Real-Time Operations Center (ROC) Policy
- The Omaha Police Department (OPD) established a Real-time Operations Center (ROC) program to enhance public safety
- The ROC aims to improve precision policing, prevent crime, respond to incidents, assist with ongoing investigations, and provide situational awareness during city events
- The ROC leverages existing and emerging technologies to efficiently process information, enhance public and officer safety, and assist in investigations
- The ROC follows best practices recommended by the National Real-Time Crime Center Association (NRTCCA)
- The ROC assists with real-time evolving situations and calls for police service
- The ROC can use city/county-owned and privately-owned cameras, ALPR, software databases, and sUAS
- All ROC operations comply with applicable federal, state, and local laws and regulations
- ROC information is strictly for law enforcement and governed by regulations, including 28 CFR Part 23
- ROC employees monitor and prioritize calls for service, evaluate information value, and disseminate information via radio, CAD, MDC apps, etc.
- ROC coordinates with on-scene command, organizes resources, and gathers information from the public, witnesses, victims, etc.
ROC Operational Priorities
- Call prioritization is determined by the Omaha Police Department and Douglas County 911 Communications Center

- Priority 1 calls receive immediate ROC support and incident investigation until no more investigation is required
- Priority 2 calls allow investigation support when available, after Priority 1 calls

- ROC employees monitor for escalations, crowds, incidents, and communicate with 911 Dispatch/command
Fusus Vault
- Fusus Vault is used for organizing and gathering digital recorded media (DRM) from investigations/operations
- OPD employees with appropriate permissions can save and create DRM in the Vault
- DRM includes video clips, images, digital communication, video streaming, videoconferencing data, etc.
- Fusus Vault uses tactical storage to temporarily store DRM; this storage is limited
- Employees must save potential evidence outside Fusus Vault due to limited retention settings
- DRM that is potentially evidentiary is transferred to a different storage location and deleted from the Fusus Vault, if possible.
- Employees without Vault permissions need assistance from CIB detectives or the ROC officer, who provides necessary information
