ORMECO Meter Testing and Charges
- The TSD, with the assistance of the ERC, conducts random annual in-service testing charges for ORMECO.
- Consumer requests for calibration are charged a service fee for the removal and re-installation of the kWh meter.
- Consumer requests for new connection meter testing are charged a corresponding service fee.
- All consumer requests for pulled-out or disconnected meters have corresponding service fees.
Meter Replacement
- Meter Readers submit reports of defective meters to their supervisors.
- The Dispatcher submits a summary of defective meters to the BMR Section Head, requesting new kWh meters as replacements.
- The BMR Section Head creates service memos for the change of meters.
- The Meter Reader is responsible for replacing defective meters and endorses them to the Billing Data Analyst for reports on salvaged meters.
- The BMRD Supervisor submits a Summary Report of Defective Meters Replaced to the Warehouse Section along with the pulled-out defective meters for the issuance of a Material Return Ticket.
Collection
- The District Supervisor and the Financial Specialist share responsibility for daily collections and deposits.
- The FSD Manager ensures the Daily Cash Position Report (DCPR) is submitted to the General Manager for monitoring and control.
- The FSD and ASD Managers are responsible for providing vaults to the Main/District Offices for secure collection storage.
- All past due accounts must be marked as "DISCONNECTED" in the Billing System, and a service fee is charged.
- Past-due accounts over one month old are strictly prohibited. Past-due accounts can be marked as "ACTIVE" only with General Manager approval of a promissory note.
- Accounts pending promissory notes are removed from the disconnection schedule.

Promissory Notes
- The Billing Section monitors consumer consumption quarterly for potential overloading and recommends action to the ASD.
- If findings indicate an uprating is needed, the consumer is required to pay a metering fee.
- If the consumer voluntarily requests an uprating, they are required to pay the fee or shoulder the uprating cost.
- Promissory Notes for MCOs are approved by selected personnel based on the following schedule:
- District Supervisor: PhP 10,000 and below, up to 3 months
- Department Manager: PhP 10,000 to PhP 30,000, from 3 months to 5 months
- General Manager: More than PhP 30,000, more than 5 months
Institutional Services Department
- Promissory notes can be issued only within the first day of account statement issuance until the end of the 48-hour extension.
- The amount paid must be equal to or greater than the amount due for the month (current bill and outstanding promissory note amount). Excess payments are deducted from the remaining outstanding power bill.
- The Meter Reader Dispatcher/ASD Foreman posts the scheduled disconnection route to the portal on the day of the disconnection.
- No promissory notes are issued during the disconnection schedule.
Process of Meter Pull-Out
- The Billing and Meter Reading Division (BMRD) generates a Monthly Report of Consumer Accounts Subject to the KWH Meter and submits it to the Consumer Accounts Division (CAD) for verification and recommendation.
- Verified accounts from the report are attached to the Service Memo and forwarded to CAD for verification and pull-out recommendation.
- The audit notes all pulled-out meters (clearance), and the area conducts the actual meter pull-out.
Salary Adjustments for Project Employees
- Project employees can have their salaries adjusted after one year of employment based on position and performance:
- Clerical Staff/Encoders: less than 10% based on Rank 7
- Driver: less than 10% based on Rank 6
- Utility/Maintenance: less than 10% based on Rank 4
- Terminated or resigned employees can claim their last cut-off salary after obtaining clearance, and HR will issue a Certificate of Employment.
Technical Services Department
- The installation of reconditioned transformers for new connections is strictly prohibited.
- Reconditioned transformers can be installed only as replacements for defective sole-used transformers, subject to approval from the Technical Services Department (TSD).
- All distribution transformers for testing require endorsement to the Warehouse Section for proper recording, along with:
- Consumer name and other details
- Photocopy of the Official Receipt or Sales Invoice of Purchase
- Warranty
- The Warehouse Section facilitates the transformer endorsement for testing.
- The TSD Special Equipment Section submits transformer test results to the TSD Manager for approval and notes from the General Manager before the Warehouse Section issues or releases the transformer.
- All transformer banking and disbanking activities require a Service Memorandum, which is handled by TSD personnel assigned to ASD, with assistance from District Office maintenance personnel if needed.
