- Directive 17 from the Philadelphia Fire Department, issued March 2022, concerns the return of departmental property.
Policy
- City property issued to members must be returned upon resignation, dismissal, suspension, or leave exceeding 30 days.
- For suspended members, the Commanding Officer collects their City property until the Fire Commissioner resolves the case.
Responsibility
- Each member must appropriately manage City property based on their rank.
Officers
- Officers must ensure City property is returned.
- At the time of a member’s retirement, resignation, dismissal, suspension or extended leave over 30 days, officers or members in charge inventory City property.
- For suspended members, the officer holds the City property until the Fire Commissioner decides the case.
- Officers prepare a Material Issue Return (MIR), excluding temporary suspensions, that lists all City property returned by the member.
- For missing items, a memorandum with the missing items and MIR number goes electronically through the chain-of-command to the Human Resources Manager at [email protected].
- Retiring members can keep their badge (cap or breast), which the officer or member in charge notes on the memorandum, but this does not apply to resignation or dismissal.
- Direct eligibility questions to the Human Resources Office.
Member
- Members must keep City property in good condition.
- Members on sick or injured leave are responsible for securing all issued departmental property.
- Members must immediately report missing, lost, or stolen City property to their officer.
- Upon retirement, resignation, dismissal, suspension, terminal leave or extended leave (over 30 days), or permanent/partial disability (service or non-service connected), members must return all City property for immediate inventory by the officer in charge.
- Failure to return property causes administrative delays.
- Upon separation/termination, members must return items f-l (listed in Section 3.1) with a completed MIR to the Safety Office immediately.
- Failure to return items properly may result in replacement charges or delayed terminal leave payments.
- Upon separation/termination, members must return items a-e (listed in Section 3.1) with a completed MIR to Human Resources at the Fire Administration Building and email a copy to their company.
- Retiring members wanting to keep their old helmet must submit a memorandum to the 1st Deputy Commissioner, Operations, with their rank, name, payroll number, company number, and platoon, stating their intent to purchase.
- If approved, the member submits a $10.00 check or money order to the City of Philadelphia, along with the approved memo copy, to the Human Resources Manager.
