Study Notes
Navy Performance Evaluation System Overview
- Officers (W2-O6) are evaluated using the FITREP system.
- Chief Petty Officers (E7-E9) receive CHIEFEVAL reports.
- Enlisted personnel (E1-E6) are assessed through EVALs.
Performance Trait Scales
- Performance traits are rated on a scale of 5 points.
- A rating of 3.0 indicates performance that meets full Navy standards.
- Grades of 1.0 must be justified in comments, along with general remarks on the remainder of the evaluation.
Promotion Recommendations
- All report types have a 5-tier promotion recommendation scale.
- Promotions for O1 and O2 pay grades cannot exceed 'Promotable'.
- Enlisted OICs of E9 and civilians at GS-9 to GS-12 can sign reports for E-5 and below, while CPOs or SCPOs can sign for E-4 and below.
Administrative Procedures
- Reports for E1-E9 can be signed by civilians at GS-13 level or higher.
- EVALs for personnel at E-6 and below require rater and senior rater signatures.
- The Chief of Naval Personnel (CNP) oversees the evaluation reports.
Types of Reports
- There are three primary types: Regular, Concurrent, and Administrative changes.
- Regular reports cover all naval service, while Concurrent reports document significant performance for additional duties.
Retention and Submission
- FITREPs and CHIEFEVALs must be retained for a minimum of 5 years.
- Commands must keep EVALs for 2 years following the report's end date.
- Members may submit record statements about their evaluations within 2 years.
Evaluation Blocks
- Numerous blocks in evaluations detail critical information, such as member identity, duty status, and period of the report.
- Key blocks are numbered and include the member's name (Block 1), grade/rate (Block 2), and reporting senior's details (Blocks 22-27).
Performance Trait Grading
- Performance traits span from 1.0 (poor) to 5.0 (exceptional).
- Grades of 1.0 lead to loss of eligibility for the Navy Good Conduct Medal.
- Significant Problems, rated at 2.0, indicate serious concerns on performance reports for enlisted personnel.
Special Considerations for Promotions
- In the context of Early Promote recommendations, different upper limits apply across various pay grades.
- Early Promote recommendations are capped at 20% for most ranks except LDO and specific grades for E1-E4 where there are no limits.
Management of Evaluation Records
- Evaluations serve as the primary basis for personnel management decisions.
- Evaluations are maintained in the Official Military Personnel File (OMPF).
- Reporting seniors must retain copies of reports and provide them to individuals if requested.
Miscellaneous
- NAVPERSCOM (PERS-32) provides applications for automated report preparation.
- Manuals like SECNAV M-5510.36 guide the mailing of classified materials.
- Special blocks within evaluations document key events such as counseling and performance traits, ensuring clarity and uniformity in evaluations.
