Fleet Manpower Requirements
- Fleet manpower requirements for ships and squadrons are determined by the Navy Manpower Analysis Center (NAVMAC)

- OPNAV N13 is responsible for consolidating all approved priority manning designations
- Out-of-cycle programming is the reallocation of programmed end strength outside of the PPBES process
- CNO (N1) assesses, validates, and approves fleet manpower requirements and graduate education programs
- RSS is responsible for prioritizing and funding total force manpower requirements by program, coordinating the programming effort of component elements coordinating manpower BSOs, ensuring the ROC and POE are properly reviewed and maintained.
- RSS develops and documents manpower requirements for all fleet activities, determining and validating total force requirements ashore, matching RS program proposal, and validating mission, functions, and tasks (MFTs) of component elements
