    History of Plumbing Practice

    • Republic Act No. 1378, also known as the Plumbing Law, was signed by President Magsaysay.
    • Republic Act No. 1364, also known as the Sanitary Engineering Law, was signed by President Magsaysay.
    • Republic Act No. 6541, also known as the Building Code of the Philippines, was signed into law.
    • City Ordinance 2411, also known as the Plumbing Code for the City of Manila, was established.
    • In 1902, the plumbing trade was recognized by the government.
    • In 1935, the National Master Plumbers Association of the Philippines (NAMPAP) was registered with the Securities and Exchange Commission.
    • The first licensure examination for master plumbers was held in July 1956.

    Definitions

    • Pipe: a cylindrical conduit or conductor conforming to particular dimensions commonly known as "pipe size" and denoted by its interior diameter (I.D.).
    • Plumbing: the art and technique of installing pipes, fixtures, and other apparatuses in buildings for bringing the supply of liquids, substances, and/or ingredients and removing them, including water, liquid, and other carried wastes hazardous to health, sanitation, life, and property.
    • Plumbing Appliance: any device or equipment intended to perform a special plumbing function, which may operate automatically or manually adjusted or controlled by the user or operator.
    • Plumbing Appurtenance: a manufactured device or a prefabricated assembly or an on-the-job assembly of component parts that serves as an adjunct to the basic piping system and plumbing fixtures, and performs some useful functions in the operation, maintenance, servicing, economy, or safety of the plumbing system.
    • Plumbing Fixtures: approved-type installed receptacles, devices, or appliances supplied with water or receiving liquid or liquid-borne wastes and discharging such wastes into the drainage system to which they may be directly or indirectly connected.

    Cleanouts

    • Each horizontal drainage pipe shall be provided with a cleanout at its upper terminal and each run of piping that is more than 15 meters in total developed length shall be provided with a cleanout, and every 15-meter length or a fraction thereof.
    • Cleanouts may be omitted on horizontal drains less than 1.5 meters in length, unless such line is serving a sink or urinals, and on short horizontal drainage pipes installed at a slope of 72 degrees or less from the vertical line.
    • Additional cleanouts shall be provided on a horizontal line with an aggregate offset angle of direction exceeding 135 degrees.

    Drainage of Fixtures Located Below the Upstream Manhole or Below the Main Sewer Level

    • The minimum size of any pump discharge or any discharge pipe from a sump having a water closet connected thereto shall not be less than 50.8 mm diameter.
    • All such pumps and receiving tanks shall be automatically discharged, and when rated "public use," shall be provided with dual pumps or ejectors.

    • Domestic Sewage: liquid and water-borne wastes derived from the ordinary living processes, free from industrial wastes, and of such character that permit satisfactory disposal without special treatment.

    • Existing Work: the on-going installation of the plumbing system or any part thereof, which has been installed prior to the effectivity of the National Plumbing Code.
    • Ferrule: a metallic sleeve caulked or joined to an opening in a pipe, into which a plug is screwed, that can be removed for cleaning or examining the interior of the pipe.
    • Air Gap, Drainage: the unobstructed vertical distance through the free atmosphere between the lowest opening from any pipe, plumbing fixture, appliance, or appurtenance conveying waste to the flood level rim of the receptor.
    • Air Gap, Water Distribution: an unobstructed vertical distance through the free atmosphere between the lowest opening from any pipe or faucet conveying potable water to the flood level rim of any tank, vat, or fixture.
    • Approved Testing Agency: an organization primarily established for purposes of testing to approve standards and approved by the Administrative Authority.
    • Backflow: the flow of water or other liquids, mixtures, or substances into the distributing pipes of a potable supply of water from any source other than from its intended source.
    • Backflow Connection: a condition or any arrangement whereby reverse flow can occur.
    • Backpressure Backflow: occurs due to an increased reverse pressure above the supply pressure, which may be due to pumps, boilers, gravity, or other sources of pressure.
    • Backflow Preventer: a device or means to prevent flow of liquid from returning to the source of supply, also called a "Vacuum Breaker".
