The Philippine Qualifications Framework (PQF)

The PQF is a legal document that establishes national standards and levels for educational outcomes in the Philippines.
It aligns with the ASEAN region and was implemented through RA 10968 in 2018.
The PQF aims to facilitate transitions between different educational and training paths, as well as the labor market.
It also serves as a basis for accrediting certificates and licenses recognized by the government.
The PQF utilizes a system of levels (L1-L8) to represent different levels of education, encompassing basic education, technical education and skills development, and higher education.
Within higher education, "Diploma" is a designated level.
In technical education, "NC I...NC IV" represent different levels.
Grade 12 is a significant point within the PQF framework.

PQF 6 Level of Outcomes and Descriptors

The PQF outlines six levels of outcomes, each with a specific descriptor.
Level 6, focusing on knowledge, skills, and values, encompasses graduates' possession of a broad range of knowledge and skills in their field of study for professional work, specifically teaching, as well as lifelong learning.
Level 6 also emphasizes the application of these knowledge, skills, and values in a range of disciplinary contexts and for further study purposes.
The degree of independence expected at Level 6 is for teachers and individuals working within related fields.
Baccalaureate degrees, including teacher education degrees, are aligned with PQF Level 6.
Graduates from these programs are expected to exhibit the outcomes described in the PQF Level 6 descriptors.

Responsibility of Institutions

Teacher education institutions, responsible for teacher pre-service development, are obligated to graduate students possessing qualifications aligned with PQF Level 6.
They are also responsible for ensuring students master the Philippine Professional Standards for Teachers (PPST).
