- SE(C&W) examines the loaded wagon:
- Ensuring load is well secured.
- Ensuring load is within the c.c. (carrying capacity) of the wagon.
- Ensuring axle load restrictions are not exceeded.
- Checking the wagon's under gear.
- SE(C&W) issues a “fit to run” certificate for the loaded wagon, specifying the permitted route.
- SS/SM informs the Sr.DOM/DOM and the COM's office.
- Operating Branch advises the COMs of other concerned railways.
- Provisional sanction is not final. Final sanction must be obtained before dispatch.
Despatch of ODCs
-
Originating Station:
- ODC wagon is moved only after final approval from the competent authority.
- Train Clerk/SM enters the wagon number in the vehicle guidance in red ink for the Guard.
- SS/SM informs the Section Controller about the train movement.
-
Dy. Chief Controller:
- Informs adjoining Control Offices about the ODC movement.
- Ensures the consignment is moved strictly by the authorized route.
ODC Movement Restrictions
- Shunting of trains with ODCs should be minimized.
- Rough shunting with or against ODC wagons is prohibited.
- When an ODC wagon is detached, the SM and Guard are responsible for safe placement and securing of the wagon/load.
- Facility for accompanying staff for extra wagons/brake vans should be provided if necessary.
Loading Long Consignments
- Loads exceeding two trucks must be loaded onto three trucks, with the weight supported by the center truck.
- The load must be placed above the center truck floor.
Precautions for Electrified Sections
-
General Precautions:
- Overhead electric equipment is always live unless a power block is obtained from the Traction Power Controller.
- Never climb on the roof of wagons beneath overhead equipment unless it is made dead and earthed.
-
Clearance Requirements:
- No speed restriction required with ≥ 390 mm clearance.
- Speed restricted to 15 kmph with ≥ 340 mm clearance and ≤ 390 mm.
- Speed restricted to 15 kmph, overhead power switched off with < 340 mm clearance.
- No consignment with < 100 mm clearance allowed on electrified sections.
-
Staff Requirements:
- Traction Department representative accompanies all ODCs with clearance specified in (b) and (c) above.
- Traction Department representative accompanies ODCs with width > 1981 MM for BG and 1910 MM for MG, from the track center line.
-
Coordination:
- Section Controllers and Traction Power Controllers must coordinate ODC movements on electrified sections.
- A list of structures with restricted clearances and clearances under overbridges should be maintained by the Section Controllers and Traction Power Controllers.
Over Dimensional Consignment (ODC) Definition
- Consignments exceeding maximum standard moving dimensions on the entire route from booking to destination are considered ODC.
- Prior sanction is required from Zonal headquarters for any consignment exceeding the maximum dimensions.
Maximum Moving Dimensions
- Dimensions are measured from rail level at any point.
- Dimensions include lashing and packing.
- When a dummy truck is used, the maximum weight allowed is marked on each vehicle and should not be exceeded.
ODC Classification
- Class A: At least 22.86 cm clearance between consignment and minimum fixed structure.
- Class B: At least 15.24 cm but less than 22.86 cm clearance.
- Class C: Less than 15.24 cm but at least 10.16 cm clearance.
ODC Movement Sanctioning
- Within Division: DRM (Divisional Railway Manager)
- Inter Division of same Zone: COM (Chief Operating Manager)
- Inter Railway: COM of Zone and COM of concerned Railway.
- Local: Speed limits vary depending on gauge (BG: 40 km/h, MG: 25 km/h, NG: 15 km/h)
ODC Movement Restrictions
- Class A: Sectional speed, escorted day and night.
- Class B: BG: 25 km/h, MG: 25 km/h, NG: 15 km/h, escorted day and night by TXR (Technical Examiner Railway)
- Class C: BG: 25 km/h, MG: 25 km/h, NG: 15 km/h, escorted by SE (Signal and Telecom Engineer) (C&W), SE(P.Way) (Permanent Way) TI (Technical Inspector) during the day.
Net Clearance Calculation
- Allowance for lurch and bounce: 75 mm (3 inches) horizontal and 7.62 cm (3 inches) vertical.
- Additional allowances on curves:
- Lean due to super-elevation and overhang due to curvature, calculated using formulas.
- Additional lurch on curves: 38 mm.
- Vertical clearance: Top width exceeding track gauge necessitates adding the vertical tilt to the consignment height.
ODC Movement Sanctioning Procedure
- SS/SM (Station Supervisor/Senior Station Master) verifies if consignment exceeds maximum moving dimension upon booking.
- Sr.DOM (Senior Divisional Operating Manager) obtains necessary sanction for ODC.
- Application should include length, width, height, weight and a sketch of the consignment.
- Sanction communication specifies the route.
- SS/SM from originating station is responsible for route adherence and restriction compliance.
- No relaxation of restrictions is allowed.
ODC Loading
- Consignment should be carefully loaded, lashed and packed to avoid shifting enroute.
- SE(C&W) checks: load secure, within wagon capacity, axle load restrictions, under gear of the wagon.
- Sr.SE(C&W) registers measurements and provides fit-to-run certificate for the specified route.
- SS/SM notifies Sr.DOM/DOM and COM, with a copy sent to COM of other concerned railways.
- Provisional sanction is not treated as final sanction and final sanction is required before dispatching the consignment.
- SS/SM/YS/YM provides wagon details to the Control: wagon number, owning railway, wagon type, originating and destination stations, route.
- Control/Divisional office issues permission for wagon dispatch via a specific train and date.
