Study Notes
Body Protectors
- Seat belts are used to prevent falls during work at height and ensure safe work
- There are two types of seat belts: waist type and parachute type
- Waist type seat belt: used for holding close to the working point while suspended
- Parachute type full body safety harness: used as fall prevention equipment (on masts, cranes, etc.)
- Seat belts should be checked by the user before use and at least once a year by an expert
- Seat belts should be fastened above waist level, and blow dampers should be used if tied below waist level
- Seat belt ropes should not be attached to parts at risk of rotation, and the fastening should be strong and have a sharp surface
Employer's Responsibilities
- Supply: provide personal protective equipment (PPE) to employees based on risk identification
- Delivery: provide PPE with specifications, in usable condition, and with instructions for use
- Training: teach employees how to use PPE, benefits, and harms, and provide rehabilitation and body adaptation training
- Compliance: ensure PPE regulation and standards, work measurement, body measurements, and hygiene conditions
- Sampling: sample PPE with administrators, occupational safety personnel, senior executives, external officials, and guests
- Incentive: encourage, reward, and maintain cleanliness and PPE renewal
- Renovation: replace PPE that has lost protection features, expired, or is unsuitable
Responsibilities of Workers
- Usage: workers must use PPE as trained and instructed, with patience, and without exception at work
- Declaration: workers must declare to authorities whether PPE is suitable for work, use, and body structure
- Participation and Choice: workers participate in PPE procurement and choice through trade unions or occupational health and safety (OHS) committees
PPE Legislation
- Labour Law No. 4857 - OHS Law No. 6331
- Law No. 4703 on the Preparation and Implementation of Technical Legislation on Products
- Regulation on the Use of Personal Protective Equipment at Workplaces
- Personal Protective Equipment Regulation
- Market Surveillance and Inspection by the Ministry of Labour and Social Security
Personal Protective Equipment Regulation
- Objective: regulate the manufacture, import, placing on the market, and inspection of PPE
- Certification System by Categories:
- Category 1: simple design
- Category 2: technical documentation and AT type examination
- Category 3: complex design and AT quality control system
- Definitions:
- PPE: equipment designed to be worn or carried by persons for protection against health and safety hazards
Categorisation Guidelines
- Category-0: PPE not covered by the "Personal Protective Equipment Regulation"
- Category-I: PPE of simple construction, providing protection against gradually occurring and timely recognisably low risks
- Category-II: PPE other than Category-I and Category-III
- Category-III: PPE of complex structure, providing protection against risks that may seriously and irreversibly damage health and life
Occupational Health and Safety
- Seat belts are used to prevent falls during work at height and ensure safe working conditions.
Types of Seat Belts
- Waist Type Seat Belt: used for holding close to the working point while suspended.
- Parachute Type Full Body Safety Harness: used as fall prevention equipment (on masts, cranes, etc.).
Seat Belt Use
- Seat belts should be fastened above waist level, unless it is mandatory to be tied below the waist level, in which case blow dampers should be used.
- Seat belt ropes must not be attached to parts at risk of rotation.
- Seat belt fastening must be strong and have a sharp surface.
- Seat belts should be kept in cool, dry, and well-ventilated places, away from direct sunlight in storage.
Employer's Responsibilities
- Supply personal protective equipment (PPE) according to risk identification and provision of usable condition.
- Provide PPE that is designed and manufactured in accordance with PPE Directive.
Personal Protective Equipment Categorization
- Category-0: PPE not covered by "Personal Protective Equipment Regulation".
- Category-I: PPE of simple construction, providing protection against gradually occurring and recognizable low risks.
- Category-II: All PPE other than Category-I and Category-III.
- Category-III: PPE of complex structure, providing protection against risks that may seriously and irreversibly damage health and life.
Categorization Table
- The categorization table is a guideline for designers and manufacturers to determine the category of PPE.
