    Study Notes

    Operations Flight Objectives

    • Primary goal: Operate, maintain, and repair Air Force real property and installed equipment (RPIE) assets.
    • Utilize standardized reporting to maximize mission success and ROI from a risk-based perspective.
    • Execute facility/infrastructure operations, maintenance, repair, materiel control, work planning, and customer service; manage service contracts and operations engineering.
    • Maintain 24/7 emergency response capability.
    • Adhere to environmental, fire, safety laws, codes, and directives.

    CEOE Structure

    • CEOE (Operations Engineering Element) is part of the Operations Flight.
    • Composed of three sections:
      • Requirements & Optimization (CEOER)
      • Service Contracts (CEOES)
      • Materiel Control (CEOEM)
    • The organizational chart (Figure 2-1) shows the CEOE's role within the Operations Flight structure.

    CEOER (Requirements & Optimization)

    • Aims to improve Operations Flight performance through proactive analysis and planning.
    • Focuses on systems performance, resource optimization, and lifecycle requirements.
    • Key functions:
      • Work Management
      • AMP/Sub-AMP Management

    CEOE Performance Maturity Model

    • Based on the Maintenance Excellence Institute's Reliability Pyramid (Figure 2-2).
    • Used as a guide for improving CEOE capabilities from Basic to Developed to Matured based on factors like leadership, staff size etc.
    • Highlights the importance of continuous improvement and maintaining progress despite personnel reductions.

    Operations Flight Resource Realities

    • Efficiency and effectiveness are crucial due to resource constraints.
    • Operations Flight serves as a caretaker and advocate for existing real property.
    • Its activities span maintenance, construction, and asset lifecycle management across several categories (acquisition, maintenance & repair, operations, recapitalization & renewal, disposal) with the main focus on the "middle three."
    • Facility management comprises 60-80% of a facility's total cost of ownership (IFMA, 2014 model).

    Managing Operations Flight Manpower

    • Effective work scheduling is vital to utilize the available manpower.
    • Employ Craftsmen Full-Time Equivalents (C-FTE) and Availability Rate (AR) to determine the deployable work hour balance.
    • This balance must support emergencies, preventative maintenance, plant operations, and other discretionary needs.

    Operations Flight Work Balance

    • Implement proactive scheduling up to a year in advance.
    • Prioritize preventive and plant operations tasks over corrective maintenance and enhancement. (Figure 2-4)
    • Carefully manage schedules to balance resources against fixed costs (e.g., PM and Plant Ops).

    CEOE Deliverables

    • CM Analysis and Planning
    • PM/PO Analysis and Programming
    • Requirements identification and prioritization
    • Support to CEN contract execution
    • Process and issue management
    • Answers core questions of where to invest and how to optimize spending.

    Work Management (WM)

    • Basic, Developing, and Matured Capability Levels are outlined.
    • Basic Level: Complies with AFIs, manages work requests, assignments, and completions.
      • Detailed weekly, monthly, quarterly and annual requirements for basic level are provided with table
    • Developing Level: Formalizes processes, includes stakeholders, and improves internal KPIs.
      • Detailed weekly, monthly, quarterly and annual requirements for developing level are provided with table
    • Matured Level: Measures against external benchmarks, provides training, prioritizes requirements.
      • Detailed weekly, monthly, quarterly and annual requirements are provided
    • Importance of focusing on safety, mission risks, and asset degradation.

    Preventive Maintenance (PM)

    • Basic, Developing, and Matured Capability Levels are outlined with monthly, quarterly, and annual requirements for each level
    • Basic Level: Complies with AFIs, manages RP/RPIE assets, and tracks completion.
    • Developing Level: Improves asset inventory, planning, and PM schedules.
    • Matured Level: Uses external benchmarks, focuses on reliability, and tracks life-cycle costs.

AMPs and Sub-AMPs (Asset Management Plans)

    • Basic Level: Uses Sub-AMPs for work prioritization and basic ROI analysis. Tracking man-hours, PM, and CM costs are important for identifying areas for improvement and resource allocation.

    • Developing Level: Includes in-depth analysis of PM and CM; formalizes integration with shop requirements to ensure alignment with investment plans and mission needs.

    • Matured Level: Fully integrates AMP/Sub-AMP into operational decisions; includes 7-year maintenance plans, and complete ROI analysis. (Figure 5-1)

    • Detailed monthly, quarterly, and annual requirements for each level are provided for AMP and Sub AMP categories

    • Focus on data analysis, risk-based approach, and long-term plans for asset management.
