Philippine Qualifications Framework (PQF)
- The Philippines adopts national standards and levels for outcomes in education through the PQF, as mandated by law (RA 10968, 2018).
- This framework enables individuals to move easily between different education and training sectors and labor markets.
Purpose of PQF
- Aligns international qualifications for full recognition of the value of Philippine qualifications.
- Serves as a basis for accrediting certificates and licenses recognized by the government.
The PHL Qualifications Framework
- PQF Level 6 describes the career path for baccalaureate degree programs, including teacher education degrees.
- All graduates from baccalaureate degrees are expected to exhibit outcomes described in Table 1.
PQF 6 Levels of Outcomes and Descriptors
- Knowledge, Skills, and Values (KSVD): Graduates possess a broad level of coherent knowledge and skills in their field of study for professional work (teaching) and lifelong learning.
- Application: Graduates apply professional work (teaching) in a broad range of disciplines and/or further study.
- Degree of Independence: Graduates are independent (as a teacher) and/or in terms of related fields.
Teacher Education Institutions
- Responsible for the pre-service development of teachers, these institutions must graduate students with PQF 6 qualifications.
- These institutions must also ensure that students master the PPST (Philippine Professional Standards for Teachers).
