Aircraft Accidents

  • WC, NTSB, FAA, and the Coroner work together on the scene of an aircraft accident
  • The FBI (WC calls ARMOR, who calls FBI) takes control of the scene with weapons of mass destruction

Warrants

  • The Bureau Supervisor supervises, plans, and coordinates warrant service activities
  • The Records department are responsible for maintaining Justice and District court warrants
  • WC authorizes Amber Alerts and sending officers to help another agency
  • The Division Commander can authorize a non-commissioned employee to carry OC
  • The Division commander authorizes warrant service
  • Execute UFAP warrants through the FBI
  • Tactical Commander (SWAT LT) reports to CNT

Hazardous Materials

  • Call Public Works and FD when hazardous materials are involved
  • Homeland Security/Emergency Mgmt Liaison is responsible for updating the major emergency/disaster plan annually

Emergency Response

  • The AC is responsible for rehearsing planning responses to unusual occurrences
  • The AC is the primary advisor to the Chief on planning & response to unusual occurrences

Audits

  • The Chief directs a "special purpose audit" as needed
  • AC conducts de-briefs of major events ASAP (with assistance from IC)
  • Internal audits are line inspections conducted by first line supervisors.

Grant Opportunities

Drones

  • Operations Support Captain handles drone complaints, inquiries, and support requests
  • The remote pilot in command has sole discretion for declaring safety violations or FAA rule violations

Critical Incidents

  • IC on critical incidents is the WC, once he arrives.
  • Conduct critical incident de-briefs through the Incident Commander

Investigations

  • Investigate subjects with diplomatic immunity through the FBI
  • Investigate aircraft accidents through FFA & Nellis AFB

Supervisors

  • All department supervisors are responsible for mentoring

Drug Testing

  • The Dayshift sergeants are responsible for keeping supply of drug test kits
  • If an officer commits a procedural error with drug test kits, there is no drug testing until a 2-hour refresher course is complete

Complaints

  • Any supervisor, IAB, the City manager, DA, or FBI can take a complaint
  • All department supervisors are responsible for mentoring

Amber Alerts

  • The WC or Det Bureau Supervisor can authorize an Amber alert

Training Requests

  • Any member of Command Staff can approve a request for proxy card history
  • The captain may approve a request for free training
  • Only the Chief approves requests for training that costs money
  • AC asks Training to figure out cost workups for Training with travel

UC Operations

  • Emails to CNLV-PD are approved by AC
  • UC operations must be approved by the Division Commander

Extra Duty Employment

  • Operations Division Commanders approve extra-duty employment opportunities

Separations

  • Administer permanent separations through the City manager

The Honor Guard

  • Activate the Honor Guard through AC

  • One long blast means stop

CRB Adjudication

  • If 401 was preventable and serious, use Form 2 for CRB adjudication

Form 1 Routing

  • For preventable incidents involving non-commissioned personnel, route Form 1 to the Chief, then to HR (if formal) or Captain/AC (if not formal)
  • For preventable incidents involving commissioned personnel, route Form 1 to the Chief, then to IAB (if formal) or Captain/AC (if not formal)
  • For non-preventable incidents, route Form 1 to the employee's immediate supervisor

NV Silver Alert Activation

  • Send the 2-page NV Silver Alert Activation form to the Southern Command of NV DPS

Justice Court

  • District Court warrants can be used to book people at CCDC only

Informant Files

  • The Bureau, Narcs, and SWAT departments keep informant files

Reporting

  • Following a critical incident, provide a report to IC within 7 days, the Chief within 14 days

Handcuffing

  • The City Attorney approves Annuals
  • Obese, pregnant, and handicapped individuals can be cuffed in the front
  • The DT's Oversight Committee consists of 1 Chair, 3 members (1 alternate, chosen by Chief)

Concealed Firearms

  • A concealed firearm legally has a barrel of less than 12 inches

Attendance Watch

  • The Attendance Watch is 6 months in length

Petty Cash

  • The cap on reimbursable petty cash expeditures is $150, and an RFP for over $150

Police Tracking

  • A Police Tracking Computer is a Lojack

Street closure

  • Give power to officers to close streets during emergencies through NRS 414

Fortified Locations

  • Define fortified locations as locations with bars on doors or windows, cameras, or vicious animals

Donated Money

  • Donated money can be deposited in Fund 210

Strip Searches

  • An officer with reasonable suspicion of concealing contraband and Division Commander authorization is needed for strip searches at CCC

Body Cavity Searches

  • Warrant and approval from the Chief is needed for body cavity search
  • Doctor of nurse must be on hand at a hospital to conduct the search
  • Someone's life must be at risk for a field strip search

Sick Leave

  • First instance of calling out sick while on EDP for sick leave use results in no penalties
  • No requirement for written notice of interrogation

Citizen Complaints

  • Submit a Citizen Complaint Allegation Inquiry Form

Contingency Planning

  • Allows for a de-centralized command
  • Is a critical characteristic of any winning team

Aircraft Accidents

  • We only go if requested by FAA and help w/ evacs, protecting/assisting the public

Juvenile Court Jurisdiction

  • Juvenile Court is excluded from cases of Murder, Att Murder, SA or Att-SA w/ force (if 16+ w prior felony), Use of gun/threatened use of gun (16+), Felony result in death on school prop

Crime Victim Rights

  • Details are defined in NRS 178

  • Authorized by NRS 484B

Drug Seizures

  • Drugs seized during arrest are classified as Category I

Diplomatic Officers

  • Diplomatic officers cannot be detained for anything

  • Corrective measures for sustained informal complaints include counseling, training, and referral.

Fire Scenes
